Catholic Safety Health & Welfare South Australia HAZARD ALERT ELECTRICAL - Residual Current Device (RCD) – Schneider Square ‘D’ type October 2008 OHSW Regulations Division 2.5- Electrical [Sections 2.5.8 Provision of RCD’s and 2.5.9 Testing & Maintenance of RCD’s] OBJECTIVE: Ensure all sites, inspect, test and where necessary organise for replacement and installation of a RCD which has been detected as an electrical hazard and/or was previously recalled**. BACKGROUND: A parish identified that they had a substantial volume of RCD’s which failed the push button test and as a result contracted an electrician to provide advice on the situation. The findings of the investigation identified that the RCD’s had been recalled in 2002 and 2005. PREVENTATIVE ACTIONS: Inspect all Residual Current Devices (RCD’s) for identification of Schneider Square ‘D’ type RCD’s** Report findings to CSH&W SA on checklist attached to Fax: 8210 9340 Remove, repair or purchase and install new RCD(s) where required after contacting Schneider for cost recovery information Undertake additional Push Button Test on all RCD’s and record findings with date and record action on checklist within 1 week of receiving this Hazard Alert and fax a copy to CSH&W SA on Fax No. 8210 9340 NB: If any site is unable to complete this task, please contact your OHS Consultant for further assistance. (TO DO THIS YOU MAY NEED TO CHECK WITH FINANCE for invoice records MAINTENANCE for RCD REGISTER or your CONTRACTORS If you answer YES to this question, continue with checklist as a priority. If you answer NO to this question, please state on checklist ‘not applicable’ date the checklist and have signed by your site responsible person, file the document for record keeping purposes which may be used as evidence in an audit process. ALL SITES MUST CONDUCT AN ADDITIONAL PUSH BUTTON TEST ON ALL RCD’s AND RECORD FINDINGS, Date and Sign the special test record and file for future reference. Step 1 by Inspect all electrical board(s) and verify the number of Schneider Square “D’ type site RCD’s Step 2 by Contact a qualified (‘A’ Class Licence) electrician and ask them to undertake an site urgent inspection of your electrical switchboards explaining to the them that you have identified RCD’s which were previously recalled and need to engage them to do the following steps.. Step 1 by Electrician to verify the physical location of the relay switch for each identified board Electrician and the geographical location the RCD covers and or the pieces of equipment it covers. Step 2 by Electrician to contact Schneider on behalf of site and advise them that site has Electrician recently been alerted to an earlier recall and wish to advise them of the findings. Ask them specifically whether they will cover the costs associated with the change over of RCD’s. Record their response. If the response is positive go ahead and replace the RCD immediately If the response is negative – then ask site to contact your OHS Consultant for further advice Step 3 by Electrician Step 4 by Electrician Step 3 by site Step 4 by site Verify and record that the RCD has been replaced with the type, brand and serial number. Provide copies of all documentation including signed written service record prior to leaving premises including Certificate of Compliance Site Responsible person to ensure a copy of all documentation is faxed or emailed to CSH&W unit promptly within 48 hours of completion with any concerns stated Site to ensure above documentation filed for record keeping purposes.
