The London Recycling Fund will match fund our capital spend on this project up to £150,000. Financial Summary 1 1.1 Summary The following report seeks the ‘in principle’ release of capital funds for the purchase of street litter recycling bins to enable the expansion of the street litter recycling service. 2 2.1 Recommendations That the Cabinet Member for Street Environment approves the release of capital funds to purchase 140 litre Linpac Environmental ‘Envirobanks’ to support the expansion of the street litter recycling service. 3 3.1 Background Information The City Council has been set statutory targets to recycle household waste. (12% - 2003/4 and 18% - 2005/6) To meet and exceed these targets the City Council plans to introduce a package of measures including increasing the number of street litter recycling bin sites city wide from 20 to 300. To support this service expansion additional bins are required for those areas not currently served. N o . 3.2 The Departmental Contracts Board approved the purchase of the Envirobank litter recycling bins at a meeting held on May 6th 2003 and granted a waiver from the requirements of the Council's Contracts Code. (A copy of the report is included in Appendix 1.) 3.3 The Linpac Environmental ‘Envirobank’ has proven an effective, robust and aesthetically pleasing piece of waste management street furniture. The bins required (Linpac Environmental Envirobanks) are the ones currently used on Lillington Gardnes Estate in SW1. The bins have also been used very effectively outside tube and mainline railway stations in the London Borough of Camden for the last year. 3.5 The City Council has successfully bid for £150,000 from the London Recycling Fund (DEFRA funding for recycling initiatives to help local authorities reach their statutory household waste recycling targets) to support this recycling project. As Appendix 2 (London Recycling Fund application) shows, this funding was allocated on the basis that it was matched by £150,000 of the Council’s capital. Failure to match the funding would result in its loss. 4 4.1 Financial Implications This report is being presented to the Cabinet Member for decision as, under Financial Regulation 20, that approval is needed, in each year, for schemes with a value of over £100k. There is currently £300k in the approved 2003/04 capital budget for this scheme. Due to the current uncertainty over capital funding, the Chief Financial Officer (CFO) has instructed that only time sensitive schemes should proceed, subject to his approval. No request has yet been made to the CFO, though a bid for an initial spend of £101k is imminent. Cabinet member approval in principle is being requested for the full £300k, subject to further decisions of the CFO. 4.2 It is envisaged that 50% of this initial spend (£50,550) would be claimed back from the London Recycling Fund once delivery of the bins is completed. 4.3 The initial purchase of 300 in June 2003 of 140 litre ‘Envirobanks’ from Linpac Environmental at £330 per unit will cost a total of £101,100. The purchase can be funded from capital budget 'On-street recycling centre equipment and housing W700217' that totals £300,000. 5 Legal implications 5.1 None 6 Staffing Implications 6.1 None 7 General Comments 7.1 None 8 8.1 Outstanding Issues None 9 9.1 Consultation The Cabinet Member for Street Environment and members of Overview and Scrutiny Committee for City Development were consulted regarding the choice of Envirobank bins before the first 50 bins were purchased in 2002. 10 10.1 Conclusions and Reasons for the proposed Decision The Linpac Environmental ‘Envirobank’ is a robust product that has been trialled in Westminster and the London Borough of Camden and has demonstrated that it is fit for purpose. The purchase of the ‘Envirobanks’ allows for the expansion of the street litter recycling service to meet statutory targets and is recommended for approval by the Cabinet Member for Street Environment.
