April 2013 - Nowadays: Visiting researcher at the Institut de Ciències del Mar – Consejo
Superior de Investigaciones Científicas in Barcelona (Spain).

Main tasks: I am working on the determination of optimal exploitation and management
strategies and the effects of selectivity, remuneration systems and prices in the biological and
economic yields, using bio-economic models.
September 2011 - February 2013: Post-Doctorate Researcher at IFREMER, Marine Economics
Department in Brest (France).
Main tasks: Identification of the optimal fisheries exploitation from biological (MSY, maximum
sustainable yield) and economic (MEY, maximum economic yield) perspectives for French
fisheries. Estimation of the transition paths and costs to reach those optimal management
objectives. Estimation of the overexploitation costs. Impacts on Costs and Benefits for the
different fleets, through bio-economic modelling. Analysis of the effects of discards and survival
rate of these discards on the optimal biomass at sea, fishing effort, catch and landings.
September 2008 - August 2011: Fisheries Economist Post-Doc researcher (Grantholder-30) at
the Joint Research Centre of the European Commission, in Ispra (Italy).
Main tasks: Assessing the economic performance of the EU fishing fleets, the EU fish processing
sector and the EU aquaculture sector. This was mainly done by preparing and publishing the
Annual Economic Reports for the 3 sectors. Afterwards, we used the data for different economic
analyses and ad-hoc requests from DG MARE (European Commission in Brussels).
I participated in the revision of the Common Fisheries Policy and the Common Market
Organisation for fisheries products. I had been part of the Steering Committee of the EU market
observatory for fisheries and aquaculture products.
I participated on the elaboration of cost-benefit analysis for the use of VDS technology (satellite
images) for vessel monitoring, the implementation of electronic log-books and VMS in small
scale vessels, and the use of genetic tools for fisheries control. I also participated in the
COBECOS project (Cost-Benefit Analysis of Control Strategies).
I organised and participated in STECF meetings related to socio-economics of fisheries. I
conducted analyses on the energy/fuel efficiency of the EU fishing fleet, bio-economic modelling
and impact assessments of selected management measures on different European fisheries, work
on the future of the data collection, etc.

September 1999 – July 2007: Research Assistant at the University of Barcelona, Gabinete de
Economia del Mar, with Professor Ramon Franquesa in Barcelona (Spain).
Main tasks: Participation in different EU projects: EFIMAS, BEMMFISH, and ”Analyse du
Marche Merlu et Implications pour la Gestion des Pêches dans le Golfe du Lion et Golfe de
Gascogne”. The work implied bio-economic modelling and socio-economic analysis of several
fisheries, including function selection, estimation of parameters and presentation of the results in
several forums.

competition between selected farmed species and wild species in Mediterranean fish

I have also attended more than 40 STECF working groups related mostly to economic data
analysis and bio-economics as external expert since 2005. The reports from these groups have

been published as JRC Scientific and Technical Reports (nowadays, JRC Scientific and Policy
Reports). I have been involved as chairman (e.g. in the group in charge to estimate the economic
performance of the EU aquaculture sector from 2011 to 2013), and author and editor (e.g. in the
groups in charge to estimate the economic performance of the EU fishing fleet and the processing
sector) in these working groups and reports (a detailed list is provided below).
