CHAIRMAN'S COMMUNICATION – The Chairman welcomed those members of the public who were present for this meeting. 81. PUBLIC PARTICIPATION Mr Clappison attended the meeting on behalf of Mrs J Clappison and at the invitation of the Council reported orally with regard to the planning application relating to Land South of 16 East End, Walkington – 14/01783. It was recommended by the Parish Council that the planning application be refused - a vote took place on this 8 in favour of refusal, 1 against and 1 abstention. Resolved – That the report be noted. 82. BOSTON RENEWABLES TO ATTEND MEETING TO REPORT ON THE POSSIBLE ERECTION OF WIND TURBINE AT MIDDLE FARM, WALKINGTON – John Hudson from Boston Renewables outlined the proposal to erect a single EWT 54/500 wind turbine at Middle Farm, Walkington. The proposed location is in close proximity to the already approved wind turbine at Sample’s Farm. The turbine will be 67m in height and will generate enough power for approximately 600 homes for a year Resolved – That the report be noted and details be put in the newsletter. 83. MINUTES – RESOLVED – That subject to the following amendment be added - DRILLING BETWEEN WALKINGTON AND BISHOP BURTON - It should be clarified that the article in the Walkington Newsletter June 2014 written by Tom Hodgson expresses his own views and do not necessarily represent those of Walkington Parish Council - the minutes of Meeting held on the 10 June 2014, having been circulated, are approved as a correct record and signed. MATTERS ARISING 84. BROADGATE’S PLAYING FIELDS – The Clerk reported that she had spoken with Nina Hutchings at ERYC and had asked for an update regarding the Playing Fields. Nina Hutchings had informed the Clerk that the old container would be removed, but subject to planning permission, would be replaced by a new container. The football team would also increase foliage and re-clad the pavilion. Resolved – That the report be noted. 85. POST BOX AUTHERD GARTH – The Clerk reported that the post box will soon be removed. Resolved – That a letter be sent to the Planning Department at ERYC. 86. LOCAL DRAFT PLAN AND WINDFALL SITES – Ward Councillor Pollard had informed the Clerk that “Windfall Sites” have no impact on the housing allocation in the local draft plan unless it is more than 14 i.e. 20%. Resolved – That Cllr Taylor respond to this matter. 528 Council 87. 8 July 2014 COMMUNITY SAFETY MATTERS – Humberside Police Beverley Rural Parish News Release June 2014 – The Clerk reported that there had been two crimes in Walkington, criminal damage – rear window of a vehicle smashed and theft of security cameras from drilling site. The Chairman reported that there had been an armed robbery at Middlehowe Green. Cllr Swann asked how much time is being taken up by the police up at the drilling site at Crawberry Hill. Resolved – That the report be noted. 88. EAST RIDING COUNCIL MATTERS: To receive information on decisions taken by East Riding Council affecting Walkington and to raise outstanding issues with the District Councillors. a) ERYC – Guidance changes to Planning. Resolved – That the report be noted. b) ERYC – Invitation to Community Partnership Meeting at Bishop Burton College 9 July 2014 – The Clerk reported that this event had been cancelled. Resolved – That the report be noted. c) ERYC – Local Draft Plan – response needed before 4 August on draft Sustainable Transport Supplementary Planning Document – Cllr Taylor reported that this document had no impact on Walkington. Resolved - That the Parish Council replies that they have no comments to make. d) ERYC – Code of Conduct Training – The Clerk reported that ERYC were holding Training Courses in October. Resolved – Cllr Brockman and Hodgson to attend. PLANNING MATTERS 89. Applications – Resolved – That the following comments be forwarded to East Riding Council on the application stated: Application Comments (1) That the Parish Council objects to this application on the grounds that a. the conservation area would not be enhanced as a result of this proposal and b. more cars would be using the access that leads onto a section of the main road that is already bottlenecked by parked cars and is opposite the entrance to the Village Hall. Decisions Received – There were no items. 