*PRESS NOTE*
An Interstate Co-ordination meeting was convened by Delhi Police in
the Conference Hall, Police Headquarters chaired by Sh. B.K. Gupta,
Commissioner of Police, Delhi on 02-12-2011.. The participants
included CP/Gurgaon, CP/Faridabad, IG Rohtak Range, IG Meerut,
SSP/Gautam Budh Nagar, SSP/STF, UP, SSP Muzzafar Nagar,
SSP/Ghaziabad, SSP/Mewat, SSP/Panipat, SP/Alwar and Addl.
SP/Mathura. Senior officers of Delhi Police including Special
Commissioners of Police, Joint Commissioners of Police,
Addl.CsP/DCsP of District, IGI, Crime, Special Cell, Special Branch,
PCR and Communication attended the meeting.
The objective of the meeting was sharing of criminal information and
review of security situation. The CP/Delhi focused on the use of data
bases available with various government agencies like RTO, Election
office etc. to verify the identities of persons and stressed upon
initiating drives for tenant verification and checking of Cyber Café
records. Information on High Profile Interstate Criminals and their
Modus-Operandi was exchanged. The modalities of pre-operation and
post-operation coordination by timely sharing of information,
association in raids, dissemination of information on wanted criminals,
dossiers, interrogation etc. were also discussed.
The Commissioner of Police, Delhi stressed on the extensive use of the
Zonal Integrated Police Network (ZIPNET) which is a very useful tool
for sharing of information on real time basis. He desired that
coordinated action should be taken to organize joint checking at
borders. The issues of apprehending Proclaimed Offenders and keeping
surveillance on Criminals released from jail and receivers of stolen
property were also discussed in the meeting.
Police officers of the neighbouring Districts were advised to take
effective Anti-Terrorist measures including launching of intensive
drives for verification of tenants, servants, guest houses, second hand
scooter/car dealers, cyber café users, cycle sellers, contract labourers,
shops selling explosives/chemicals etc. It was also decided to hold
frequent interactions at different levels, especially at the level of field
staff i.e. SHOs/ACsP/DySPs.

The city of Delhi experiences foggy weather in winter season days. It
becomes imperative on the part of all motorists to follow certain
precautions to avoid accidents and related injuries. Motorists are
advised to observe certain rules to cope up with fog: Know
destination and plan your route before you set out. Keep vehicle in
good condition. Make sure everything is in working order, specially
lights, brakes, tyres, windscreen wipers, radiator, battery and car
heating system. If possible keep a high visibility jacket and torch in
the car so that you can see and be seen in case to get out of the car.
Keep safe distance. Drive with lights on low beam, High beams get
reflected back in the fog and impair visibility. Turn on fog lights if
visibility is reduced (less than 100 meters).
Reduce speed and slow down, watch speedometer, don’t drive
beyond headlights. During fog and occasional rain, road could be
slippery. One should be careful on slippery roads. Honk periodically
to let other drivers know your presence. Do not attempt to overtake
other vehicles. Use the right edge of the road or painted road
markings/central divider as a guide and be patient. One needs to
keep an eye on the road and use one’s ears more carefully to judge
traffic that cannot be seen. Turn off music and don’t eat, drink,
smoke while driving. Do not stop on a freeway or busy roads. If fog
is very thick, it is best to pull over somewhere safe and wait for the
fog to diminish. All motorists are advised to follow these precautions
for their own safety as well as the safety of other road users.

