(FAR 12.603). These streamlined procedures may be utilized for commercial acquisitions <$5M (FAR 13.000). When using the combined synopsis and solicitation procedure, the SF 1449 is not used for issuing the solicitation. To use the streamlined procedures, the contracting officer must prepare the synopsis as described at FAR 5.207. Within the Description Block there are seventeen ((i)-(xvii)) items that must be addressed (FAR 12.603). Do not deviate from this format. The first statement must be included, i.e., “This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.” Because the synopsis and solicitation are contained in a single document, it is not necessary to publicize a separate synopsis 15 days before the issuance of the solicitation. A great time saver! A response time must be established in accordance with FAR 5.203(b) which states the contracting officer must afford potential offerors a “reasonable” opportunity to respond. When establishing the solicitation response time, consider complexity, commerciality, availability, and urgency of the item or service. Any amendments to solicitations must be publicized in the same manner as the initial synopsis and solicitation. Goswick as our chapter's nominee for the Albert Berger Outstanding Chapter Leadership Award. This award is designed to provide formal recognition at the national level to those volunteers who demonstrate superior chapter leadership achievements in support of their chapter's goals and activities. This award is applicable to all NCMA chapter leaders, both elected officers and appointed committee chairs, who held office during the preceding program year. Henry has actively pursued and supported the chapter's goal of promoting Education and Training. As Workshop Chairman, Henry has coordinated thirteen workshops during the past ten months and has another two workshops scheduled during the balance of the program year. He has personally been responsible for providing training to 256 participants, both members and potential members from contracting and associated career fields in program management, engineering, and item management. His efforts have resulted in an increase in the number of workshops by 650% over those conducted during the previous program year. Henry used the Graalman Award as his guide in designing workshops of varying lengths and topics in order to maximize attendance as well as Graalman credit. Not satisfied with only meeting the minimum requirements established for Graalman, Henry has scheduled and conducted a total of 29 hours of training in the one to four hour category and a total of 32 hours in the four hour plus category. This far exceeds the maximum number of ten credit hours for each category allowed by Graalman. Henry is a vital member of the Executive Board and his hard work and dedication have significantly contributed to our chapter's success in meeting its education and training goals this program year. There are five manuals and each will cost $50 - $70. We hope to have an update at the June NCMA meeting. NCMA is dedicated to education and training and to a certification program that reflects the highest standards of professional achievement. NCMA offers three contracting certifications: The CFCM, Certified Federal Contracts Manager (formerly Certified Associate Contracts Manager): CCCM, Certified Commercial Contracts Manager; and the CPCM (Certified Professional Contracts Manager).
