This Constitution, in conjunction with the State Bylaws, shall be the authority for the operation of the Louisiana
Junior Classical League, and no section of it or its bylaws shall be construed so as to conflict with the Constitution
and bylaws of the National Junior Classical League.
LOUISIANA JUNIOR CLASSICAL LEAGUE CONSTITUTION
WE, THE MEMBERS OF THE LOUISIANA JUNIOR CLASSICAL LEAGUE, IN ORDER TO CREATE
AND TO PROMOTE INTEREST AMONG THE STUDENTS IN CLASSICAL LANGUAGES, TO
FURTHER OUR KNOWLEDGE OF ROMAN CIVILIZATION, AND TO REALIZE THE PRACTICAL
AND CULTURAL VALUES OF LATIN, DO HEREBY ADOPT THE FOLLOWING CONSTITUTION
AND AGREE TO ABIDE BY ITS RULES.

Article I
The name of this organization shall be the Louisiana Junior Classical League.
The emblem, pin, and colors of this organization shall be those of the National Junior
Classical League.
The purpose of this organization shall be to coordinate the activities of the different
chapters of the National Junior Classical League with those of the state of Louisiana.
The Louisiana Junior Classical League shall not discriminate upon any basis, including
race, color, creed, religion, age, sex, sexual orientation, national origin, or disability.
Article II
The membership of this organization shall be of four kinds: chapter, individual, longdistance, and member-at-large.
Chapter membership shall be made up of at least five individual members who
qualify and shall affiliate properly with National Junior Classical League and with the
Louisiana Junior Classical League. These chapters shall have a qualified sponsor.
Individual membership shall include the active members of the respective chapters.
Long-distance membership shall include students who take Latin via long-distance
communication, due to the lack of a local program/teacher.
Members-at-large shall include any qualified persons who have no local chapter but
wish to join the Junior Classical League.
Annual dues shall be fixed by the executive board.
A chapter shall be further defined as that organization which follows the guidelines
and rules set forth in the Louisiana Junior Classical League constitution, the bylaws of
said constitution, and the State Board. In order to be in good standing, no chapter
may change or omit the aforementioned guidelines and rules.
Article III
There shall be a State Board composed of the state officers, the State Chairs, and the
sponsors of each chapter. Any chapter not represented by an officer shall elect (2)
representatives to serve on the State Board; any chapter represented by one (1) officer
shall elect one (1) representative to serve on the State Board. Each member shall have
one vote.

The State Board shall convene once in the fall and shall meet otherwise whenever it is
deemed necessary. It shall transact all business of this organization between annual
conventions. The State Board shall have the power to interpret this constitution as it
sees fit and to enact any bylaws which it deems necessary for the efficient operation of
the organization.
A quorum of the State Board will consist of fifty percent of the voting members.
The President will serve as chair of the State Board.
The term “State Board” shall be used when referring to the state officers, State Chairs,
and sponsors of each chapter.

There will be two state chairs of LJCL.
The term of office for each state chair will be two years beginning at the election at
the LJCL Convention and ending at the election to choose the state chair’s
successor. The state chairs’ terms should be staggered so that both chairs do not
rotate off in the same year.
To be eligible for state chair a person must be a member in good standing of the
American Classical League and have reached the age of majority (18). If the
candidate is also an LJCL sponsor, his or her chapter must be in good standing
with LJCL and NJCL.
Candidates for state chair must submit a nominations form for distribution to all
ACL members in good standing prior to the first general assembly at the LJCL
Convention. The state chairs are responsible for deadlines and additional
guidelines concerning nominations forms and their distribution.
The candidates shall be voted on by a secret ballot at a meeting of all
ACL
members at the LJCL Convention. Each member shall have one (1) vote.
Candidates must carry a majority of votes, including abstaining votes, to be
elected. In case of a tie or run-off, ballots shall be recast after short speeches by
candidates. The LJCL Parliamentarian shall prepare, collect, and count the ballots.
A state chair may be removed from office for reasons included but not limited to
the following: serious negligence of duties as defined in the LJCL Handbook,
misuse of LJCL funds, moral turpitude, or failure to maintain good standing in
LJCL, NJCL, or ACL. Proceedings to remove a state chair will be initiated by a
written petition for removal, including specific charges, signed by three LJCL
sponsors. The petition must be submitted to a designated sponsor who consents to
handle the removal proceedings under this article. The designated sponsor shall
immediately notify the state chair that removal proceedings have begun. The
designated sponsor shall immediately notify LJCL sponsors that removal
proceedings have begun. The petition for removal and the addresses of the
designated sponsor shall be distributed to all LJCL sponsors. The charged state
chair shall have fourteen (14) days upon notification to prepare a defense to the
LJCL sponsors. Ballots shall be submitted to the designated sponsor in the manner
designated by the sponsor. S/he shall notify the LJCL sponsors of the results. A
two-thirds affirmative vote is required to remove a state chair from office.

Should a vacancy occur in either state chair position for any reason, the remaining
state chair shall call for elections for an interim state chair to fill the term of the
vacant position. If both state chair positions are vacant simultaneously, or the
remaining state chair is the object of removal proceedings, then the sponsor of the
LJCL President will temporarily assume the duties of state chair until elections can
be held.
Should a State Chair abuse his/her power over the LJCL officers but not sufficiently
enough as to deserve dismissal from office, an appeals process may be made by the
state officers to overturn the State Chair’s decision. To appeal a decision made by a
State Chair, a state officer must have three other officers and two sponsors in
agreement with him/her. He/she must notify the State Chair of the appeal and give
him/her 21 days to reply.
Article V
There shall be elected at each annual convention a president, first-vice president,
second vice-president, parliamentarian, secretary, historian, and editor.
The term of office for each officer shall be the period between election at the Louisiana
Junior Classical League Convention to the election choosing the officer’s successor at
the next LJCL Convention.
To be eligible for office a student must be enrolled in Latin for his entire term of office,
or have completed four (4) years of Latin, or have completed all of the Latin which his
school offers. Additionally, to be eligible for the office of President or Second VicePresident, the candidate must have attended at least one NJCL Convention.
Candidates for elective offices are advised to pre-file with the parliamentarian,
acknowledging their intent to run for office. They must be present at the Nominating
Committee meeting during LJCL Convention. The Nominating Committee shall
consist of two (2) representatives from each chapter present at the convention. The
names of the members must be submitted to the parliamentarian prior to the
committee meeting. The committee shall nominate no less than two (2) or no more
than three (3) candidates for each office. If more than three (3) candidates have been
nominated for one office, those that have pre-filed shall become candidates and the
remaining slots shall be chosen from those nominated from the floor of the meeting.
No chapter may have more than three (3) of its members running for office at one
convention. Any chapter not present at the meeting will be given no votes in the
election and if only one delegate from a chapter is present, that chapter shall be given
only one (1) vote. Once a candidate is passed through, he may begin campaigning,
following all campaigning rules set by the parliamentarian. If campaign rules are not
followed, the candidate shall be disqualified.
The candidates shall be voted upon by a secret ballot. Each chapter present shall be
allotted two (2) votes cast as the delegation desires. A maximum ten (10)-minute
caucus shall be held before voting so that the individual chapters may decide how to
cast their votes. A candidate shall carry a majority of votes including abstaining votes
to be elected to office. In case of a tie or a run-off, ballots shall be recast by the
delegates after another caucus. If a tie prevails, the other newly elected state officers
and State Chairs shall each vote for either candidate.

Should a vacancy occur in any office for any reason, the sponsor of the vacant office
may appoint a successor with the approval of the newly elected officers and two state
sponsors. Otherwise, the newly elected officers will select a successor that applies for
the position. The newly elected President will design the application and send it to
each chapter that is affiliated with both the NJCL and LJCL.
Candidates are required to be present at Candidates’ Open Forum as are ten percent of
every delegation present at the convention. Chapters that do not send ten percent will
not have voting rights.
The annual voting specified in Section 5 will be conducted by the parliamentarian.
The Parliamentarian (supervised by the State Chairs) will count the votes for the
officer election as well as for the approval of amendments. If the Parliamentarian is
running for an office, the President will replace him/her.
Article VI
The duties of the President shall include: presiding at all meetings of the organization
and the State Board; appointing all committees and being an ex officio member thereof;
planning the annual LJCL Convention; overseeing registration at the LJCL
Convention; representing this organization at annual meetings of the National Junior
Classical League. Also, s/he must have attended at least one NJCL Convention. This
rule shall not apply when the office is in a state of emergency.
The duties of the First Vice-President shall include: assuming the role of the President
in the event of his/her absence; obtaining publicity for this organization with all news
media; coordinating state entries for the National Junior Classical League publicity
contest; promoting membership in the national, state, and local chapters; performing
all duties assigned to him/her by the President.
The duties of the Second Vice-President shall include: overseeing the workshops at the
LJCL Convention; overseeing all Louisiana Junior Classical League fundraising,
including the bazaar at LJCL Convention; overseeing the Louisiana Junior Classical
League booth at the annual NJCL Convention; planning and coordinating activities for
the National Junior Classical League spirit contest; performing all duties assigned to
him/her by the President. Also, s/he must have attended at least one NJCL
Convention. This rule shall not apply when the office is in a state of emergency.
The duties of the Parliamentarian shall include: keeping order at all meetings;
presiding at the Nominating Committee meetings, the Constitutional Amendments
Committee meetings, and at the Candidates’ Open Forum; giving rules for voting at
LJCL Convention; counting the votes at LJCL Convention with the State Chairs;
National Certamen matches; overseeing the updating of the Louisiana Junior Classical
League chapter constitution annually; providing each chapter with an official record
of the amendments passed at the LJCL Convention.
The duties of the Secretary shall include: taking minutes at all meetings of this
organization and relaying them to each chapter as soon as possible; carrying on all
statewide correspondence; managing the Olympika at LJCL Convention and
organizing participants in the National Olympika.
The duties of the Historian shall include: making a state scrapbook and displaying it at
LJCL and NJCL Conventions; designing the state t-shirt and cover for the LJCL