The AATS of East District has arrested Ganga Bahadur Bhandari @ Dai
s/o Late Manbahadur Bhandari r/o New Baneshwar, Kathmandu,
Nepal, aged 45 years, the uncrowned king of receivers of stolen
vehicles in Nepal vide case FIR No. 372/11, dated 22.11.2011, u/s
411/489 (B&C) IPC, PS Madhu Vihar, Delhi.
RECOVERY:1. One stolen ALTO Car No. DL-4C AA 5680 stolen vide FIR No. 131/11
dt. 30.05.2011, u/s 379 IPC, PS Miyanwali Nagar, Delhi.
2. Counterfeit Indian Currency amounting to ` 8000/- in the
denomination of 500/-.
INTERROGATION:
Ganga Bahadur was born in 1967 at his native place in Nepal. His
father served in the Gorkha Regiment of Indian Army. He is the 3rd
amongst 7 siblings. Ganga Bahadur studied up to 3rd standard in his
native village and came to Delhi in 1977, with his maternal uncle Man
Bahadur Kharki. He worked in Janta Hotel, Vasant Vihar, Delhi for
three years. He worked in Mini Mahal Hotel, Vasant Vihar, Delhi as
waiter from 1980 to 1985. Thereafter, he returned to Nepal & opened
a small restaurant at Coupon Toll, Kathmandu, Nepal and ran it for 6
years. He closed the restaurant in 1991 due to Maoist revolution and
became jobless. He met Gurmukh Singh in 1995-1996 whom he had
earlier met in Delhi. Gurmukh Singh was later arrested by Bihar Police
in case of counterfeit currency but escaped from jail in the chaos that
followed when floodwaters inundated the premises of Supaul Jail in
2008. Gurmukh introduced the subject with Manoj Tigri, an auto lifter
from Punjab, who used to sale stolen Indian cars in Nepal. Since there
was very good margin in this trade of stolen vehicles with lesser risk,
he joined hands with Manoj. After earning good money from the salepurchase of stolen vehicles he produced a Nepali film “ UNKO
SAMJHANAMA”, a love storey under the banner of Jayant Film
production of Khemraj Sapota and a Nepali TV serial “VAKRA REKHA”.
MODUS OPERANDI:
Ganga was so famous as receiver of stolen vehicles in Nepal that auto
lifters used to contact him for delivery of stolen vehicles. On
acceptance by Ganga Bahadur, auto lifters used to take the stolen
vehicles to different points on Indo-Nepal border. Ganga used to take
temporary permit from Indo-Nepal border by paying “Bhansar” to
Nepalese customs. Sometimes he used to take delivery of stolen cars
in Ghaziabad, UP through his drivers namely Mukesh, Tinku & others
or himself. Ganga used to get the car registered in Nepal with the help
of Nepalese Customs Officers by paying fine and sometimes on the
basis of forged papers and then sold these vehicles to the customers in
Nepal. Ganga was paying 75% of agreed amount to the auto lifters in
Indian currency and rest 25% in counterfeit currency. It was a peculiar
modus operandi which gave him larger profit margins.
Ganga is involved in this crime since last 16 years. His name had
prominently appeared in the newspaper in 2003 when his associate
Anil Chouhan was arrested by South District Police and he had
disclosed sale of more than 400 vehicles to the subject. Again in 2004,
Pawan, the brother-in-law of Anil Chouhan disclosed Ganga Bahadur’s
name as the receiver in Nepal. Pawan had disclosed theft of more than
10 vehicles. Ganga has received luxury cars like Pajero, Endeavour,
Safari, Toyota etc. stolen by auto lifters. Ganga in this process has
received more than 700-750 vehicles stolen from Delhi.
Price of stolen vehicles being offered by Ganga Bahadur :
1. Luxury SUVs (Pajero, Toyota, etc.) - ` 80-95,000/2. Small hatchback cars (Santro, Wagon-R, etc.)- ` 40-45000/3. Cars with boot (Esteem, Honda City, etc.)- ` 55-60,000/4. SUVs ( Scorpio, Bolero, Sumo, Qualis, etc.)- ` 55-65,000/5. Maruti Car/Van - ` 25-30,000/Accused Ganga is in contact with Ansari, the kingpin of counterfeit
currency network in Nepal. This consignment of FICN was procured by
Ganga Bahadur from one Shahbuddin, a resident of Nepal.
PREVIOUS INVOLVEMENT OF ACCUSED GANGA BAHADUR:
Between the years 1995-2001, Ganga was arrested in Delhi by Spl.
Staff of South Distt. vide FIR No. 507/95 u/s 411 IPC PS Okhla Ind.
Area, Delhi, while he was receiving a stolen Maruti Car. He was further
arrested in 10 cases and lodged in Tihar Jail for 2-3 months. After
release on bail Ganga didn’t join the trial of the cases and was
declared P.O. in two cases of Vasant Vihar, Delhi.

