1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division
which reflects the position in it as well as those supervised in the department. (This section is
used for advertisement of the position.)
The Manager of Chemical Management Services (MCMS) provides leadership and overall
management of the campus-wide chemical management services function, which includes the
chemical inventory, chemical hazard communication, and hazardous chemical report programs. The
MCMS has overall responsibility for related programs, to include evaluation and analysis of chemical
inventory data, budget management, supervision of personnel, and continued improvement of
programs. The position performs various laboratory safety functions, to include safety assessments
of laboratory spaces and work practices, assessment of chemical handling and storage, and chemical
exposure monitoring. The position is part of the Laboratory and Chemical Safety program within the
Environmental Health and Safety Department (EH&S). The MCMS reports to the Chemical
Hygiene/Biosafety Officer.

30% - Chemical Inventory
 Ensure that an accurate inventory of hazardous chemicals is maintained in a manner that
meets regulatory requirements and the needs of EH&S and the university, and which provides
benefit “beyond compliance”
 Managerial oversight of chemical inventory and chemical delivery activities to ensure that
responsibilities and objectives are met with a level of high quality
 Define annual chemical inventory performance objectives, and ensure that key performance
indicators are tracked throughout the year and that objectives are met
 Perform detailed analysis of chemical inventory data to ensure accuracy
 Evaluate and develop new equipment, software, and methodologies to improve the inventory
process through increased efficiency, increased technical capabilities, and decreased costs
 Provide technical expertise to the chemical inventory staff and resolve technical issues
 Coordinate with Information Technology personnel to integrate chemical inventory data with
other EH&S data bases and electronic applications as needed to maximize the utility of data
bases and applications
20% - Chemical Hazard Communication
 Ensure chemical safety data sheets received by EH&S are readily accessible by university
faculty, staff, and students
 Coordinate management of chemical safety data sheets received by EH&S to ensure proper
retention in compliance with OSHA requirements
 Develop and maintain a campus written hazard communication plan
 Coordinate with Information Technology personnel to integrate safety data sheets with the
chemical inventory data base and other EH&S data bases and electronic applications as
needed to maximize the utility of data bases and applications
20% - Hazardous Chemical Reporting
 Analyze, correct, and format chemical inventory data in preparation of reports required for
environmental permits and regulatory reports, to include campus air and water effluent
discharge permits, campus hazardous materials permits and community “right to know”
reports, Homeland Security regulations, and fire safety regulations

Analyze chemical inventory data and prepare reports to address laboratory safety, emergency
planning and response, hazardous materials security, and other environmental health and
safety issues
Ensure that annual report of campus volatile chemical emissions is prepared and submitted in
accordance with university air emissions permit
Ensure that university hazardous materials permit is prepared and submitted in accordance
with State Fire Marshal regulations
Conduct ongoing evaluation of chemical inventory for chemicals which exceed Department of
Homeland Security reporting thresholds
20% - Laboratory Safety
 Conduct assessments of laboratory facilities and identify safety deficiencies and sources of
risk, prepare written reports summarizing the results of safety assessments, and follow up with
laboratory supervisors to ensure corrective actions are completed
 Identify and communicate measures to reduce risks associated with laboratory operations.
 Review and develop written laboratory safety procedures
 Conduct chemical exposure monitoring
10% - Management
 Assit in the preparation of, and maintain the annual chemical inventory budget
 Ensure that the Chemical Inventory Specialist and chemical inventory technician positions are
staffed by qualified personnel and that staffing needs are sufficient to meet daily and longer
term chemical inventory responsibilities
 Lead and mentor the Chemical Inventory Specialist and chemical inventory technicians to
promote retention of personnel, professional development of individuals, and team success
 Evaluate the performance of the Chemical Inventory Specialist and provide feedback in a
manner that promotes improvement of performance or continued high level performance
 Provide guidance to Chemical Inventory Specialist regarding leadership of the chemical
inventory team, supervision of chemical inventory technicians, and resolution of associated
issues
 Ensure that chemical inventory staff members are properly trained and that chemical inventory
and chemical delivery activities are conducted safely
 Directly supervise administrative faculty and classified staff
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom:
The MCMS works under the general supervision of the CHO/BSO. The MCMS has the freedom to
apply recognized standards and professional judgment when making decisions related to the
chemical management services function These decisions and professional judgments would typically
address issues within the major functions and responsibilities listed for this position. Decisions with
significant impact or beyond this scope are discussed with the CHO/BSO and/or EH&S Director.
Impact:
Decisions, recommendations, and reports made by this position have a direct impact on regulatory
compliance related to environmental permits, regulatory reports, chemical hazard communication, and
laboratory safety. Failure to meet the obligations established by the various regulatory agencies could
result in regulatory fines, loss of required environmental permits, delay of research activities and
damage to the department’s and university’s reputation with administration, faculty, staff, students,
regulators, the community, and funding agencies. The maintenance of an accurate chemical
inventory is central to many EH&S programs; therefore, decisions made by the incumbent will also

impact the success of the EH&S Department. Decisions made with regard to laboratory safety issues
have a direct impact on personnel health and safety.
4. Describe the knowledge, skills (to include cognitive requirement and verbal and written

Knowledge of:
 Theoretical and working knowledge of organic, inorganic, and organometallic chemical
nomenclature
 Chemical hazards and chemical risk assessment, safe chemical use and handling, and how
academic laboratories operate
 Regulatory requirements associated with chemical use, environmental permits, and regulatory
reporting
 The needs of chemical laboratories and other EH&S programs to ensure that the chemical
management services function provides maximum benefit to the university

Bachelor’s degree and four years of professional experience, or master’s degree and two

experience. Professional experience must be at an academic, industrial, or government
chemical laboratory or hazardous material management function and include significant
handling and use of hazardous chemicals or waste.
