The Prospective Bidders must have an experience of having completed at least one (1)
Contract that is similar to the contract to be bid. The description of an eligible bidder is
contained in the Bidding Documents, particularly, in Section 5. Instructions to Bidders.

Bidding will be conducted through open competitive bidding procedures using
nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations
(lRR) of Republic Act 9184 (RA 9184), otherwise known as the "Government Procurement
Reform Act".
4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations
with at least seventy five percent (75%) interest or outstanding capital stock belonging to
citizens of the Philippines.
5. Interested bidders may obtain further information from DPWH Sarangani District Engineering
Office and inspect the Bidding Documents at the address given below from 8:00 o’clock in
the morning until 5:00 o’clock in the afternoon (Office Hours).
6. A complete set of Bidding Documents may be purchased by interested Bidders from the
address below and upon payment of a nonrefundable fee for the Bidding Documents in the

7. It may also be downloaded free of charge from the website of the Philippine Government
Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided
that bidders shall pay the fee for the Bidding Documents not later that the submission of
their bids.
8. The DPWH Sarangani District Engineering Office will hold a Pre-Bid Conference on May
27, 2015 at 2:00 o’clock in the afternoon at DPWH Sarangani District Engineering Office
Conference Room, which shall be open only to all interested parties who have purchased the
Bidding Documents.
9. To afford sufficient time to update Contractors’ records in the CWR, all Prospective Bidders
shall submit their Class “A” Documents and Financial Statements at least seven (7)
calendars and their Technical Documents (Completed/on-going projects) at least
fifteen (15) calendar days before the deadline for the submission or opening of
bids to the DPWH-Civil Works Registry (DO 03, series 2015-Prescribing the Minimum
Period for the Submission of Legal, Technical, and Financial Documents to the DPWH-Civil
Works Registry).
10. Bids must be delivered by the Authorized Managing Office (AMO) or by his/her Authorized
Liaison Officer indicated in the contractor’s information to the address below on or before
June 08, 2015 not later than 10:00 o’clock in the morning at DPWH Sarangani District
Engineering Office. All bids must be accompanied by a bid security in any of the acceptable
forms and in the amount stated in ITB Clause 18. Bids will be opened in the presence of the
bidders' representatives who choose to attend at the address below. Late bids shall not be
accepted.
11. The DPWH Sarangani District Engineering Office reserves the right to accept or reject any
bid, to annul the bidding process, and to reject all bids at any time prior to contract award,
without thereby incurring any liability to the affected bidder or bidders.