THEFT CASE SOLVED WITH HUGE CASH RECOVERY.
With the arrest of Ashok Kumar s/o Sh. Sukhdev R/o
Village-Gangapur, Post-Parson, PS-Rajdhanbar, District Giridih Kot,
Jharkhand, South-East District police has worked out a theft case with
recovery of stolen cash.
INCIDENT :
Sh. Panit Triroj s/o Supachai Triroj is a foreign national and
resides at 20, Soi Chareomprakiet 23, Sukhumvit 203, Bangkok
10250, Thailand. He along with his wife came to Delhi on
13.11.2011for
attending exhibition at IITF, Pargati Maidan. They checked in Asha
Home Stay (Guest House), Q-25, Jangpura Extension, New Delhi.
During their stay, they were going to the exhibition at Pargati Maidan
to sell their products. While going out, they used to give room key at
reception counter for cleaning purposes. On 26.11.2011 they found
that some of their money was stolen from their suitcase in a
systematic manner. Again on 28.11.2011, they found some US Dollars
stolen from their bag which they had left in the room. On this, they
filed a complaint at PP Jangpura for theft of 2.5 Lacs Indian Rupees
and 900 US Dollars suspecting one Ashok Kumar, who is working
there as an attendant/sweeper.
INVESTIGATION :
A team comprising of ASI Nanak Chand and Ct. Ashok was
constituted under the close supervision of SI Ashish Dalal, I/C PP
Jangpura to look into the matter. During the course of investigation,
it came to light that the complainant Mr. Panit Triroj s/o Supachai
Triroj and his wife are going back to Bangkok on 02.12.2011. They
were briefed by the police team to go back to guest house and inform
at reception counter that they are going out for dinner and will be back
late hours. As briefed, while going out they purposely poured some
coke on the floor and asked the room attendant Ashok Kumar s/o Sh.
Sukhdev R/o Village-Gangapur, Post-Parson, PS-Rajdhanbar, District
Giridih Kot, Jharkhand to clean the room till they come back. Before
leaving, as suggested, a hidden mobile on camera mode, was fixed in
the room for recording. On return of complainant, the same was
checked.The attendant above mentioned was found stealing money.
On interrogation, he confessed his crime and was arrested in the case
FIR No. 343/11 U/s 380/411 IPC dated 30.11.2011, PS H.N Din. He
also purchased one scooty from the stolen money and some of the
stolen money was deposited in his and his father’s bank account. On
his instance, recovery has been made.

DESPERATE BURGLAR ARRESTED.MAJOR HIGHLIGHTS :• One Desperate Burglar arrested by Special Staff of South East
District.

With the arrest of Jishan @ Dhandu S/O Late Mohd. Yamin R/O
Chamda Paith, Shashtri Nagar, Gali No.28, PS Lisari Gate, Meerut,
U.P., South East District police has solved 4 cases of house theft
with recovery of one stolen laptop & two mobile phones.
TEAM & INVESTIGATION :In view of increase in incidents of burglary in the area
of Jamia Nagar, New Delhi, a team of Special Staff South East District
consisting of ASI Bhagirath Prasad, Head Constables Anil, Satender
Singh and Constables Anil, Brijpal, Mohd. Abbas and Girish was
constituted under the supervision of Inspr. Akhilesh Yadav, Incharge
Special Staff under the overall supervision of Sh. Virender Kalia
ACP/Ops. to develop intelligence regarding such gangs operating in
South East District. The team received some credible information
regarding few criminals operating in Jamia Nagar area. The
information was further developed. On 01.12.2011 at about 06.30 pm
on the basis of a credible information, the above team arrested one
Jishan @ Dhandu S/O Late Mohd. Yamin R/O Chamda Paith, Shashtri
Nagar, Gali No.28, PS Lisari Gate, Meerut, U.P. presently residing at
Madarsa, Gali No.3, Gadhha Colony, Jaitpur, Delhi, from Okhla Head,
Jamia Nagar while he was coming with a laptop bag containing one
laptop & two mobile phones.
INTERROGATION & MODUS OPERANDI :On sustained interrogation, accused Jishan @ Dhandu disclosed
that he alongwith his associates namely Tannu @ Tanvir and Rizwan @
Ganja committed several thefts in the area of Jamia Nagar. They
specially used to target the P.G./rented accommodation occupied by
Jamia students. They used to roam in early hours near such type of
houses where students of Jamia are staying. As the students study
late night and do not wake up early and take sound sleep that’s why
they are easy targets. The accused used to steal laptops, mobile
phones and their valuables. After theft, they sold the stolen articles in
Meerut, U.P. and to one Peter R/O Okhla Head, Jamia Nagar.
Accused Jishan @ Dhandu further disclosed that he was previously
arrested in 4 cases of burglary from PS Jamia Nagar. He was released
from jail in mid 2009.

