The following application format has been derived from the Defra form for applying for
Direct Consultancy Support. It has been developed to allow the Waste Strategy
Implementation Project Board to evaluate requests for capital support to contribute to achieving the targets in Warwickshire’s Municipal Waste Management Strategy.
What is the issue? – a brief paragraph identifying the particular issue to be tackled through the project/scheme. This should provide any necessary background to the problem and evidence of need .
To provide the facility for the inclusion of multi-occupancy properties and those properties in isolated locations in the Kerbside Recycling Collection scheme and Garden Waste Collections.
To provide bring banks for plastics and cardboard recycling at suitable locations.
To provide the flexibility to trial in viable small-scale studies possible future advances in service such as food waste collection and trade waste recycling.
To allow for the possible carriage of items of furniture and household goods for re-use.
Overview of the proposed project/scheme
– a brief summary of the proposed project/scheme. This should outline the key objectives of the project/scheme and how the project/scheme will address them.
By using two small compaction vehicles enable access to multi-occupancy and isolated property locations. Install suitable linked-container collection facilities at the multi-occupancy locations and provide containers at isolated properties compatible with the lifting mechanism of the two vehicles.
Install vehicle compatible containers at suitable bring bank locations to offer the facility for the collection of plastics and cardboard.
This provision will offer a significant step towards the statutory requirement of kerbside recycling for all in North Warwickshire. It will also highlight the importance placed upon recycling by allowing that everyone as far as is practicable can contribute. It will also be a positive demonstration of social inclusion.
Bring bank provision for plastics and cardboard will answer public demand for such facilities. It will also allow for direct evaluation of the practicalities for wider collection of these materials.

Impacts
– This should identify, the key positive impacts that will result from the project/scheme. e.g. Contribution to reaching the targets agreed in Warwickshire’s
Municipal Waste Management Strategy, impact on Landfill Directive, BVPIs, etc.
Increased recycling estimated to be in the region of 600 – 650 tonnes per annum with the corresponding reduction in landfill disposal.
Extending collections to these more difficult to serve locations will highlight the importance of everyone’s contribution helping to combat apathy and antipathy towards recycling. This could be a positive benefit in encouraging greater participation across the kerbside collection scheme in general and therefore generate greater return of materials for recycling than forecast.
The scheme will also provide the means to meet the requirements of the Household
Recycling Act 2003.
Providing facilities for plastics and cardboard recycling will demonstrate the Council’s commitment to providing a comprehensive recycling service. By association it will also enhance the profile of the Warwickshire Waste Partnership and the aims of the Waste
Strategy.
The increase in recycling will have a positive effect with regard to BVPI recycling targets and reducing waste sent to landfill.
Advertising of promotional recycling messages on sides of the vehicles.
Please provide indicative timescales for the proposed project/scheme. Please indicate whether your project/scheme is time critical, or if it can be carried out at any time during the financial year. If it is time critical please state why, and in what time frame it needs to be completed.
Given the necessity for tender and subsequent build/delivery times for the vehicles and the associated container purchase and siting works for multi-occupancy locations it is anticipated that the scheme would start in January 2008.
