DETAILED PROBLEM DESCRIPTION
This ECR increments the major protocol version for 2 to 3 for the I04 PacketCable Multimedia specification. This is done per
the guidelines for version number assignment provided in appendix A of the PacketCable Multimedia specification. The
primary driver for the change in major version are the guidelines which state the change in format of a given object or addition
of a new optional object which when included in a message introduces new mandatory functional requirements on the network
element receiving the message such that the new object could not be safely ignored would be grounds for a major version
change. Given that several object formats are being changed to accommodate DOCSIS 3.0 as well as the introduction of a new
object (upstream drop) which when included presents new functionality, a major version change is warranted.