• SENSATIONAL BLIND DOUBLE MURDER CASE OF EUNUCHS OF
PS SADAR SOLAN (HP) SOLVED
With the arrest of the following five (5) accused persons, the staff
of A.A.T.S./North-West Distt. has successfully solved the blind double
murder case of two Eunuchs namely Deshraj Mahant and Ratni @
Razia which took place in the area of PS Sadar, Solan (HP) on
29.10.09. A murder-cum-robbery case vide FIR No. 267/09 u/s
302/392/380 IPC was registered as PS Sadar Solan, Distt. Solan (HP).

INTRODUCTION:Brief facts of the case are that on 29.10.09 a sensational
double murder of Eunuchs was committed in the jurisdiction of PS
Sadar Solan, Distt. Solan (HP). In the said case, the complainant
namely Priya Mahant (Eunuch) D/o Ratni @ Razia r/o HNo. 101 near
Degree College, Distt. Solan (HP) alleged that her two Godfathers
namely Deshraj Mahant and Ratni @ Razia were living at the above
said address. Many Eunuchs used to visit their residence. On
29.10.09 she left the house of her Godfathers in the morning and
when she came back in the afternoon, she found that both her
Godfathers were brutally killed, house ransacked and valuables
missing. Subsequently, the above said case was registered. Sincere
efforts were made by the concerned I.O.’s of Himachal Police but the
Himachal Pradesh Police could not make any break through.
INCIDENT:On 1.12.11 the following staff of .A.AT.S./North-West
Distt. received a secret information that the accused persons of the
above said case would come in front of the Rohini Courts, Delhi to
meet their Advocates. A team comprising of SI Ved Prakash and other
staff of A.A.T.S./NWD headed by Inspr. Satpal Singh, I/C
A.A.T.S./NWD under the close supervision of Sh. Aas Mohd,
ACP/Operations/NWD, laid a trap near Sub-Registrar office Pitam Pura,
Delhi. At about 3:30 PM the above said accused persons came there
by public transport and were apprehended on the instance of the
informer.
INTERROGATION:During the course of interrogation accused Asha @
Sirfuti disclosed that about 3-4 years ago she has been living with
accused Dalip as his wife in Gokal Puri, Delhi. At present she is
living with accused Bablu @ Murtzin but still she has been maintaining
relations with Dalip. She frequently goes to Solan (HP) with her
colleagues at the residence of her Godfathers namely Deshraj Mahant
and Ratni @ Razia. It was in her knowledge that her Godfathers have
enough wealth/property in Solan. She hatched a conspiracy with her
colleagues to rob her Godfathers. She disclosed about her idea to
Dalip, Bablu Waqar Chaudhary and Iqbal Khan. They all consented to
the conspiracy of Asha @ Sirfuti. To execute their plan, they reached
Solan on 28.10.09 and stayed in a Hotel. In the morning of 29.10.09
Asha @ Sirfuti gained friendly entry in the house of her Godfathers.
Having known that the victims are alone she called her associates in
to the house and Waqar who have licencee Revolver with him
overpowered them and other tied them with the help of ropes and
tapes and ransacked all the house. Meanwhile, Asha told her
associates that the victims are very well known to her and they can
spill the beans. Thereafter Waqar Chaudhary and Iqbal Khan took the
knife from the kitchen and slit the throat of both of her Godfathers and
ran away. In this case of robbery-cum-murder the accused persons
robbed the house of Eunuchs of Rs. 2 lacs cash and jewellery
(silver/gold) worth Rs. 4 lacs. After committing the ghastly crime,
they returned to Delhi and shared the booty among themselves.