Convention booklet; overseeing the graphic arts contest at the annual convention;
organizing the graphic arts registration for the entire Louisiana delegation at the NJCL
Convention.
The duties of the Editor shall include: the editing and publishing of the state
newsletter at least four (4) times a year (September, November, January and April);
sending copies of the state newspaper to the National Junior Classical League
Publications Contest; publishing and distributing the Convention Ear during the LJCL
Convention.
The state officers will conduct simple (majority rules) voting to decide whether each
member has adequately performed the duties assigned to his or her office as specified
above. If and only if the results affirm that each member has done so, he or she will be
reimbursed the cost of LJCL Convention.
Article VII
The President may create ad hoc committees as times and circumstances necessitate for
whatever purpose s/he may prescribe.
Members of said committee shall be appointed by the President and/or State Chairs.
The chairs of each committee shall be appointed by the President with the approval of
a majority of the State Board. The chairs shall call and preside over all committee
meetings and present the findings and recommendations of said committees to the
State Board.
The position of Editor will be permanently aided by a Torch committee. This
committee will function as a working division of the LJCL Executive Board.
Consisting of a number appointed by each year’s editor, the committee will be
entirely appointed by the Editor, approved by the President, and held accountable
to the production and publication of at least 4 Torch issues throughout the year in
which they serve. The Editor will serve as the committee chair.
Article VIII
An annual convention of this organization shall be held, and its time and place fixed
to suit the convenience of the State Chairs and officers. Whenever possible, the site of
the convention should rotate annually so as to cover each section of the state.
A quorum at the annual convention shall consist of the chapter members present.
At the annual convention, a caucus shall be formed consisting of all the members-atlarge and long-distance members present and shall be presided over by one of the
nominating and voting powers of the regular state chapters for the length of the
convention.
Article IX
All proposed amendments must be submitted to the President, Parliamentarian, and
the State Chairs at least thirty (30) days prior to LJCL Convention.
The proposed amendments shall be reviewed at the Constitutional Amendments
meeting, to be held during LJCL Convention. This committee shall consist of the state
officers and two (2) representatives from every delegation present, whose names are to
be submitted to the Parliamentarian previous to meeting. These numbers shall vote on

every amendment brought forth, each member having one vote, in order to decide
which are worthy to go before the entire convention.
The proposed amendments which pass through the Constitutional Amendments
Committee shall be voted upon by the general convention, each chapter voting in
favor or against. In order to be adopted, the amendment shall require a two-thirds
(2/3) majority vote in favor from the chapters present at the convention.
Article X
In all parliamentary matters not specified in this constitution, the authority shall be Robert’s Rules of
Order, Revised.

We, the members of the Junior Classical League, covenant to hand on the torch of classical
civilization in the modern world.
We believe that an acquaintance with the civilizations of Greece and Rome will help us understand

THE EXECUTIVE BOARD OF THE LJCL
The Executive Board of the Louisiana Junior Classical League is comprised of the state officers
(president, first vice-president, second vice-president, secretary, parliamentarian, historian, and editor), the
State Chairs, one sponsor of each LJCL chapter in good standing, and two representatives (not a state
officer) from each chapter. As stated in Article III of the LJCL Constitution, the Executive Board shall meet
annually to transact business between LJCL Conventions. The state president serves as the chair of the
Executive Board.
LJCL STATE CHAIRS
Policy, Election Procedure, and Term of Office:
There are two State Chairs: preferably, one from the northern part of the state and one from the
southern part of the state. A term for each State Chair is two years. Both State Chairs should not rotate off
in the same year. Self-nomination forms are included in this handbook as well as the LJCL Convention
registration packets, and should be returned by the deadline. State Chairs will be elected by the members
of the American Classical League present at LJCL Convention. Election will take place by secret ballot,
prepared by the LJCL Parliamentarian. Ballots will be taken up and tabulated at the convention. The new
State Chair will assume responsibilities at that time. Official notification to all LJCL sponsors will take
place through the TORCH: LA.
Qualifications and Responsibilities:
The LJCL State Chairs must be members in good standing of ACL. If the State Chair is also an LJCL
sponsor, his or her chapter must be in good standing with both national and state JCL organizations. The
State Chairs work closely with the LJCL officers, delegating as much responsibility as the students can
adequately manage.
The State Chairs update the LJCL Handbook as necessary. They plan and supervise the annual
LJCL Convention. They are responsible for and direct the organization’s finances and should draw up and
adhere to an annual budget. The State Chairs strive to improve communication on all levels of JCL. They
should endeavor to increase JCL membership by contacting non-renewing chapters and prospective
chapters to encourage JCL affiliation. They should check membership information sent by the Oxford office
on a monthly basis. State Chairs are responsible for overseeing the Fall Executive Board Meeting. State
Chairs appoint members to ad hoc committees as necessary. State Chairs coordinate the LJCL delegation’s
trip to NJCL Convention, and are expected to attend NJCL Convention as often as possible. The LJCL and
NJCL Convention packets of the State Chairs (or their designees) are paid by the LJCL treasury. See the
NJCL Manual for a complete list of responsibilities.
LJCL PRESIDENT
The President presides at all general assemblies at LJCL Convention and meetings of the LJCL and
the Executive Board. S/he assists in drafting the agenda for LJCL Convention and works with the State
Chairs in the planning of convention activities. The President communicates monthly with his officers and

the State Chairs. S/he oversees the officers and reminds them of their responsibilities. The President
appoints and serves on ad hoc committees. S/he should correspond and trade ideas with JCL officers in
other states.
At LJCL Convention, the President oversees registration and greets arriving chapters. S/he ensures
that the assembly area is set up for each general meeting and that all testing, contest, banquet, sequestering,
certamen, and other rooms are set up according to specifications. S/he oversees all aspects of convention
and is expected to help in any capacity. This may include maintaining order and solving problems that
arise. The President also conducts a workshop about NJCL Convention.
At NJCL Convention, the President serves with the State Chairs as coordinators of delegation
activities. S/he conducts all fellowships, presides at state fellowship, and acts as one of Louisiana’s two
voting delegates. The President is responsible for making reports, evaluations, and surveys. S/he and the
other officers attend appropriate workshops for state officers.
Although the President does not have a multitude of specific duties, s/he is the backbone of a
successful LJCL. His/her leadership and example are vital to the organization: s/he sets the mood for all
activities. S/he is indirectly responsible for every phase of LJCL and must see that the organization runs
smoothly and efficiently.

LJCL FIRST VICE-PRESIDENT
The First Vice-President oversees academic contests at LJCL Convention. S/he plans LJCL
Convention workshops and seminars and helps to secure speakers. S/he is in charge of the
Sponsor/Chaperone hospitality lounge and oversees the Publicity Contest at LJCL Convention. S/he
gathers publicity from all LJCL chapters, prepares the items, and enters them in the National Publicity
Contest. The First Vice-President also oversees academic contests at LJCL Convention, assisting the
Academics Chair.
The First Vice-President corresponds with prospective and non-renewing LJCL chapters. S/he is
the Membership Director for Louisiana. The LJCL First Vice-President helps the State Chairs coordinate the
trip to NJCL Convention. The First Vice-President assumes the role of President in his/her absence and
performs special duties assigned to him/her by the President.

LJCL SECOND VICE-PRESIDENT
The LJCL Second Vice-President coordinates the Spirit Contest at LJCL Convention, deciding on
the criteria and securing judges for the event. S/he is responsible for the banquet, dance, and That’s
Entertainment talent competition at LJCL Convention, the duties of which include deciding on themes and
decorating for these events. S/he is also responsible for planning and carrying out spirit activities for the
Louisiana delegation at NJCL Convention. Finally, s/he coordinates both the bazaar at LJCL Convention
and any fundraising efforts to replenish the treasury.

LJCL SECRETARY
The LJCL Secretary takes minutes of all meetings of the LJCL and the Executive Board and
forwards them to each chapter in good standing. S/he carries out statewide correspondence and performs
standard secretarial duties for the organization. The Secretary oversees creative arts contests at LJCL
Convention, assisting the Creative Arts Chair. S/he plans and supervises the Olympika events at LJCL
Convention. It is the responsibility of the Secretary to write thank-you notes to all convention assistants.

LJCL HISTORIAN
The LJCL Historian gathers material for the state scrapbook, constructs the scrapbook, enters it in
the competition at NJCL Convention, and displays it at LJCL Convention. The LJCL Historian designs the
cover for the LJCL Convention events booklet. S/he also designs the T-shirt for the officers to wear at LJCL
Convention, as well as the T-shirt(s) for the delegation to wear at NJCL Convention. The Historian assists
the Graphic Arts Chair in overseeing graphic arts contests at LJCL Convention, helping to coordinate
project registration, display, and judging.

LJCL PARLIAMENTARIAN
The LJCL Parliamentarian keeps order at all meetings of LJCL, presides at meetings for the
Nominating and constitutional amendments committees, coordinates the election of state officers, gives
rules for voting at the annual LJCL Convention, counts the votes at convention, and reads the election rules.
S/he oversees the election of the State Chairs. S/he coordinates the appointment of new officers during the
year, if necessary. The LJCL Parliamentarian helps the State Chairs update the LJCL Handbook and
proposes amendments to the constitution.

LJCL EDITOR
The LJCL Editor serves as publisher of the TORCH: LA, the LJCL newsletter. S/he is responsible for
gathering, editing, and publishing articles of interest about LJCL in the TORCH: LA at least four times
yearly. The LJCL Editor should also submit articles of interest to the TORCH: U.S.
The Editor publishes the Convention Ear newsletter daily at LJCL Convention. S/he supervises the
lost and found and oversees a bulletin board at LJCL Convention. S/he also disseminates all pertinent
information to delegates at convention in the form of written notices.
The position of Editor will be permanently aided by a Torch committee. The Editor will serve as the
committee chair.

