Sherbourne, Kari Hallenburg, Travis Elliott, Gregg Cory, Laurie Washburn, Michael Dexter, Andrew Usher Motions: NO MOTIONS MADE Block Representative Appointments: Bob Carlson Board Member Voting: Sharon Keast as VP, Gregg Corey as Treasurer New board members: Our bylaws state that a majority vote of the board is required to appoint new board members to fill vacancies. This is different from the elections at our annual meeting where everyone votes. However, one board member cannot be a "majority" so Michael could not appoint any new board members to fill vacancies. Our unique bylaws state that a Block Representative can be appointed to the board by their block. Michael recited the city's definition of a block as both sides of a street between intersections and declared its use for Block Representatives. Michael then accepted a Block Representative, Bob Carlson who brought a letter of appointment. This provided the minimum two board members required to nominate other board members. Michael then accepted nominations from Robert Burgee and Sharon Keast for VP, Sue Randall and Gregg Corey for Treasurer. Only board members vote to fill vacancies as per our bylaws. Michael and Bob Carlson voted for Sharon as VP. Then, Michael, Bob and Sharon voted for Gregg as Treasurer. National Night Out: Jessica has done some amazing work to ensure we have a great party this year! She designed a postcard that will be mailed to all households in Arnold Creek, paid for by Southwest Neighborhoods. Free dessert from New Seasons Market, bring dessert to share, fire truck, police car and an instrumental folk band. Tuesday, August 6, at 6pm in the field at Stephenson Elementary School. Jessica asked for volunteers to assist with mowing grass if needed, setting up tables, scooping ice cream, games for kids, etc. SW Coronado right-of-way: Mark Lear from PBOT passed out a letter from PBOT to Arnold Creek Neighbors (it is posted on ArnoldCreek.org). The new trails legislation will not be tested with permitting on SW Coronado because of the lack of consensus in the neighborhood and because SW Coronado doesn't have an intuitive "highsafety route" impact to qualify for immediate approval without consensus. "Healing" needs to occur in the neighborhood before a permit will be issued. Mark said the city will help to facilitate neighborhood disagreements by enforcing regulations. He spoke about the barbed wire and said it had to be removed, even though there is no code against it being on private property because it was dangerous for utility workers, firefighters and animals. The city observed pruning that had occurred on the trail and determined it was within code. After site visits by BES and PBOT, the city believes that a permitted trail would not have negative environmental impacts and would be a good fit. The city will not vacate the right-of-way if there is any public opposition. Mark stated the petition is not a good representation of the neighborhood's position. He would like better direction from the neighborhood before moving forward and suggested Arnold Creek Neighborhood Association work towards a consensus representative of the neighborhood.