PROFILE OF THE ACCUSED PERSONS:1) Asha @ Sirfuti (Eunuch) belongs to Bihar & she is 26 years old.
Ten years ago she came to Delhi and entered into the community of
Eunuchs. At present she is living with accused Bablu in Gokal Puri,
Delhi as his wife. Part times she dances in the marriages. She has
good links with the criminals also.
2) Dalip is history sheeter of Bundle ‘A’ of PS Gokal Puri, Delhi.
At present he is sand mafia and operating in trans yamuna area.
Whenever he gets a good deal of any crime, he gets involved in it. He
is living with an Eunuch namely Shahin and extorting a huge amount
from her on the pretext to shelter her.
3) Bablu @ Murtzin is a resident of Jyotibaphule Nagar (UP) but from
last 10 years, he is living with an Eunuch Asha @ Sirfuti at village
Gamri in trans yamuna area. He works as a driver for Eunuchs
community. Whatever he earns from this profession, he spent on girls
and liquor.

shop of car repairing. He came in touch of the gang of Dalip in 2005 &
Dalip assured him to get earned quick and easy money. In this
incident he played the role of an assistant of Waqar Chaudhary in
slitting the throats of the victims.

ALERT PICKET STAFF APPREHENDED A TRANSPORTER FOR
POSSESSING ILLEGAL WEAPON
Alert picket staff of PS Vasant Vihar, South District apprehended a
transporter Virender Singh @ Billu (29 years) s/o Om Parkash r/o H.
No. 261 Mandi Village, New Delhi and recovered illegal pistol and two
live cartridges (.32 bore) from his possession.
BRIEF FACTS :
On 01/12/11, a random picket was set up at Katwaria Village and Ct.
Naval and Ct. Prem Parkash were conducting checking of vehicles.
During checking, the picket staff signaled a tinted glass Bolero Car
bearing Regn. No. HR 35G 3236 to stop for checking. During enquiry,
activities of driver of the vehicle were found suspicious.
Accordingly, his search was made and one country made pistol (.32
bore) and two live cartridges were recovered from his possession. In
this regard, a case vide FIR No. 344/11 dated 01/12/11 u/s 25/54/59
Arms Act PS Vasant Vihar was registered and investigation taken up.
INTERROGATION :
On sustained interrogation, accused Virender Singh @ Billu disclosed
hat he is married and by profession, he is a transporter. He owns 4
trucks and hired these trucks for mining work at Mewat, Haryana. For
his business purpose, he used to visit Mewat from Delhi. He further
disclosed that due to rivalry in his business / mining work, he
arranged a country made pistol and cartridges for self-defense. It is
interesting to mention that accused was undergoing a bad phase in his
business and had come to Katwaria Sarai to consult his astrologer to
find a solution.
RECOVERY :
1. One Country made pistol with two live cartridges.
2. One Bolero Car No. HR 35 G 3236 with Siren.

A DESPERATE AND NOTORIOUS SNATCHER APPREHENDED RED
HANDED: SNATCHED GOLD CHAIN RECOVERED.
With the arrest of one desperate and notorious snatcher namely Anil @
Khaji S/o Ram Swaroop R/o N-62/59, Jhuggi Patrachar Timar Pur,
Delhi, the Special staff of North East district has solved out case of
Snatching. Half part of the snatched Gold Chain has also been
recovered from the possession of the accused.
INCIDENT:On 29/11/11 at about 11.15 AM, the complainant namely Kusum
Sharma was standing at Bus stand near Dilshad Garden Metro Station.
Accused Anil @ Khaji tried to snatch her Gold chain from her neck but
the complainant resisted and shouted. She succeeded catching her
Gold chain but the half piece of the Gold chain remained in her hand
and half piece was taken away by the accused Anil. The accused then
ran towards the Metro parking where one Police personal namely
Rajiv, saw in running condition, who caught him and handed over to
HC Jaiprakash & Ct. Momin Ali. Half piece of snatched Gold chain
recovered from his possession.
INTERROGATION:During sustained interrogation, the accused revealed that he has been
involved in several cases of Snatching, burglary and thefts. During
the investigation the accused Anil was found involved in following