State officers and State Chairs will meet at least once a month. The President and the State Chairs
should meet prior to this meeting to craft the agenda. The officers will meet more often during the
two months before LJCL Convention, as well as during the summer months to plan for NJCL
Convention.
All officers are expected to attend NJCL Convention. The President and Second Vice President
must attend NJCL Convention.
State Chairs have full responsibility and authority over LJCL funds. All purchases made by officers
or other parties should be approved by the State Chairs prior to making the purchase. Itemized
receipts must be submitted to a State Chair for reimbursement. State Chairs will keep detailed
records of expenses.
The reimbursement of officers for LJCL Convention is contingent upon the completion of their
duties as outlined in the LJCL Constitution as well as in the LJCL Convention responsibilities list.
LJCL funds belong to all members of LJCL, not only to members of the executive board. Therefore,
every effort must be made to reserve those funds for purchases benefiting LJCL as a whole. Funds
should be used for food, parties, social events, and the like only on special occasions when there is
a need to reward a group for hard work and service to LJCL.
All issues of the TORCH: LA, announcements, letters, or other official correspondence must be
submitted to the State Chairs for approval before mailing.
The State Chairs will maintain a post office box to which all official correspondence from state
chapters will be directed.
LOCAL SPONSOR
The local sponsor’s duties include (but are not limited to):
1.
Insuring that the chapter has been approved as a bona fide JCL Chapter in good standing (“Good
standing” is defined as the chapter’s affiliation with both the state and the National Junior Classical
League. National dues must be paid by July 1 of each year to be in compliance with the
Constitution.) In addition to the above requirements, the chapter’s sponsor must be a member of
the American Classical League.
2.
Insuring that all of the chapter’s financial commitments are properly paid each year by the specified
deadlines.
3.
Advising the chapter in its organizational needs and interests, making sure that its activities are in
keeping with the Constitution and the goals of NJCL.
4.
Advising and assisting the chapter’s officers when necessary to keep the chapter’s programs
functioning smoothly.
5.
Creating an atmosphere of shared responsibility through properly conducted business meetings of
the organization and implementation of programs and activities.

Making him/herself aware of community talent and resources (including parents) that can be used
to implement and enrich the program.

Keeping the chapter abreast of activities at the state and national level by means of TORCH :LA,

State Chairs will keep track of money available for scholarships. Typically one $500 scholarship
will be awarded each year at LJCL Convention.
Scholarship requirements and guidelines will be distributed annually in the LJCL Handbook to all
chapters in good standing.
State Chairs will appoint a Scholarship Committee consisting of the Chairs, two (2) university
professors, and two (2) sponsors. A State Chair and/or sponsor may not serve on the Scholarship
Committee if his/her student is applying for a scholarship.
Scholarship applications must be submitted by the deadline specified in the LJCL Convention
packet.
The Scholarship Committee reserves the right to award no scholarships, or to award more than one
if funds are available.
The LJCL Scholarship is based on the following requirements:
a.
the recipient must be a member in good standing of JCL
b.
the recipient must be a graduating senior
c.
the recipient must be currently studying Latin, Greek, or the classics, have studied
one or more of those subjects for no less than four (4) years, or have completed all
the courses that his/her school offers in those subject areas
d.
the recipient must plan to attend an accredited four-year college or university the
year following graduation from high school

GUIDELINES FOR NEW SPONSORS
LEADING A JCL CHAPTER
Establishing a Club:
Before you recruit students and hold a meeting, check with your school administration to find out the
regulations for organizing an extracurricular activity. You may need to set up an account with your
school’s business office to handle finances.
Your First Meeting:
Your first meeting should be held early in the school year, in August if possible. This meeting should be
devoted to discussing goals for the club, membership, dues, upcoming election of officers, and activities
planned for the year. Scrapbooks from other JCL chapters may be borrowed to give your students an idea
of what JCL is about; please contact a State Chair if you would like to borrow one of these.
Membership:
Membership requirements are made at the discretion of the local sponsor. The NJCL constitution states that
all members “shall be taking or have taken a classical language or a course in the classical humanities.”
Many sponsors require that JCL members be enrolled in Latin, have taken four (4) years of Latin, or have
taken all the Latin courses that their school offers. You will need to send a typed and alphabetized list of
your club membership, along with your dues, to the State Chairs. Membership and dues are due by the
date of the LJCL Fall Forum in mid-October.
Dues:
LJCL State Dues are $7 per student, if paid by the deadline given on the membership form. They are $8 per
student if paid after this date. NJCL dues are $2 per person. (There is also a $10 chapter fee, from which
new chapters are exempt.) You may pay state and national dues at the same time, using the membership
form which is sent to you in August. You may also pay your ACL member dues using this form, if you
have not already done so. Remember that as a JCL sponsor, you must be an ACL member!
Keep these fees in mind when collecting dues from your members. You may also want to specify an
amount that each member pays that will go to your club treasury. You may use this to purchase club Tshirts, spirit items for LJCL Convention, snacks for meetings, organizational materials, et cetera.
Election of Club Officers:
At your first meeting, describe the various offices to your students. Elections can then be held at the second
meeting. Your officers should be elected as soon as possible, so that you can send officer information to
LJCL, and so that officers can attend the appropriate workshops at Fall Forum. You also have the option of
electing officers in the spring of the previous year, but this eliminates opportunities for new and/or young
students.

Treasurer, as the sponsor typically handles all club funds.
Workshops for each office are held at the annual LJCL Fall Forum. These workshops are conducted by the
LJCL State Officers, and are a great opportunity for your local officers to meet others who have similar
responsibilities and to learn more about their office.
When you have elected your local officers, please send a typed list of the officers’ names, addresses, phone
numbers, and e-mail addresses to the State Chairs. This may be included with your membership form and
dues.
Club T-shirts:
Nearly all local JCL chapters create at least one club T-shirt each year. You may choose to have the shirt
designed by the club Historian, you may design the shirt yourself, or you may hold a “design competition”
among members of your club. You may want to take into account expenses when deciding on whether to
have a long or short-sleeved shirt or what colors will be part of the design. T-shirts usually become more
expensive with each color added to the design.
There is a T-shirt contest at the LJCL Convention. To be eligible for this competition, the T-shirt must
illustrate the convention theme for the current year. The theme can be found on the NJCL website
(www.njcl.org) and will be publicized by the State Chairs and the LJCL Editor as soon as it is announced in
the fall.
Calendar of Events:
Once you and your club officers have planned out the year, give all members a list of important dates for
the year. This list should include all local club events and deadlines, as well as State and National events
and deadlines. Keep this list posted in your classroom as well.
FALL FORUM
Fall Forum is an annual event that is held to “kick off” the LJCL year. It is typically held on a Saturday or
Sunday afternoon in the fall and lasts for about three hours.

Several things happen at this meeting:

Certamen (quiz bowl) practices are held. If your students have never tried certamen, this
is an opportunity to try it out in an informal setting.
Amendments to the LJCL Constitution are introduced. LJCL members will vote on these
amendments at the LJCL Convention.
A meeting of the LJCL Executive Board takes place. This is a business meeting
for the organization as well as a chance to get information about the coming year.
Fall Forum is a great opportunity for you to meet and communicate with other local sponsors, and for your
students to meet other JCL delegates. Try to get as many of your students to attend as possible. The exact
date, time, and location are published early in the fall.
LOCAL CLUB EVENTS
Local club events are a great way for your members to get to know one another as well as a means of
publicizing Latin and JCL. Many local clubs hold events at which all LJCL members are welcome; check the
TORCH: LA for details.
Some ideas for events are:
a.
Community Service: if your school requires students to perform community service,
consider doing a project as a club! Check with your community’s volunteer
organizations to find out where your students can best be of service. Some ideas
are: collecting food for the local food bank, working with Habitat for Humanity
or collecting donations for a local or national charity.
b.
In-school Service: you can send holiday cards in Latin to all faculty and staff, serve in the
cafeteria line, hold a Latin carol service, arrange for a guest speaker from a local
college or university, read myths to younger children, or offer tutoring in various
subject areas.
c.
Fundraisers: you can raise money for your club by holding bake sales, pizza sales, dances,
car washes, flea markets, raffles, or candy sales. Be sure to get permission from
your school administration before holding a fundraiser. You must obtain a
government permit to hold a raffle.
d.
Promotion of Latin: plan events such as a toga day, a bulletin board, a classics-themed
movie screening, or enter a float in a local parade. These events can help to
increase interest and awareness in JCL and your school’s Latin program, and are
especially appropriate during National Latin Week.
e.
Holiday Themes: celebrate the Ides of March or have a Saturnalia banquet.

