MARCH 2015 MEETING
The March meeting of the Bradford County Conservation District was called to order by Keith
Heimbach, Chairperson of the BCCD, on March 2, 2015, at 12:30 PM, at the Stoll Natural Resource
Center, Wysox, PA.
OLD BUSINESS:
D&G Roads Specialist – Another Dirt and Gravel Roads position is being advertised. This position
will require another computer. Daryl Miller made a motion to purchase a computer for a new Dirt and
Gravel Roads Specialist. John Sullivan seconded the motion and it was unanimously passed.
D&G Roads Funding – We have received a signed contract and notification that our request for Dirt
and Gravel Roads funds has been sent to the Comptroller.
COMMITTEE REPORTS:
Education – Upon the recommendation of the Education Committee, John Sullivan made a motion
to send Dan Rhodes to a 15 day wilderness skills certification course; which will cost $1,490.00 plus
travel expenses, totaling approximately $2,200.00. Les Bresee seconded the motion and it was
unanimously passed.
Donations/Memberships – At the recommendation of the Donations/Memberships Committee, Daryl
Miller made a motion to pay $50.00 to sponsor the 4-H calf and heifer sale, as we did last year. Les
Bresee seconded the motion and it was unanimously passed.
NEW BUSINESS:
Sullivan County NM Delegation – We have discussed, with Sullivan County and the Department of
Ag, the possibility of our staff partnering with Sullivan County on Nutrient Management Delegation. Al
Herman made a motion to move forward with working with Sullivan County Conservation District to fulfill
their Nutrient Management Delegation. Scott Lackey seconded the motion and it was unanimously
passed.
Staff Comp Time – The County has done away with compensatory time in all other departments
and, in order to be consistent, they have ended the use of comp. time for Conservation District
employees. This will mean the use of over time for those employees who are eligible. The Directors and
staff members will meet to discuss what to do in other cases.
Ag Team Leader – Following the Board Meeting, internal interviews will be held to select an Ag
Team Leader.
CB Technical Contracts – John Sullivan made a motion to approve signing and submitting
applications for Chesapeake Bay Technician and Engineer positions. Daryl Miller seconded the motion
and it was unanimously passed.
2013 Audit – Our audit for 2013 fiscal year has finally been completed. We and the State
Conservation Commission are waiting for a copy.

RC&D Office Space – The Endless Mts. RC&D have been requested to move to another office so
we can use the space they now occupy for the Dirt & Gravel Roads Program.
Frozen Water Pipes – The County Maintenance department will be looking into the problem we are
having this winter with water pipes freezing.
PROGRAM UPDATES:
Leadership Development – Mike Lovegreen reported that 113 to 115 people attended the Staff
Conference, which focused on communication both public and internal.
A Listening Session at the PACD meeting addressed the need to do a better job of outreach, as well
as training and recruitment of new board members. There is a work group looking into this. There has
been a Director orientation survey set up online.
There will be a Managers Summit in June.
Dauphin County was able to use the strategic planning funds that we gave up at the last meeting.
Nutrient Management Day – Emily Dekar reported that the Ag Team will be holding another Open
Door Day on March 3rd for farmers to come in any time between 7:00 AM and 7:00 PM for nutrient
management planning assistance.
The meeting was adjourned at 1:25 PM by Keith Heimbach, Chairperson.
The next meeting of the Bradford County Conservation District will be on April 6, 2015, at 7:00 PM
at the Stoll Natural Resource Center, Wysox, PA.
