Recommended that planning permission be granted. 1. The Application 1.1. Proposal : Erection of free standing self supporting monopole (single pole) radio mast. Diameter 114mm at base and 60mm at top. 1.2. Location : Highway Depot, Tattersett Business Park, Docking Road. Adjacent to existing Depot office building. 2. Policy 2.1. Structure Plan : CS.1 supports the vitality of urban and rural communities. 2.2. North Norfolk District Local Plan : Site is within the former Sculthorpe airbase. The site is within an area identified for employment uses. 3. Consultations 3.1. North Norfolk District Council : Views will be reported orally to the Committee. 3.2. Tattersett Parish Council : Views will be reported orally to the Committee. 3.3. Local Representations : None received 4. Assessment 4.1. The mast is proposed to be located at the Sculthorpe Highway Depot at Docking Road, Tattersett. The Depot is within the Tattersett Business Park. The mast is to be used for shortwave radio communication between the Highway Depot and operational vehicles, and is required in order to overcome present communication difficulties. It will not involve the use of cell phone communication. 4.2. There is an existing mast at the site. This is operated on behalf of the Depot by British Telecom. This has a dish which provides a microwave computer data link from the Depot to the County Council computer server. It would not be possible to affix the radio antenna to this mast because the direction of the microwave dish is fixed in a specific position at a set angle, and cannot be varied without suffering a loss of data. Installing further equipment in the immediate vicinity could cause movement of the dish, especially in windy conditions, temporarily terminating the data link. This would cause serious data communication difficulties between the Depot and other sections of the County Council. 4.3. There would be no impact on local amenity arising from the radio mast. 5. Human Rights Act 1998 5.1. The requirements of the Human Rights Act 1998 must be considered. However, if planning permission is granted for the development, it is not considered that an excessive burden would be placed on any resident and company when compared to the public benefit arising from the development. It is not, therefore, considered that there would be interference with those rights pertaining under the Act such that a claim under the Act could be made. 6. Conclusion 6.1. The proposed single pole mast is for operational radio communication and does not involve the use of cell phones. There would be no impact on local amenity. It is recommended that planning permission be granted. Recommendation That the Director of Planning and Transportation be authorised to grant planning permission.