f.
Just for Fun: go bowling or roller skating as a club, have a movie night, a Ludi (sports) day,
a Roman banquet, or a pizza party. Not all events have to be Latin-related!
Remember to keep lots of souvenirs and take pictures at club events; these can be used in a club scrapbook.
Also, consider wearing club T-shirts or togas to earn publicity!
LJCL CONVENTION
LJCL Convention is the main event in the LJCL year. It is typically held at a hotel on a weekend in early
March. It begins at noon on Friday and ends at noon on Sunday. You will receive a packet in late
November with information and registration forms, which are due by mid-January.
Convention can seem very overwhelming to the first-time attendee, but it doesn’t have to be! While much
of the convention focuses on competition, there are also many opportunities to relax, have fun, and
socialize with fellow Latin students.
Convention Planning:
As soon as you are aware of the date of LJCL Convention, notify your school administration, so that the
convention can be placed on your school’s calendar. Also, keep the dates of Convention as well as all
necessary deadlines posted in your classroom, and remind students of them periodically.
All students must be members in good standing of LJCL to attend convention. This means that they must
have paid State and National dues, and their names must be on the membership list that is sent to LJCL in
the fall. If a student wants to attend who is not a member, such as a new student, please contact a State
Chair to arrange for membership for that student.
Since students will likely be missing school to attend the convention, it will be helpful (and at some schools,
necessary) to contact the school administration and faculty with a list of students who will be attending.
Registration:
When you receive your convention registration packet, you will need to photocopy the Individual Student
Entry Form and the Parental Permission Form and give a copy to each student. Give students a deadline for
returning these forms to you that is well before the deadline for returning them to LJCL. Make sure you
have a permission form and copy of insurance card for each student; students cannot attend convention
without them! Also, each student should receive and read a copy of the convention rules.
While students are not required by LJCL to enter a certain number of contests, many sponsors require that
their own students do so. Students will get more out of convention when their time is occupied, and they
will be less likely to get into trouble!
When you have received all your students’ registration forms, make a copy of every form for your own
records. Please check the forms for errors (first name and last name in incorrect blanks, boys entered in

girls’ events, etc.), and arrange the forms in alphabetical order before sending them to LJCL.
You will also need to fill out several group registration forms. On the Hotel Rooming Assignment, you will
need to arrange students into groups of four by gender for rooming assignments. Please try to room
students four to a room if possible. If two or fewer students are assigned to a room, it is very likely that
they will be roomed with one or two students from another school. If this should occur, please try to choose
mature and agreeable students for these rooms. Students may room with sponsors and chaperones of the
same gender if that situation is desirable for both parties. If a sponsor or chaperone wishes to book a
private room for a specified fee, they may do so. Otherwise, chaperones and sponsors are roomed two to a
room.
On the School Registration Form, please designate two students to serve on the Nominating Committee. This
is a meeting to nominate candidates for LJCL state office, and the two delegates must be present at this
meeting to retain voting rights for your chapter. You must also appoint a representative to the Disciplinary
Committee, which will meet on rare occasions. A student with demonstrated maturity, preferably an older
student should be appointed to this position.
When all the forms have been filled out, please return them to the address printed on the School Registration
Form. To facilitate your chapter’s registration, please go over the checklist on this form, and make sure you
have all the necessary forms and payments. If possible, please deposit all student payments into a school
account, and request a check from your school’s business manager or comptroller to cover all fees for your
group.
Fees:
The convention fee covers a hotel room for two nights and Saturday night’s banquet. All other meals must
be paid for by individual delegates. Delegates usually order pizza, eat in the hotel restaurant, or sponsors
and chaperones may take food orders from the delegates and pick up the food from local restaurants.
Students may not leave the hotel by themselves for meals.
Chaperones:
If you have a large (12+) group of students, you will need additional chaperones to accompany your group.
You may want to ask parents, teachers at your school, or former students to fill this position. Chaperones
assist at convention in several ways: they monitor students from their own school, they monitor events such
as the dance and the Olympika, and they assist the sponsor by doing room checks, going to get meals for
students, etc. They have a great deal of responsibility, therefore, it is important to choose chaperones who
will take their duties seriously. Each chaperone should fill out a Sponsor/Chaperone Responsibility Form,
which should be sent back to LJCL with the completed registration forms. Also, each chaperone should
thoroughly read the convention rules and the Chaperone/Sponsor Responsibilities.
Sponsors and chaperones may bring spouses to serve as chaperones. They may also bring their own
children but must pay for a private room in which they will room with the children. If the children will be
attending the banquet, sponsors must make a note of this on the registration form and pay $10 for each
child.

Individual and Group Competitions:
Rules and regulations for all competitions are outlined in the LJCL Handbook, in the section dealing with
LJCL Convention. Please make sure your students have read the regulations for the competitions that they
plan to enter so that they are not disqualified for failing to meet any of them.
You will receive copies of all the academic tests and answer keys at the conclusion of convention. You will
also receive score sheets and answer sheets for all events entered by your students. It might be a good idea
to inform your students that you will find out if they sign up for competitions and then do not enter them!
You must register the names of all participants in group competitions (Certamen, chariot race, relays, etc.)
at convention. Forms for these events can be found in the packet that the sponsor receives upon arrival at
convention, and convention officials will tell you when and where to turn them in.
Spirit Competition:
The spirit competition is a chance for your club members to show their originality, their creativity, and their
character. The spirit competition is primarily based on the two spirit contests held just prior to the first
two General Assemblies. There is a theme for each day of the convention, which is announced beforehand
in the TORCH: LA, and chapters create costumes and props to illustrate a concept that fits in with the day’s
theme. During the actual spirit competition, clubs do cheers and chants to illustrate their chapter’s unity.
Your cheers and chants do not necessarily have to be related to Latin or the classics.
The spirit contest is not a competition to see which school is the loudest (although it may seem that way!),
but which is the most creative, original, enthusiastic, and unified. Schools are divided into large, medium,
and small categories for spirit judging, based on the size of their delegation. Schools are responsible for
furnishing all spirit supplies. Judges are convention officials who are not associated with any particular
school.
The second part of the spirit contest is the annual roll call, which takes place at the first General Assembly.
Each school is given ninety seconds to introduce their delegation in front of the rest of the convention.
Typically, one or two representatives (no more than six) of the chapter go up on stage to introduce their
chapter. This may be in the form of a song, skit, or you may simply introduce yourselves. You must
convey the following information: chapter name, number of delegates present, number of sponsors present,
and number of chaperones present. Chapters should turn in a written version of their introduction to the
LJCL Secretary following roll call. No one who is running for state office may participate in roll call.
The third part of the spirit contest is the procession, or the parade of schools. This takes place on Saturday
night prior to the banquet. All participants, including sponsors and chaperones, are expected to wear
Roman attire. A theme for the procession will be announced in the month preceding convention, and
delegates create props that relate to that theme. Delegations also perform cheers and chants at this time and
are judged using the same criteria as the daily spirit contests.

There are several events for sponsors at LJCL Convention. There will be a meeting for all sponsors and
chaperones on the first day of Convention. Please attend this meeting, as State Chairs will have important
information and updates to share. There will also be a luncheon on Saturday for all sponsors as well as
members of the Louisiana Classical Association. Finally, there is a meeting of all ACL members present on
Saturday night which serves as a business meeting. State Chairs are elected at this meeting. Sponsors and
chaperones are welcome to stop by the hospitality lounge, where refreshments are available, during their
free time.
NJCL CONVENTION
LJCL organizes an annual trip to the NJCL Convention, which is typically held in late July to early August.
It is a five day convention, and LJCL plans a side trip to visit places of interest on the way to convention.
Students must order a convention packet from NJCL, and they must also apply to travel with the LJCL
delegation. Spaces are limited, and offered on a first-come-first-served basis. Any JCL member in good
standing is eligible to attend. Students must obtain the permission of their sponsor to attend.
Registration forms for the trip to NJCL Convention are distributed to each delegate in their LJCL
Convention registration packet, which they receive when they arrive at LJCL Convention. Please encourage
your students to attend NJCL Convention. In the weeks following LJCL Convention, please remind
interested students to get their forms in on time. Late forms will result in the denial of the student’s
application, and they will be put on a waiting list at best. Delegates to NJCL Convention will typically meet
once or twice during the summer to coordinate their spirit activities.
Local sponsors can assist LJCL State Chairs in the coordinating of the trip to Nationals by reminding their
students of deadlines and referring students and parents seeking information to State Chairs in a timely
manner.

The purpose of a constitution is to provide structure for an organization, to describe its goals, and to define
the duties and responsibilities of its officers and members. The following outline may be helpful in writing
your school’s constitution. Since a constitution should be tailored to the organization, you may wish to edit
or add ideas to your constitution.

This can be a general statement about the purpose and scope of the organization. If your school has
a mission statement, you can incorporate that into this article.

In sections under this article, list the offices to be established, qualifications for the offices, the
method of selection or election, and the term of office. Describe the selection process and the term
of office for the faculty/staff sponsor.
Article V – Officers and Duties
In sections under this article, list the duties and responsibilities of the officers identified in Article
IV and others as may be appropriate.
Article VI – Amendments
This section should explain the process by which constitutional amendments may be made.
Other articles may be added for particular purposes to suit the needs of your organization.
The advantages of drafting a school constitution include: establishing a constant structure of the
organization, allowing officers to refer to a concrete source, and authenticating the organizations dedication
towards its purpose.
Your school may want to consider appointing a Constitution Committee to oversee the creation of your
constitution.

ACADEMIC CONTEST GUIDELINES

The student is to indicate on his registration sheet and on ALL answer sheets the level of Latin.
Many tests consist of one examination to be taken by students of all levels. Students’ papers will be
separated into levels for grading and will be scored according to number of correct answers.

1/2 (any student who has completed or is enrolled in the equivalent of 1/2 year of Latin—
limited to 7th and 8th graders.)

I (any student who has completed only Latin I or is enrolled in Latin I, regardless of grade
level.)

II (any student who has completed only Latin I and II, or is enrolled in Latin II, regardless
of grade level.)
d.
III (any student who has completed only Latin I, II, and III or is enrolled in Latin III,
regardless of grade level.)

Students may take all tests, but will be given no additional time.
A student must pre-register to take a test to ensure there will be enough copies available.
Students must arrive within five (5) minutes of the starting time. Students may not leave the testing
area during the examination and return to resume taking the test.
Students should bring TWO sharpened pencils. Do NOT assume that pencils will be provided.
Tests are computer corrected. Be careful to fill only one choice for each answer. Stray pencil marks
cause the computer to reject an answer.
Be sure to include NAME, STUDENT NUMBER, SCHOOL and LEVEL on each answer sheet.
The answer sheet and score of every contestant will be returned to the respective school in the
teacher’s packet at the close of the convention.
Those who write the test questions will not be an LJCL member with students attending
convention. They will strive to avoid ambiguous questions. Tests come from other states in JCL,
from previous NJCL Convention tests, from other nationally recognized tests, and from classroom
teachers all over the U.S.
Grammar tests for each level will be written based on the National Latin Exam syllabus.

