TERMS AND CONDITIONS
The following is an overview of the requirements that you will need to follow if
your application is selected.
1. The Total Development Cost for new home construction, including up to a 15%
developer fee (contingency/profit), must be no more than $180,000 for each home with
at least half of the homes having a Total Development Cost under $150,000.
2. All assistance provided by the SFNC program is in the form of down payment assistance
for the homebuyer.
3. The sites submitted for the SFNC program may not be located in the flood plain.
4. Additional weight will be given to proposals that have identified homebuyers and
proposals for homes in communities where flood buyouts occurred (Charles City, Mason
City, and Rockford).
5. Construction must wait until the environmental process is completed by NIACOG
including archaeological and/or historical clearance by the State of Iowa.
6. The home must be under construction by December 31, 2012.
7. Limit the sale of homes to households with incomes under 100% of Area Median
Income. Each builder must reserve at least half of their proposed homes for households
under 80% of Area Median Income (AMI).
8. Meet Green Criteria Requirements: Construction to locally adopted building codes or in
the absence of local codes, the State’s building code standards, A blower door test to
demonstrate Energy Star home efficiency rating, Low Volatile Organic Compounds
(VOC) paints and primers, Low or no VOC adhesives and sealants, Urea formaldehydefree composite wood, Green label certified floor coverings, Install 30-year warranty
shingles, Properly size exhaust fans, 93% energy efficient furnaces, 14 SEER air
conditioning units, Cold and hot water pipe insulation, Water heater with mold
prevention, Energy Star appliances if appliances are offered as part of the sale price,
Efficient lighting, Water conserving fixtures in compliance with Green Streets minimum
standards, Install power vented fans or range hoods that exhaust to the exterior, Rigid
type vent directly to the outdoors for clothes dryers, Regulated construction waste,
Prohibition of irrigation systems, Sidewalks when required by deed restrictions or on infill
lots where adjacent sidewalks exist, Erosion & sedimentation control during construction,
Landscaping including a minimum of one tree and seeding of the yard, Positive site
drainage, Rain barrels or rain gardens to capture up to 1.25 inches per rainfall event,
Vapor barrier under basements and concrete slabs, Garage isolation via door closures,
Smoke-free work site, and a homeowner orientation including all warranty manuals. A
Green Criteria Checklist with explanations for each items is used during construction and
is available on the NIACOG website at www.niacog.org (choose the Resources tab) or
by contacting the NIACOG office.
