DOCSIS 3.0 specification text permits this frequency extension, but ONLY if the cable modem incorporates a physical layer switched output bandwidth to support operation in plants with either legacy or extended upstream frequency plans. There is no allowance for certification of a cable modem that supports only the extended frequency plan, thus forcing cable operators to incur significant extra costs associated with switchable bandwidth upstream operation. In anticipation of the fact that operators will eventually complete upstream frequency extension, this EC allows for certification of cable modems that are compliant with the extended frequency operation only, thus reducing the cost of equipment for those operators who do not require dynamic upstream bandwidth selection.