GRAPHIC ARTS CONTEST GUIDELINES
(based on NJCL Guidelines)
Only projects made by delegates present at convention and properly registered may be submitted
in the Graphic Arts Contests. Projects must have been completed during the year preceding the convention
and may not be submitted at multiple conventions.
All entries should be labeled according to the instructions given below. The STUDENT’S NAME
SHOULD NOT APPEAR ANYWHERE ON THE PROJECT. A 3 x 5 inch note card bearing the following
information must be attached to the project: title/description, the category (mosaics, maps, inks, etc.), the
grade level of the entrant, and any information necessary for the judges (such as source of maps/charts or
patterns or kits used).
Delegates may enter as many graphic arts projects as they wish, but each person may enter
ONLY ONE PROJECT PER CATEGORY; i.e., one watercolor, one pastel, one ink. If multiple projects are
entered, all will be disqualified. If projects are entered in the incorrect category, they will be
disqualified. PLEASE READ ALL GUIDELINES CAREFULLY AND ADHERE TO THEM. Remember, as
this is a state-wide competition, projects should be of high quality. Judges and graphic arts chairs reserve
the right to not award a first place in a category if they do not feel that any of the entries are of high quality.
REGISTRATION
At convention, the student should register their project(s) at the Graphic Arts registration table.
Students who have indicated on their convention registration forms that they are entering graphic arts
projects will receive pre-printed tags for those projects in their convention packets. Students are highly
encouraged to indicate graphic arts projects on their registration forms as they will move through the
graphic arts registration line much faster. There is no penalty on the state level for failure to complete a
registered project.
Students who are entering previously unregistered projects may fill out tags for each project at the
graphic arts registration desk. It is the student’s responsibility to make sure that the tags are filled out with
the following information: the category, the student’s name and school, and the student’s grade. The tags
will also be color-coded according to category to assist judging and display. It is important that the student
double check all information on the registration tags as well as make sure that he has a tag for each project.
Once the student has located and/or filled out all the necessary registration tags, the student should
detach the section of the tag labeled “Category” and securely fasten it to the project. The student should be
very careful to keep track of the section labeled “Name” because he must have that section in order to claim
the project after the competition.
Any problems and/or mistakes should be brought to the attention of the LJCL Historian at the
Graphic Arts Registration Table.

CATEGORIES OF GRAPHIC ARTS

ART:
All artwork must have a recognizable classical theme. Only five media will be considered in this area. They
are: 1) watercolor, 2) pastel, 3) oil/acrylic, 4) pencil/charcoal and 5) ink. A student may enter ONE project

All entries must be backed with a stiff mat board. Entries may be matted, but no wooden, glass, or metal

artwork there should be attached a 3 x 5 inch card with a title/description of artwork, the category, the

HANDICRAFTS:
Every article must illustrate a clearly recognizable theme or subject. There are nine categories. A student
may enter only ONE project in each of the 9 categories.
1. Mosaics
a. Mosaics should be firmly backed with a hard surface such as wood or pegboard, unless
paper tesserae are used.
b. Regardless of type of tesserae, the entire space should be covered but only by ONE layer of
rice, rocks, etc. Do not build up or overlap the tesserae or leave large gaps between them.
Do not leave spaces between the tesserae. Make sure that all tesserae are securely
fastened to the backboard and that no lines for laying the tesserae are visible. Nothing
should be painted on the surface of the finished mosaic.
c. Remember that Roman mosaics were usually floor surfaces and were meant to be walked
upon. They were NOT just pretty pictures.

2. Sculpture
a. Sculpture should be handmade only – no molds.
b. Sculpture should be a container of some sort, either done in the round or a relief cut from
flat surfaces.
3. Models
a. The model should be three-dimensional representations of objects such as buildings,
machines, boats, etc., NOT an event or battle.
b. Larger models are expected to be more accurate and intricate in detail than smaller models.
4. Handmade Dolls
a.
Only handmade dolls may be entered; no purchased kit or pattern should be used without
your major changes to show creativity.
b.
Entry may be a single doll or a group of dolls. Dolls may be monsters and animals as well
as recognizable historical or mythological characters.
c.
Workmanship and neatness are essential aspects considered by the judges.
d. Entrants are encouraged to complete as much stitchery as possible by hand.
5. Decorative Stitching
a. No kits or patterns should be used without major changes.
b. Items may be sewn by hand or by machine.
c. Items include pillows, tapestries, cross stitch, clothing, etc.
d. Entries should not be framed in glass.
e. Work should be neatly done, flat, not puckered, with even and uniform stitches, and with
no knots or dark threads showing through from the back. In cross-stitch, all the stitches
should cross the same way.
6. Games
a. Games must be entirely original in design and concept.
b. All writing must be typed or legibly printed in ink.
c. Games should be sturdy and should be displayed in an attractive way.
d. No computer/video games may be entered.
7. Jewelry
a.
Jewelry must be handmade without the aid of a kit. (Individual parts may be purchased.)
b. Entries should be modeled after jewelry from the classical period.
c. Entries should be sturdy and should be displayed in an attractive way.
8. Pottery
a. Entries should be handmade only – no molds.

PHOTOGRAPHY:
There are two distinct categories in photography: traditional and computer enhanced. For both
categories, photographs must be single pictures no larger than 8 x 10 inches. This is the maximum size that
will be considered by the judges. The photo should have a recognizable classical subject or relevance that is
apparent without accompanying text. A student may only enter one photograph in each category.
The photograph must be the sole and original work of the entrant taken by the entrant since the
last convention. Computer-produced photos, photos taken from the Internet, CD-ROM, or other electronic
sources, slides, copies made from commercially produced slides or prints, copies of pictures in books and
museums, or photos from any other printed source are unacceptable.
The photo may be matted but not framed and/or under plastic or glass. Electronic dates printed on
the front of the photo will not disqualify the photo nor will they affect judging. All entries must be
accompanied by a short caption indicating the particulars of the subject and content. Each entry must stand
on its own merit; this is not an essay contest. All photographs in both categories must be printed on
photographic-weight paper.
1. Traditional Photography:

Entries may either be black and white or color.
b.
Entries may be of still objects, such as features of architecture or landscapes. They may also be images
of people depicting something, for example, the portrayal of a mythological or historical event.
2. Computer-Enhanced Photography
a.
Computer-enhanced photography differs from traditional photography in that it involves
modifications to a photograph after it is taken and then printed or loaded into a computer. This may
include: changing the color, changing the background, superimposing one photograph over another,
adding distortions, shadows, etc.

Entrants in this category must include with the photo an 8 x 11 sheet of paper with a
TYPED description of the enhancement process, including the name of the software
package used, any filtering, cropping, resizing, etc.
c.
All sources must be original; you may not use any material from any sources other than
your own digital photographs.

MULTIMEDIA:
Multimedia presentations should be on CD or DVD (PowerPoint slide show, Macromedia Flash
presentation, et cetera) and should run without any intervention after the start. Be sure to add any external
software for viewing on the CD/DVD. The DVD must play in a conventional stand-alone DVD player,
which will be available at convention. The maximum length for a multimedia presentation is 12 minutes.
Be sure to give proper credit to pre-recorded music and media. Quality is more important than quantity.
There may be group entries, but each entry may be entered only once and at the highest grade level of the
entrants.
The theme of the entry may be Roman history or culture, mythology, relevance to and promotion of Latin,
Greek, JCL, or the convention theme. The entry may be used to attract membership into JCL, and all entries
are subject to use as promotional material for LJCL.

SIGHT LATIN READING
Students compete on the following levels: Novice (Latin 1/2 and I), Lower (Latin II), and Upper
(Latin III-V). Contestants will be given a brief selection in Latin. They will be given 15 minutes for
preparation during which a dictionary, provided by the contestants themselves, may be used. Macrons will
be provided for the selections. The students may make notes on the selections; no other scrap paper is
allowed. At the conclusion of the preparation period, the passages and dictionaries will be collected. The
students will be given an unmarked passage to use as they appear before the judges. The students will read
the passage aloud in Latin. Both Classical and Liturgical pronunciations are acceptable, but entrants must
inform the judges before performing if Liturgical pronunciation will be used. Judges use the following

Sight Latin Reading Judging Criteria: Definition of Terms:
1. confidence: this criterion measures the reader’s comprehension of the text, as evidenced by an
appropriate intonation pattern, pauses in suitable places, and other indications of understanding,
including speaking audibly and expressively.
2. continuity: this standard evaluates the reader’s ability to make the language flow, i.e., whether the
passage is read syllable-by-syllable, word-by-word, or if there is a smooth reading of the
“whole” text.
3. phrasing: this criterion shows the reader’s recognition of word relationships – adjectives said with
their nouns, conjunctions and prepositions linked to the word groups they control.
4. word accent: this quality shows a reader’s consistency in placing the stress within a word properly, as
in a-gri-co-la, not a-gri-co-la.
5. vowel quality/length: this criterion checks the accepted pronunciation of vowels and diphthongs: e.g.,
veni = “way-nee”, not “wee-nee”. This includes differentiating between a short vowel sound and a
long vowel sound: e.g. hic = “heec” and hic = “hick”.
6. consonant quality/double consonants: this criterion evaluates a reader’s ability to pronounce consonants
appropriately, for instance, v = “w” and c = “k” in classical pronunciation, but v = “v” and c = “ch”
in liturgical pronunciation. It is generally not required that the r be trilled or tapped, but those
readers who have mastered this sound will certainly be credited for its production. The
pronunciation or omission of initial h will be accepted as long as there is consistency.

