an authorized representative of the Company, agrees that if CableLabs incorporates this ECR in whole or in part into the relevant Specification,
all intellectual property in the ECR shall be licensed royalty free, and without confidentiality, under the terms of the "Data Over Cable Service
Interface Specifications License Agreement" ("Contribution Agreement"). CableLabs may disclose the content of this ECR to CableLabs'
members and such others as is necessary for the development of CableLabs' specifications. Questions about the Authors' licensing of

DETAILED DESCRIPTION OF PROBLEM:
The Energy Management Parameter encodings in the CM configuration file are used to enable EM 1x1 Mode and
to set the Energy Management 1x1 Mode Encodings (which include upstream and downstream activity detection
parameters). However, the upstream and downstream activity detection parameters are also configurable via
SNMP objects. The SNMP objects could be included in the CM configuration file via a TLV-11 Encoding. The
specification is silent if both of these parameters are included in a configuration file. This EC seeks to clarify the
CM behavior when the configuration file contains both the Energy Management 1x1 Encodings (TLV-74) and the
docsIf3CmEnergyMgt1x1CfgEntry in TLV-11.
