GENERAL The following instructions in respect of fire precautions and drill must be adhered to by all persons hiring the Council Chamber or other room(s) in the District Council Offices, St Peters Street, St Albans. Fortunately, the risk factors in the building are not high but any number of unexpected factors can cause fires. All persons should be alert therefore to the possibility of fire. The hirer must nominate one person to act as Evacuation Warden for the Hall or room(s) being used. FIRE DRILL If you discover a Fire (i) Immediately operate the nearest Fire Alarm call point; (ii) Notify the Building and Facilities Assistant on duty who will contact the Fire Brigade. On hearing the Fire Alarm (i) Close all doors; (ii) Leave the building, using the nearest available emergency exit and report to the assembly point. (iii) Do not delay to collect personal belongings; (iv) Do not use lifts; (v) Do not re-enter the building until advised by the Council’s Fire Co-ordinator that it is safe to do so. The Evacuation warden must take charge of any evacuation and ensure that no one is left in the area. He/She should report to the Fire Co-ordinator to confirm that the area involved is clear. The assembly area is: PAVED AREA, FRONT OF ALBAN ARENA There is unfortunately still a possibility of terrorist activity and if you are suspicious of any item(s), please do not investigate but advise Building and Facilities immediately. Do not touch or move the suspicious item. The evacuation procedure set out above should then apply, making sure you avoid the suspect location when proceeding to the assembly point. It will be necessary from time to time to arrange a practice evacuation from this building. Please act responsibility and ensure that visitors or members of the public are courteously assisted from the premises if this should happen while you are occupying the premises. TESTING Regular tests of the fire alarm systems will be carried out and to avoid unnecessary evacuation of the building the following method of testing will be adopted:(i) Continuous ringing of the fire alarm bell will denote the outbreak of fire or evacuation exercise. (ii) Intermittent ringing of the fire alarm bell will denote fire bell test only. The fire alarm bell will normally be tested every Monday at approximately 10.30am. FIRE PROCEDURES OUT OF NORMAL OFFICE HOURS Follow instructions given on “Fire Action” notices, which are displayed throughout the building. In the event of a fire alert occurring out of normal office hours, but which when the building is occupied for meetings etc., the Duty Building and Facilities Assistant will:(i) Raise the alarm (if not already sounding); (ii) Call the Fire Brigade; (iii) Assist in the orderly evacuation of the building; (iv) Meet the Fire Brigade on arrival and report fire and evacuation situation; (v) Not allow the building to be re-occupied until advised by the Emergency Services that it is safe to do so. CONCLUSION Please ensure that you familiarise yourself with these instructions and ensure that you play your part in them.
