The Animal Management (Cats and Dogs) Act 2008 and Moreton Bay Regional Council Local Law No. 2 (Animal Management) 2011 requires all dogs and cats over the age of 3 months to be registered within the relevant local government area. Approvals will not be considered until all animals (where applicable) that currently reside at the property are registered. An onsite inspection by an authorised council officer is required prior to the granting of this approval. In signing this application the applicant agrees to be bound by the following approval conditions: Applicants must comply with the minimum standards for the keeping of the animal/s, including any specific conditions that may be applied to an approval. Application fee is not transferable or refundable. An annual renewal fee is applicable for this approval. Applicant is a current member of an organisation recognised by a society devoted to the showing and improvement of the breed. R3 Local Laws Page 1 of 2 February 16 Minimum standards for animal breeder approval conditions: An animal breeder approval will ordinarily be subject to the following conditions – (a) the holder of the approval must keep and maintain a written register detailing (i) the particulars and description of each animal kept at the premises identified in the approval including breed, name, date of birth, identifying tag and any other form of identification; and (ii) a medical history for each animal listing vaccinations, inoculations and treatments that have been carried out; and (iii) if any animal is sold or otherwise disposed of, the name and address of the new keeper of the animal and the date of sale or disposal of the animal; and (b) a condition requiring that the holder of the approval take specified action to prevent the animals from making a noise or disturbance that may cause a nuisance or disturbance to the occupiers of other premises (Example - If the approval relates to the keeping of dogs - barking, howling or whining of a dog may result in a nuisance or disturbance to the occupiers of other premises); and (c) the holder of the approval ensure that any enclosure in which the animals are kept is properly drained and that run-off is kept off adjoining land; and (d) the holder of the approval ensure that excreta, food scraps and other material that is, or is likely to become offensive is collected daily and, if not immediately disposed of, is kept in a fly proof container of a kind approved by the local government; and (e) the holder of the approval ensure that any enclosure in which animals are kept is maintained in a clean and sanitary condition and disinfected regularly; and (f) the holder of the approval ensure that any enclosure in which animals are kept is properly maintained in an aesthetically acceptable condition; and (g) the holder of the approval store the animal’s food in properly sealed vermin proof containers; and (h) that each animal receive all necessary vaccinations, inoculations and treatments which are appropriate according to the age of the animal; and (i) that each entire female animal be fitted with a microchip approved by the local government; and (j) the maximum number of animals which may be kept at the premises at any one time is as recorded on the approval certificate; and (k) specifying the maximum number of entire female animals which may be kept at the premises at any one time; and (l) the holder of the approval provide and maintain sound proof enclosures for each animal which causes or is likely to cause a noise nuisance; and (m) the holder of the approval take reasonable steps to limit the breeding of the animals identified in the approval; and (n) if the approval relates to the keeping of dogs - the holder is to retain current membership of the Canine Control Council (Queensland); (o) if the approval relates to the keeping of cats - the holder is to retain current membership of the Queensland Feline Association Inc; (p) if the approval relates to the keeping of chickens (i) the holder is to retain current membership of a recognised organisation; and (ii) the keeper of the poultry must ensure that the bird is not kept within a radius of 2m of any land adjoining the premises including (without limitation) any boundary of the premises adjoining a road (this condition does not apply for premises in a rural zone). Minimum standards for keeping animals: Animals must be kept in accordance with the requirements of any code of practice approved by resolution of the local government. Animal enclosures Enclosures built specifically for the keeping of animals are to be maintained to an acceptable structural condition; and Uneaten food scraps, manure and any other material likely to become offensive (i.e. faeces, soiled bedding, litter) and create a nuisance must be collected at least daily and if not immediately removed from the premises, must be kept in a suitable vermin proof container prior to disposal; and Vermin and pests including fleas, flies, ticks, lice, and rodents, must be controlled in and around the enclosure; and Run off from animal enclosure(s) must not be allowed to discharge to any adjoining property. Animal identification Dogs and cats must wear the tag supplied by the local government. Stock must have a distinguishing brand, bolus, ear tag and or be micro chipped. The owner of one or more head of stock or 100 or more poultry including caged birds must be registered with Biosecurity Queensland. Birds excluding poultry must have an identifying leg band or be micro-chipped. Minimum distance from boundary Roofed or fully enclosed (caged) structure for the housing of animals must be a minimum 1.5 metres from any property boundary. Additional minimum standards for keeping of racing pigeons, ratites (emu, ostrich and other similar birds) apply.
