Contract documents together with plans and specifications for this project are on file for examination and may be obtained after May 1, 2013 in the office of Director of Public Works. Sealed bids must be accompanied by a certified check or bid bond payable to the City of Platteville, Wisconsin in the amount of not less than five (5) percent of the total amount of bid as a guarantee that if the bid is accepted, bidder will execute and file proper contract documents, performance bond and insurance within ten (10) days after award of the contract. When the intended awardee so executes the contract agreement and files bonds and insurance as required by the contract documents, the check or bid bond will be returned. In case the intended awardee fails to execute the contract agreement and file bonds and insurance as required by the contract documents, the amount of the check or bid bond submitted with the contractor’s proposal shall be forfeited as liquidated damages. All bids shall be made on the proposal forms furnished in the contract documents. Any alteration or extension of the form or the furnishing on it of unsolicited information may cause the bid to be declared informal and result in its being rejected. No bid shall be withdrawn for a period of thirty (30) days after the scheduled time of opening bids. There will be a primer coat of Final color selection shall be based on paint chips provided by the contractor as approved by the Main Street Program. The quality of paint shall be a medium quality, semi-gloss interior paint, SherwinWilliams or approved equivalent. CONSTRUCTION 1. Commercial Blasting: The contractor to provide equipment, tools and labor to remove and contain the existing paint as necessary to remove loose paint, loose rust and ensure the surface is free of dirt and grease. The contractor is responsible to prepare the surface for proper painting. 2. Painting: The contractor to provide equipment, tools and labor to perform a workmanlike job. This includes the use of scaffolding approved for use by the appropriate regulatory agencies and erected in a manner approved by such agencies (if necessary). The bid shall also include any costs to rent such equipment used. There shall be a primer coat of Sherwin-Williams B58W00610 – Macropoxy 646 Fast Cure Epoxy Part A Mill White and two (2) coats of Sherwin – Williams B65 W00311 – Hi Solids Polyurethane Gloss (Part S) Extra White/Tint Base Part S – or approved equal. Coating thickness shall be per manufacturer’s specifications. 3. Protecting surroundings: The contractor shall provide drop cloths or other means of protecting surfaces from paint spillage and/or blasting. Contractor to ensure no overspray onto vehicles parked on the nearby streets. The contractor must receive approval for closing any parking stalls. If approval is granted, the cost of the painting shall include the cost to provide any barricades needed. 4. Colors: The contractor shall provide the company name and identification for paint and colors to be used, including paint chips for anything other than the above colors. The colors shall be presented for approval to the Friends of the Auditorium group no later than 2 weeks prior to beginning of painting. Colors to be similar white color for all but the roofing and a green color for the roof similar to the existing color. 5. Alternate Bid – Roof: The contractor to provide equipment, tools and labor to perform a workmanlike job. This includes the use of scaffolding approved for use by the appropriate regulatory agencies and erected in a manner approved by such agencies (if necessary). The bid shall also include any costs to rent such equipment used. There shall be a primer coat of Sherwin-Williams B58W00610 – Macropoxy 646 Fast Cure Epoxy and two (2) coats of Sherwin – Williams B65 W00311 – Hi Solids Polyurethane Gloss – or approved equal. Coating thickness shall be per manufacturer’s specifications. EQUIPMENT All equipment, tools and machines will be subject to the approval of the Director of Public Works. COMPLETION Time of completion for this project is 30 calendar days. Completion means that all work, including clean up, has been accomplished. INSURANCE Contractor shall provide certificate of insurance for the following required coverages. 1. Comprehensive General Liability Insurance - with bodily injury coverage of not less than $1,000,000 each person and $1,000,000 each accident and property damage coverage of not less than $1,000,000. Comprehensive General Liability to include premises and operations. Contractor's protective liability, products liability including completed operations coverage and contractual liability. 2. Personal Injury - false arrest, detention or imprisonment or malicious prosecution, libel, slander, defamation or violation of right of privacy, wrongful entry or eviction or other invasion of right of private occupancy to be included. Comprehensive Automobile Liability Insurance - with bodily injury coverage of not less than $500,000 each person and $1,000,000 each accident and property damage coverage of not less than $500,000. 3. Comprehensive Automobile Comprehensive Automobile Liability to include all owned and non-owned automobiles. 4. In lieu of the above limits, a single limit policy in the amount of $2,000,000 or a $2,000,000 Umbrella is accepted. 5. Bodily Injury Protection - under both comprehensive general and comprehensive automobile forms shall be on an "occurrence" basis. 6. Worker’s Compensation: The contractor shall maintain coverage for all employees as required by law. REFERENCES The Contractor shall include a list of names of references for similar jobs in the past 5 years with contact information. Specifically, any exterior jobs requiring scaffolding will be included. Similar jobs requiring commercial grade blasting of metal prior to painting will also be included. MANDATORY MEETING There will be a mandatory meeting in the City Park Gazebo for all interested bidders at 10:00 a.m. on Tuesday May 14, 2013. Bidders are required to send a representative to view the job, ask questions and receive guidance in the execution of bids.