COSTUME CONTEST
All contestants will compete on one level. Characters are selected to adhere to convention theme.
There is no written test as part of the costume contest; however, the contestant will be expected to make a
brief statement about the costume and how it relates to the character; therefore, the contestant must have
some knowledge of Roman or Greek clothing style and a broad knowledge of the character represented.
The entrant should be prepared to speak about the color, style, props, etc. selected for his/her costume. The
entrant should make his/her own costume. Creativity will include the entrant’s imaginative use or recycling
of materials to make props; it will not be based on the oral presentation. Costume judging will be based on
the following criteria:

MODERN MYTH CONTEST
This is a pre-convention contest: all entries will be submitted and judged before the LJCL
Convention. The winning entries will be announced at the convention. The JCL member submitting the
entry must attend the convention in order for his or her entry to win an award. There will be two divisions:
Lower (Grades 7-9) and Upper (Grades 10-12).
A student may enter only ONE myth; if multiple myths are entered, all will be disqualified. If a
myth has been entered in a previous year, it will be disqualified. The myth should be approximately 5001200 words; the total number of words must be listed on the cover sheet. Points will be deducted if this rule
is not followed. The entry MUST be typed; clear photocopies of the original typed entry are acceptable. The
entry may be in prose or poetry form. The title should appear at the top of each numbered page.
The modern myth may be:

an original myth to explain the existence of some phenomenon in nature of modern
culture. (It should use classical Greek or Roman mythological characters but not a
combination of both.)
a classical myth in modern dress or setting which should be recognizable through
the plot and not from the names of characters. (If it is an obscure classical myth
which may be unfamiliar to some judges, the writer may summarize the original
myth in a paragraph written as a postscript to the story.)
a NEW myth using classical figures with the creation of MINOR new characters
allowed, e.g., a new Hercules story.
In all categories, the writer should be careful not to contradict existing myths. New characters
and/or new adventures may be invented, but no tampering with basic, traditional mythology should occur.
Each entry must include ONE unattached cover sheet indicating the name of the delegate, school,
teacher’s name, grade in school, level of Latin, the total number of words, the title of the myth, and the
category (e.g., 1,2, or 3 as defined above.) If the entry is missing the grade level, the work will be judged in
the Upper division. If the cover sheet is missing any of the other required pieces of information, three
points per item will be deducted. In addition, the cover sheet must include a statement signed by the
student’s teacher verifying that the entry is the sole work of the student, that the student will be attending
the convention, and that the sponsor has read and approved the entry.
SLOGAN CONTEST
This is a pre-convention contest. It should be a slogan or saying IN ENGLISH that would help
publicize Latin or JCL. The slogan should be suitable to fit a bumper sticker or a button. Each winner of this
contest must be aware that his slogan might be used by JCL as publicity and must be in agreement with this
stipulation. Slogans will be judged on one level of competition. Each delegate may submit ONLY ONE
ENTRY and must attend the convention in order to win. If these rules are not followed, the entry(ies) will
be disqualified. The entry must be on a 3’ x 5’ card and contain the following information: (1) the slogan,
(2) the delegate’s name, (3), the delegate’s school, and (4) the delegate’s city and state.
Please CLEARLY type or print all information. Slogans will be sent to judges exactly as received
with all spelling, punctuation, grammatical, translation, and typographical errors included.

Teachers must include all parental permission slips in convention registration. No delegate
may enter any Olympika or athletic event without proper medical clearance.
The State Chair must provide or acquire athletic facilities near the convention site. The
Olympika Chair is responsible for securing the necessary equipment and preferably one
athletic official (e.g. a high school coach) to oversee the events and see that rules and
regulations are enforced.
No spikes may be worn at Olympika.
LJCL is not responsible for lost articles/equipment.
ALL JCL DELEGATES AND CHAPERONES MUST ATTEND OLYMPIKA UNLESS
CLEARANCE IS GIVEN BY A STATE CHAIR.
Delegates must remain on the field or in the bleachers. Failure to remain in these areas will
be considered leaving the convention, and will be dealt with accordingly.
In case of bad weather or poor field conditions, field events and chariot races will be
canceled.
MISCELLANEOUS EVENT RULES
A. Chariot Contest
1.
One chariot per delegation may enter.
2.
No student may ride in the chariot.
3.
Chariots must be pulled by two delegates on each side.
4.
Chariots must have two wheels with a minimum diameter of 14 inches, floorboard,
two sideboards, and a front which must be at least two feet high. Poles, not ropes,
must be used to pull it.
5.
Failure to adhere to any of the above rules will result in disqualification.
6.
Each race will comprise a straight course of 50 to 100 yards.
B.
Track and Field Events
1.
No spikes may be worn for track and field events.
2.
Students must register for events in which they wish to participate.
3.
Students should listen for event announcements and should report promptly to the
designated areas. Students who are not at the starting line at the final call for their
event will be disqualified. Events will not be delayed or repeated for latecomers.
4.
Only one false start will be allowed for each individual per event.

Catapult Contest
1.
Each delegation may enter one catapult.
2.
The catapult must be free-standing. Delegates may not hold the catapult down or
support it in any way. The catapult must remain stable when fired.
3.
The base of the catapult must fit in a 3 x 3 foot box. No appendages to the catapult
may touch the ground beyond its base. The base may be secured to the ground
with stakes.
4.
Catapults must be built entirely of wood, metal, rope, or twine. No elastics or
nylon are permitted.
5.
The ammunition will be a 4 x 4 inch bean bag. The catapult must be launched with
a single-release mechanism that a delegate either pulls or pushes. The release must
be safe, and everyone must stand away from the catapult while firing.
6.
Each team may take practice shots during the designated time before judging
begins.
7.
Each team may take two shots during the competition. The longer shot will be
scored.
8.
The judges will measure from the starting line to the spot where the beanbag first
lands.
9.
No flames, explosives, or liquids of any kind are allowed.
10.
Failure to adhere to any of the above rules will result in disqualification. The
competition will absolutely not be delayed for malfunctioning catapults.

There are three divisions: Novice is open to those delegates who have completed 1/2 to 1 year of
study. Lower is open to those who have completed 2 years of study. Upper is open to those who
have completed more than 2 years of study.
Each team comprises 1-4 people and an alternate. The alternate will only play if a registered team
member is unable to attend the matches or if a wild card team has to be formed to make rounds
even.
Each team member will have a switch attached to a central machine which indicates which team
buzzed in first.
Questions include all areas of Latin grammar, vocabulary, mythology, history, culture,
abbreviations, etc. Difficulty varies from easy to very challenging.
Teams will be sequestered so that the same questions will be asked for each round of preliminaries.
Each round is comprised of 10 toss-up questions worth ten points each. A student who buzzes in
must be recognized by the judges before answering. A student is given 5 seconds to respond after
being recognized.
If the question is not answered by the team that buzzed in first, it goes to the team that buzzed in
second, and then to the team that buzzed in third. The question will NOT be repeated if the second
or third team has already buzzed in. If another team has not buzzed in, the question may be
repeated, and a student from the second or third team may buzz in. This person must be
recognized and has 5 seconds to respond.
Each correctly answered toss-up question will be followed by 1 bonus question worth 5 points.
Team members may confer before the team captain gives the answer in ten seconds. The bonus may
be repeated only 1 time.
At the end of the ten toss-up questions, the team with the most points is declared the winner. If
there is a tie for first place, the teams in question will play a tiebreaker round of three questions.
Sponsors must register all Certamen teams at the designated time following the first General
Assembly at convention. The Certamen draw will not be restructured for schools wishing to
register late.
SPIRIT COMPETITION GUIDELINES
SPIRIT CONTEST
Each chapter will be entered automatically in the Spirit Contest, which will take place 15 minutes before the
first two general assemblies. The contest will be held in the same room as the general assemblies, and
delegates will be assigned a location to perform. They will remain seated in this location for the general
assemblies. Themes for the daily Spirit Contests will be published in the TORCH:LA several weeks before
Convention. Chapters create costumes and props that illustrate a concept that relates to the daily theme,
and perform cheers, chant, and songs to perform during the contest. New chapters are especially
encouraged to come and show their spirit! The spirit contest is not based on noise, but on chapter
originality, creativity, and unity.

Schools will be divided into large, medium, and small categories for judging, based on the number of
delegates in attendance. Judges will not be affiliated in any way with the schools in their assigned category.

Judges are encouraged to be consistent when judging the spirit contest. It may be helpful to judge one
criterion at a time. If a judge takes off points from one school for doing one of the things listed above, s/he
should take the same number of points off from any other school doing the same thing.
ROLL CALL
At the first general assembly, there will be a roll call of chapters. Representative(s) from each chapter
should present a creative response, no longer than ninety seconds, indicating the number of delegates
present, as well as the number of sponsors and/or chaperones. The written version will be turned in to the
LJCL secretary immediately after the presentation. A microphone is available. No one who is a candidate
for a state office may participate in roll call. Roll call will be judged on creativity and originality, and
adherence to the rules specified above.
PROCESSION (PARADE OF SCHOOLS)
The Procession takes place before the banquet. All participants, including delegates, sponsors, chaperones,
and guests, must wear Roman attire. The order that schools process is published in the convention booklet.
The theme for the Procession will be published in the TORCH:LA in the weeks preceding Convention.
Cheers, costumes (in addition to Roman attire), and props are appropriate for the Procession. Schools will
be judged by the same judges who judge them in the Spirit Contests, and the same criteria for judging are
used.

