CONSTRUCTION OF NEW TENNIS/BASKETBALL COURTS
PART 1 GENERAL
40.1
WORK INCLUDED
The Contractor shall provide all labor, materials, equipment and installation to
complete:
A.
The new construction of the surface for a total of six (6) tennis courts. Work to
include compaction, grading, base, surfacing, filling, installing posts, painting and
striping. Footings for tennis net posts, divider net posts, and prefabricated shelters
shall be constructed prior to or during the construction of the surface.
B.
The new construction of the surface for two (2) new basketball courts. Work to
include compaction, grading, base, surfacing, filling, installing posts, painting and
striping. Footings for equipment posts shall be constructed prior to or during the
construction of the surface.
C.
WORK to be performed by others will be the demolition and removal of existing
dugouts, demolition and removal of the existing tennis courts, removal of tennis
fencing on east, west and north sides and all of the existing basketball fencing,
installation of the stormwater pond and structure, lighting installation for both
tennis and basketball courts, landscaping, unless otherwise specified on drawings,
and installing the equipment when Contractor has finished installing the posts.
40.02 QUALITY ASSURANCE
A.
Manufacturer: Company specializing in the manufacturing of court resurfacing
products with three (3) years minimum experience.
B.
Contractor: Company specializing in court resurfacing with three (3) years
documented experience and approved by manufacturer.
40.03 SUBMITTALS UPON REQUEST
A.
Submit manufacturer's technical literature, catalog cuts, and other applicable
information.
B.
Submit a list of projects completed with locations, date of contracts, together with
names and addresses of owners and names, addresses and phone numbers of
contact persons.
C.
All drawings, diagrams, illustrations, schedules and other data which are specifically
prepared by or for the Contractor to illustrate some portion of the work shall be
submitted to the City prior to commencement of the work.
Dimensions and elevations indicated in the layout of the work shall be verified by the
Contractor. The exact layout shall be approved by the City before construction begins.
Discrepancies between the drawings, specifications and existing site conditions shall be
referred to the City representative for adjustment before work affected is performed.
40.04 ITEMS FURNISHED BY THE CITY
The City shall provide:
A.
Staging area and employee parking.
B.
Water as required, from existing taps.
40.05 ITEMS FURNISHED BY THE CONTRACTOR
A.
All electric power
B.
Toilet facilities
C.
Storage:
Materials not installed on the day of delivery at the site shall be protected and
stored. The Contractor shall assume full responsibility for the protection and
safekeeping of products and equipment stored on the job site.
40.06 WARRANTY
Provide a full labor and materials warranty for a period of not less than twelve (12) months
from the date of acceptance by the City.

40.09 SUBSTITUTIONS
Manufacturers of products that can perform the specific functions are encouraged to
provide alternate bids. The bid shall include technical information, catalog cuts, and other
information in sufficient detail to assure an equitable evaluation by the City.
PART 3 EXECUTION
40.10 NEW BASKETBALL AND TENNIS COURTS
Construct two (2) new asphalt basketball 120 feet x 94 feet paved area courts and six (6)
new asphalt tennis courts on a total paved area of 350’ x 120’. Courts shall be sloped in a
true plane a minimum of .833% (1:120) to a maximum of 1% (1:100), including backstop
and related equipment. The court shall be compacted 6” SCL base, 6” limerock base at 98
% density, 1.5 “ Type III, asphalt surfacing course, a surface preparation coat and color
finish course and line striping.
40.11 INSPECTIONS
A.
Inspect existing conditions and verify that the work may properly commence.
B.
Beginning of work means acceptance of the conditions.
40.12 Site/Surface Preparation
A.
Layout overall court corners and elevations for drainage. Have layout approved by
the City before commencing construction.
B.
After compacting 6” SCL sub-grade to 98% modified density minimum, the
Contractor shall install a 6 inch minimum compacted thickness of limerock base.
C.
Apply approved weed killer over the limerock base. Applicator shall be an approved
chemical company.
D.
Prime base with type MS emulsion.
E.
Install Type S-3 asphalt, 1.5" minimum surface course.
40.13 SUB-BASE, BASE AND OVERALL SURFACE

Surface Depressions
1.
Flood court with water and after all surrounding areas have dried, patch and
fill any remaining bird baths and areas holding water over the thickness of
1/16" (thickness of a dime) with court patch mix.
2.
Apply one (1) coat of acrylic surfacer over the entire paved area.
Topping
Apply over the paved area three (3) coats of Plexipave color coat as
approved by the City's representative.
C.
Striping
1.
Paint basketball court markings and regulation tennis court markings.
2.
Color lines with texturized paint in white regulation markings.
3.
Color finish: Courts shall be lined with two (2) coats of texturized paint in
white regulation markings. The second coat shall not be applied until coat is
completely dry. Lines must be sharp and true.
40.14 USE OF PREMISES
During the progress of the work specified herein, the Contractor shall keep the premises
free from accumulation of waste materials, and other debris resulting from the work. At the
completion of the work, the Contractor shall remove all waste materials, and debris from,
and about the premises as well as tools, appliances, equipment, and machinery, and
surplus materials, and leave the site clean and ready for occupancy by the City of Panama
City.
40.15 WORK LIMITS AND ACCESS
Access to site and work area limits shall be defined at the pre-bid conference by the City
Engineer.
40.16 SAFETY AND PROTECTION
The Contractor shall be solely and completely responsible for initiating, maintaining and
supervising all safety precautions in connection with the work. The Contractor shall take all
necessary precautions for the safety of, and shall provide the necessary protection to
prevent injury to, all employees on the work site and other persons including, but not limited
to, the general public who may be affected thereby.