93. HIGHWAY MATTERS That the application is referred to the Tree Officer for determination. ERYC Notice for temporary 30 mph speed limit on Walkington Heads valid for 18 months – The Clerk reported that she had received a notice for temporary 40 mph speed limit. This has been imposed to ensure the safety of the public on Walkington Heads. Resolved – That the report be noted. b. ERYC Notice for temporary prohibition of through traffic – Kirk Lane on the 28 July 0800 to 1800 hours – The Clerk reported that she had received a notice for temporary prohibition of traffic on Kirk Lane, Walkington on the 28 July. It is anticipated that the works will be completed by 1800 the same day. Resolved – That the report be noted. c. ERYC – proposed footway/cycleway alongside B1230 between Walkington and Beverley The Clerk reported that she had received email from ERYC’s Transport Policy Officer regarding the completion of the footway/cycleway alongside the B1230 between Walkington and Beverley by widening the final section of footway across the Westwood and had asked for the Parish Council’s views. Resolved –. That more information such as transport data is requested 530 Council 94. 8 July 2014 REVIEW OF PARISH EMERGENCY PLAN – UPDATE – Cllr Swann indicated that a report on the Committee’s deliberations would be submitted to the next meeting. Resolved - That the report be noted and that an item be included on the Agenda for the next meeting. 95. BEAUTIFUL BRITAIN 2015 – UPDATE – Cllr Southern reported that he had obtained a quote for £600 to replace the railings surrounding the Sanctuary Stone. The Sherwood and Waudby Charity have agreed to finance the replacement. It was agreed to erect a plaque to explain the meaning of the stone. Cllr Southern also asked if a letter could be sent to Dee & Atkinson asking for the trees/hedge to be cut back at Rectory Farm which is currently up for sale. The Clerk had passed on details to Cllr Southern with regard to a site meeting with ERYC to plant trees on the B1230 close to the traffic lights. Resolved – That the report be noted. 96. HEDGE AT REDYATS PADDOCK - The Parish Council discussed the possible replacement of the roadside hedge at Redyats Paddock. It was agreed to put an article in the Newsletter and place signs at the paddock asking for comments from parishioners. Resolved – That the report be noted. 97. POND IMPROVEMENT PROPOSALS - The Clerk reported that she had previously circulated the pond improvement proposals to the Councillors and the Parish Council reported that they had no problems with the proposals and wish the Pond Committee well with their project. . Resolved – That the report be noted. MEETINGS OF OUTSIDE ORGANISATIONS 98. Village Hall Committee - Cllr Brockman reported that the outside of the Village Hall will be painted this summer and possibly the main hall sometime in the future. ROUTINE MATTERS - The following matters were briefly discussed: a) Townend Pit footpaths - The Clerk to chase up. b) Garden at Townend Pit -Cllr Swann asked if the sensory garden could be tidied up. c) Stoneledge lorries - Due to the high level of complaints regarding Stoneledge lorries, it was agreed to put an article in the Newsletter. d) Saunders Lane - The Clerk reported that the lock had been replaced on the manhole cover at the old pumping main. e) Planning Article in July/August Newsletter - Cllr Southern asked if the article could be sent to the Planning Department at ERYC, the 3 Ward Councillors and Graham Stuart MP. f) Junction Autherd Garth/Beech View - Cllr Hodgson questioned whether it would be possible to erect mirrors to help exit the junction. g) Cenotaph - Cllr Hearne asked for the replacement of missing letters on the monument. h) Yorkshire Water and the housing allocation on the Local Draft Plan - The Clerk to ask for more information. i) Beech Walk footpath - The Clerk to write to Albanwise to cut back the nettles on the strip of land next to the Beech Walk footpath. j) Amenity land at Crake Wells - The Chairman outlined the meeting with M Glover, Clerk, Chairman and the resident involved.