MEMBERSHIP CONTEST GUIDELINES
At the Louisiana JCL convention, there shall be two membership contests: percent of chapter growth and
largest chapter. Points earned in the membership contest will determine the winners, and aforementioned
points will be added to overall sweepstakes totals for all chapters attending convention.
Percent Chapter Growth:
Points: percent of total membership growth x2 (e.g. 50 members last year, 60 members this year, 20%
growth, 20 x 2 = 40 points)
PUBLICITY CONTEST GUIDELINES
The publicity contest judges the amount and type of publicities done by a chapter between
consecutive LJCL conventions. A publicity is defined as any promotional item or event that is seen by or
reaches the general public or parents and students not affiliated with JCL in any way at your school. All
material submitted for judging must relate to Latin, the classics, or the Junior Classical League. Publicities
may be submitted during registration at LJCL Convention or sent in by the registration deadline for LJCL
Convention. The LJCL First Vice President will judge the entries at LJCL Convention and submit the
entries to the national publicity contest.
Articles must be submitted in 8.5x11 format, with the dateline and name of school to which points
will be awarded on the sheet. Xerox copies are acceptable. A documented copy of a public service
announcement, radio broadcast, television broadcast, or answering machine message must be submitted in
addition to the publicity form. Tapes may be submitted, and a documented copy by the station manager
stating the exact date, time, and number of minutes devoted to the program and certifying that it was about
your chapter’s JCL/classics-related activities is required. Included is a list of point judging guidelines, but
they are subject to change based on individuality of the publicity and number of items/students involved.

The following items do NOT count: daily announcements, showcases, displays, handouts, fund-raising advertisements and
activities that do not reach the general public.
RADIO AND TV
For radio and television coverage, submit a letter signed by the station manager with the following information – date of
broadcast, length of program (exact number of minutes) and specific content of program. Short programs such as a line of a Cable TV
announcement must be verified by the station including the exact wording of the message and the period of time over which it was
broadcast – maximum or 200 points per message, 6000 points per year.
Programs – 15 points per minute on radio and public access televisions
100 points per minute on commercial TV with a maximum of 6000 points per program
Commercial TV is defined as a major network affiliate, not a cable access network.
MISCELLANEOUS CREATIVE PUBLICITY
o
Marquees and posters 22 x 28 inches – must submit a photograph and verification signed by store manager – posters 100 points,
marquees up to 200 points if message covers entire marquee. Marquees and posters are expected to remain up for at least one
week. Points are based on separate displays, not # of weeks.
o
Window posters 8.5 x 11 inches – must submit a photograph or sample and a verification signed by a store manager- 25 points
each.
o
Long computer banners, at least 55 inches – must submit a photograph or sample and a verification signed by store manager – 100
points each.
o
Large banner at athletic event – must submit photo of banner and verification of each event – 100 points per event. A permanent
display will only count once. Individual banners must be made for additional points.
o
No one business can be used for publicity on more than 3 occasions during any one year. Only one poster or banner per occasion
per business will be counted for points. Multiple posters in one location do not earn additional points. No limit on school
marquees, athletic events, or showcases for the public.
o
Telephone answering messages and individual car signs – must submit wording of message or photo of sign with parent
verification – 10 points each. One message and/or car sign per household per year.
o
Flyers, promotional materials, bookmarks, bumper stickers, etc. – must submit a sample and a verification signed by store
manager, librarian, etc. indicating number distributed – 1 pt per each up to 200, .5 point per each for each one over 200. Maximum
of 6000 points per item distributed. If material is associated with fundraising projects, it must provide some information about
Latin and/or JCL for individual point credit.
o
Government resolutions and proclamations – must submit a copy- 200 points each.
o
Parade floats—must submit a photograph -- up to 200 points.
o
Displays in city library or city hall – must submit a photograph and a verification signed by an official – up to 200 points.
o
Establishment of a local JCL Web site – must send sample page printout and include the URL – 100 points.
o
Other creative projects, including fund raising with promotional aspects – maximum of 500 points each to be based on originality
and scope of project.

PUBLICATIONS CONTEST GUIDELINES
There are two publications contests: 1) chapter publications and 2) articles submitted by an individual
student to the LJCL Editor for inclusion in the TORCH: LA.
Chapter Publications:
Chapter publications are newsletters or magazines designed to convey information and news to members
of a JCL Chapter, and/or to publicize the JCL chapter in the school or community. They may be of any
length. They may not have cardboard or plastic covers. They may include photography and/or artwork.
The chapter publication may be published by the chapter sponsor(s) or another teacher, but the written
work and artwork in the publication must be the work of the students in the chapter. Points earned from
winning first through fifth place in this contest will be applied to the Overall Chapter Sweepstakes contest.
Entries should be registered at the Graphic Arts table. Each chapter may submit only one copy of one
edition of their chapter’s publication.
Individual Articles:
Individual articles must be submitted to the LJCL Editor for possible publication in the TORCH: LA. To be
eligible for the upcoming LJCL Convention, they may be submitted at any time from the day following the
previous year’s convention up until the deadline for submission of pre-convention contests. They should
be relevant to Latin, Greek, the classics, or JCL, and must be approximately 200 to 400 words in length.
They must be typed and double-spaced, have the title at the top at the top of the first page, and have a
bibliography. Any source used for information should be listed on a works-cited page. They may not have
cardboard or plastic covers or artwork. Submissions should be proofread. This contest will be treated as a
pre-convention contest. Points earned from winning first through fifth place in this contest will be applied
to the Creative Arts Sweepstakes contest.
One cover sheet should be attached to the original with the following information:
1. Title of entry

3. Name and address of sponsor
4. Name and address of school
5. Grade level of student
6. Level of Latin in which student is enrolled

Scrapbooks may be of any shape, excluding scrolls.
Entries should be durable and easy to handle.
NO glass covers will be allowed. Mica and plexiglass covers will be permitted.
Scrapbooks should not be in more than one volume.
The pages of the scrapbook may be NO LARGER THAN 22 x 28 inches (poster board size), and the
cover or box containing the scrapbook should be only as large as is necessary to contain the pages.
All materials in the scrapbook must pertain to Latin, the classics, JCL, and the theme of the

Schools must turn submit one T-shirt to the Graphic Arts Chair at Graphic Arts registration in
order to be considered for this competition.
The T-shirt must illustrate the convention theme for the current year. The theme must be written in
Latin on the shirt. The theme may be on the front or the back of the shirt.
The T-shirt must display the name of the school, which may be on the front or back of the shirt.
T-shirts may be any color. They may be long or short sleeved.
A school may only submit one (1) T-shirt.

Sweepstakes contests to recognize winners of multiple awards will be held for individuals in the
areas of Academics, Creative Arts, Graphic Arts, Olympika, and Overall Sweepstakes.
An Overall Sweepstakes contest will be held for chapters.
Events that are included in the individual Overall Sweepstakes contest are academic tests, graphic
and creative arts contests, and Olympika events.
Events that are included in the chapter Overall Sweepstakes contest are group Olympika events,
Certamen, percentage of students placing in academic tests, drama, scrapbook, contributions to
state scrapbook, banner, T-shirt, publicity, spirit, community service, publications, and Club of the
Month contests.
Points for the sweepstakes contests will be determined as follows: 10 points for a first place, 8
points for a second place, 6 points for a third place, 4 points for a fourth place, and 2 points for a
fifth place.
The individual sweepstakes contest will also include a score for excellence in different areas of
competition. Points in this score will increase with the number of areas in which the delegate
places.
Places in Academics, Creative Arts, Graphic Arts, and Olympika Sweepstakes do not count for
points when calculating scores for individual Overall Sweepstakes.
The first place winner of the individual Overall Sweepstakes will win a scholarship to attend NJCL
Convention during the summer following the LJCL Convention at which he or she wins.

LJCL CONVENTION RULES
I.
Eligibility and Attendance Rules
A.
Only those students who have paid membership dues to the national and state JCL
organizations will be eligible to attend the convention.
B.
Only those students who have been in a Latin class during the year or have been involved
in the local JCL activities during the year of the convention, as attested to by the JCL
sponsor, may attend convention.
C.
Refunds for registered delegates who are not able to attend convention will not be given
beyond the date published on the school registration form. However, a sponsor may
substitute a previously unregistered delegate of the same gender to attend in the place of
the delegate who cannot attend. In this event, the sponsor will handle all necessary
financial transactions. This substitution may be made at any time up until registration on
the day of convention.
D.
Each chapter will be permitted to bring a certain percentage of their membership to
convention. This percentage will be determined on a yearly basis based on hotel capacity
and membership numbers.
II.
Major (Non-negotiable) Rules
A.
The use or possession of alcoholic beverages, illegal drugs, unauthorized pills, fireworks,
weapons, or any other material that is illegal or inappropriate for LJCL Convention is
strictly forbidden for any delegate or adult.
B.
Gambling of any kind is strictly forbidden for any delegate or adult.
C.
Fraternizing with anyone other than our LJCL group is strictly forbidden.
D.
Smoking is not permitted at the convention by JCL delegates.
E.
Convention members are not allowed to leave the hotel unless accompanied by a
sponsor/chaperone. Delegates may not use their own cars during the convention. Keys
must be turned over to sponsors upon arrival at the convention site.
F.
At no time will a girl enter a boy’s room or a boy enter a girl’s room. The hotel has
designated areas where students may fraternize.
III.
Conduct Code and Additional Rules
A.
Complete attention should be given to those on stage during general assemblies. Booing by
anyone is unacceptable behavior and only reflects badly upon the student and his school.
B.
Spirit Contests, General Assemblies, Chapter Fellowships, Olympika, the procession,
the banquet, and That’s Entertainment are mandatory, and attendance is to be taken by a
specified sponsor/chaperone. Delegates are to be in the auditorium and seated with their
own delegation at the starting time of each assembly.
C.
Poor sportsmanship by team members or spectators at any convention activity will not be
tolerated. All chaperones, officials, timers, and JCL delegates will be treated with courtesy
and respect.
D.
Courtesy is expected of all delegates at all times and to all people. Students should be
aware that all teachers and chaperones are in authority and should be considered their
chaperones.