PS SADAR SOLAN (HP) SOLVED
With the arrest of the following five (5) accused persons, the staff
of A.A.T.S./North-West Distt. has successfully solved the blind double
murder case of two Eunuchs namely Deshraj Mahant and Ratni @
Razia which took place in the area of PS Sadar, Solan (HP) on
29.10.09. A murder-cum-robbery case vide FIR No. 267/09 u/s
302/392/380 IPC was
registered as PS Sadar Solan, Distt. Solan (HP).

INTRODUCTION:Brief facts of the case are that on 29.10.09 a sensational
double murder of Eunuchs was committed in the jurisdiction of PS
Sadar Solan, Distt. Solan (HP). In the said case, the complainant
namely Priya Mahant (Eunuch) D/o Ratni @ Razia r/o HNo. 101 near
Degree College, Distt. Solan (HP) alleged that her two Godfathers
namely Deshraj Mahant and Ratni @ Razia were living at the above
said address. Many Eunuchs used to visit their residence. On
29.10.09 she left the house of her Godfathers in the morning and
when she came back in the afternoon, she found that both her
Godfathers were brutally killed, house ransacked and valuables
missing. Subsequently, the above said case was registered.
INCIDENT:On 1.12.11 the following staff of .A.AT.S./North-West
Distt. received a secret information that the accused persons of the
above said case would come in front of the Rohini Courts, Delhi. A
team comprising of SI Ved Prakash and other staff of A.A.T.S./NWD
headed by Inspr. Satpal Singh, I/C A.A.T.S./NWD under the close
supervision of Sh. Aas Mohd, ACP/Operations/NWD, laid a trap. At
about 3:30 PM the above said accused persons came there and were
apprehended on the instance of the informer.
INTERROGATION:During the course of interrogation accused Asha @
Sirfuti disclosed that about 3-4 years ago she has been living with
accused Dalip in Gokal Puri, Delhi. She frequently goes to Solan (HP)
with her colleagues at the residence of her Gurus namely Deshraj
Mahant and Ratni @ Razia. It was in her knowledge that her Gurus
have enough wealth/property in Solan. She hatched a conspiracy with
her colleagues to rob her. She disclosed about her idea to Dalip, Bablu
Waqar Chaudhary and Iqbal Khan. They all consented to the
conspiracy of Asha @ Sirfuti. To execute their plan, they reached
Solan on 28.10.09 and stayed in a Hotel. In the morning of 29.10.09
Asha @ Sirfuti gained friendly entry in the house of her Gurus. Having
known that the victims are alone she called her associates in to the
house and Waqar who have licencee Revolver with him overpowered
them and other tied them with the help of ropes and tapes and
ransacked all the house. Meanwhile, Asha told her associates that the
victims are very well known to her and they can spill the beans.
Thereafter Waqar Chaudhary and Iqbal Khan took the knife from the
kitchen and slit the throat of both of her Godfathers and ran away. In
this case of robbery-cum-murder the accused persons robbed the
house of Eunuchs of Rs. 2 lacs cash and jewellery (silver/gold) worth
Rs. 4 lacs. After committing the ghastly crime, they returned to Delhi
and shared the booty among themselves.

Eunuchs. At present she is living with accused Bablu in Gokal Puri,
Delhi as his wife. Part times she dances in the marriages. She has
good links with the criminals also.
2) Dalip is history sheeter of Bundle ‘A’ of PS Gokal Puri, Delhi.
At present he is sand mafia and operating in trans yamuna area.
Whenever he gets a good deal of any crime, he gets involved in it. He
is living with an Eunuch namely Shahin and extorting a huge amount
from her on the pretext to shelter her.
3) Bablu @ Murtzin is a resident of Jyotibaphule Nagar (UP) but from
last 10 years, he is living with an Eunuch Asha @ Sirfuti at village
Gamri in trans yamuna area. He works as a driver for Eunuchs
community. Whatever he earns from this profession, he spent on girls
and liquor.