Hotel guests must not be disturbed. Behavior in the halls and lobby should be
courteous. Excessive noise and running in any part of the hotel are forbidden.
Throwing items from hotel windows and balconies, including water balloons, is strictly
forbidden.
Delegates should be in their rooms at the specified curfew times and QUIET. At roomcheck, chaperones must see the person’s face. NO delegate may leave his room after
room-check.
Students may not use the telephones in their rooms for out-of-hotel calls. They may not
secure room service or pay movies. They may not request rollaway beds.
Students losing their hotel key card must request a replacement from the LJCL office, and
will be charged a small fee. The front desk will not give replacement key cards to students.
Students should be familiar with the JCL creed and song and should participate heartily in
their recitation at assemblies.
Observe hotel food and drink rules. Groups should not congregate in the front of the lobby
or halls to eat. Enjoy all group snacks in the designated areas.
I.D. badges must be worn above the waist at ALL times by ALL delegates and chaperones.
Delegates may not participate in tests, Olympika, the banquet, or any phase of the
convention without their name badges. Students losing their badge must request a
replacement from the LJCL office, and will be charged a small fee.
Roman costumes must be worn by all delegates and chaperones at the Roman banquet.
Do not run around hotel corridors in night apparel. Keep doors shut and locked at all
times.
Do not bring stereos, video games, and other valuables to convention. Any equipment
found will be confiscated and turned over to the hotel personnel to be returned at the end
of convention. JCL is not responsible for their damage or loss.
If a delegate must take medication, the sponsor/chaperone must be informed by a parent in
writing prior to leaving for the convention.
Please report all accidents and sickness to a chaperone at once. In case of any problem, a
teacher/chaperone will work with a sponsor and/or state chair as necessary.
Delegates should plan to participate in as many activities as possible. Those who are most
involved generally have the best time. Fulfill all responsibilities. Take all tests and enter
all projects registered for.
Delegates should participate in the Spirit Contest and carry out all themes. Awards are
given to the chapters with best participation and which best exemplify the true meaning of
JCL. Each school should try to display a banner at the general assemblies.
All projects are to be treated with respect and are not to be tampered with. All projects not
claimed by check-out time will be discarded.
The LJCL Convention office is off limits to delegates, with the exception of state officers.
Sponsors, Convention Chairs, judges, and registered SCL helpers may use the office for
business pertaining to the convention, but it is not a place for socializing. Failure to keep
the office neat and to respect the working environment will result in the closing of the
office to everyone except the State Chairs and necessary officers. NO ONE, including
sponsors, officers, Convention Chairs, and SCL delegates, may use any computer in the
office without the permission of a State Chair.
The LJCL Convention Hospitality Lounge is off limits to delegates, with the exception of

state officers. The lounge is a designated social space for sponsors, chaperones, judges,
Convention Chairs, and registered SCL helpers.

Enforcement of Rules

Infractions of a major rule may result in a delegate’s appearance before the disciplinary
committee which will consist of a representative from each delegation who is appointed by
the sponsor. The disciplinary committee is moderated by the State Chairs, and the
sponsor(s) of all delegates involved may be present. The committee will hear the
circumstances of the incident and decide on an appropriate course of action. An
appearance before the disciplinary committee may result in a delegate’s being sent home at
his or her parents’ expense. The delegate’s parents will be notified as soon as possible to
arrange for the delegate’s return trip. Additionally, the disciplinary committee may elect
to revoke membership in LJCL as a consequence for serious infractions.
If a major rule is broken, the student’s sponsor may choose to handle the incident
independently by sending the student home immediately. Alternatively, s/he may choose
to send the student before the disciplinary committee. However, if the incident involves
students from two or more schools, all delegates involved must appear before the
disciplinary committee.
In the event that a major rule is broken, regardless of whether or not the disciplinary
committee meets, the parents of the delegate and his/her school authorities must be notified
of the situation by the sponsor and/or State Chair as soon as possible.
In the event that a rule of the code of conduct is broken, the discipline of the student(s) will
be handled by the sponsor(s). Sponsor(s) will decide whether or not to notify parents
and/or school authorities. The State Chairs should be notified of all infractions and the
action taken. A second violation of the code of conduct will be handled in the same
manner as if a major rule were broken.
Anyone who finds it difficult to abide by the JCL rules as described above should save himself, his family,
his school, his sponsor(s) and the State Chairs unnecessary distress. It is the right of the State Chairs to
disqualify any school for any major offense by any one of its members. The policy of JCL is to disqualify
that school from participation and competition on every level the following year.

GUIDELINES FOR APPROPRIATE DRESS AND BEHAVIOR AT LJCL EVENTS
This policy has been instituted in order to create a more comfortable and appropriate atmosphere at LJCL
events, to standardize guidelines of inappropriate dress and behavior, and to promote the integrity of
LJCL. This policy pertains to all event participants: JCL delegates, SCL delegates, chaperones, sponsors,
and guests.
I.
In regard to apparel worn at any time during LJCL events, the following guidelines will be
observed:
A.
Event participants are reminded to dress in good taste.
B.
No T-shirts, sweatshirts, or other clothing that has a suggestive meaning will be permitted.
Profanity is not acceptable.
C.
All dresses, skirts, and shorts must meet or extend below the fingertips when arms are at
sides (exception: for Olympika events, track shorts may be worn).
D.
No exposure of midriff, cleavage, or buttocks will be permitted.
E.
No strapless attire will be permitted.
F.
Footwear must be worn at all times when indoors.
G.
Spandex (or other skin-tight materials) shorts, pants, or leggings may only be worn
underneath policy-regulated shorts, dress, or skirt.
H.
Underwear of any kind must not be visible.
II.
In regard to behavior and actions at any time during LJCL events, the following guidelines will be
observed:
A.
No suggestive activity will be permitted at any time. This includes kissing, sexual activity,
or inappropriate touching.
1.
Suggestive activity is defined as any activity that insinuates or imitates sexual
activity.
2. Inappropriate touching includes groping, fondling, and touching in
inappropriate places.
B.
No grinding, crowd surfing, or moshing will be permitted.
III.
Exceptions to the attire policy with regard to the spirit contest will be considered and made only by the
State Chairs upon request.
IV.
The LJCL respects the rights of each chapter, its sponsor(s), and its school administration to enforce
further regulations upon their students, in accordance with each respective school’s own policies.
These additional regulations must be enforced by the sponsors and chaperones of that chapter.
Sponsors and chaperones may only enforce these additional regulations upon their own students.
V.
In the event of a disagreement between sponsors, chaperones, or students of different chapters
regarding interpretation of these guidelines, the final decision as to whether attire and/or behavior
is appropriate will rest with the State Chairs.
VI.
The above guidelines equally apply to all participants in LJCL events, regardless of age, gender, race,
creed, or sexual orientation.

CHAPERONE/SPONSOR RESPONSIBILITIES
Overview: Keep your attitude positive and enthusiastic! Commend good behavior, exhibit a sense of
humor, but reprimand inappropriate conduct. Let your response be immediate and appropriate for the
situation. We will NOT let bad behavior from even one student ruin the convention for us or for the other
students.
At the hotel: Upon arrival the sponsor should pick up registration packets, which each chaperone will
distribute to his/her group. Sponsors will receive keys/cards later for each student. Each chaperone will
keep a key to each room for which he/she is responsible. Remind students that they will have to pay for the
key/card if it is lost.
Students need to get to their rooms as quickly and as quietly as possible. We must not disturb other guests
at the hotel. Curfew times will be in the registration packet that you will pass on to the students. When
you check their rooms, you MUST see their faces– don’t accept a sleeping bump or an explanation that
someone is in the shower. Once you check their rooms at bedtime, quiet is expected.
No delegate may leave his room after room-check. If he is not in his room at that time, the sponsor and
state chairs should be notified. Students may not use room service or pay movies.
AT NO TIME WILL A GIRL ENTER A BOY’S ROOM OR A BOY ENTER A GIRL’S ROOM. This rule
may NOT be bent by delegates. There will be areas specified as meeting rooms and for fraternizing. There
will be NO exceptions. Failure to obey this rule is a MAJOR INFRACTION and will result in review by the
board. The delegate may be sent home at his parent’s expense and school authorities notified.
Make sure everyone in your group is up in enough time to get ready. There will be NO sleeping in on
either day. Encourage students to participate in as many events as they signed up for and to be a spectator
at the others (Certamen, Olympika, Oratory, Workshops).
Please have your group work through you if there is a problem with linens. You must check the condition
of their rooms before you leave the hotel. At this time please count towels, etc., check the condition of the
rooms, see that clothes are not left in closets, remind them to pick up projects, and then report any problems
to the sponsor and/or state chairs BEFORE you leave. Pick up keys/cards and return them to the sponsor
who will turn them into the desk at checkout.
At the assemblies and at the convention itself: Students in your group must check in and out with you
periodically. Keep them aware of your whereabouts. Students should not go anywhere alone.
AT NO TIME ARE STUDENTS ALLOWED TO LEAVE THE HOTEL/CONVENTION CENTER UNLESS
THEY ARE WITH A CHAPERONE FROM YOUR GROUP.
NO sightseeing or shopping excursions are permitted during convention.
Encourage students to be on time for assemblies. Take roll of your group members at all General
Assemblies, all Chapter Fellowships, Olympika, the procession, the banquet, and That’s Entertainment.

Chaperones must sit with their group in the designated area. Remind students that complete attention
should be given to those on stage during the assemblies.
Check the appearance of your students. No t-shirts, sweatshirts, or other clothing which has a suggestive
meaning will be allowed. Before the banquet check togas to see that they are respectable and make sure
each delegate is wearing some type of sandal or shoe. Chaperones wear classical dress to the banquet,
too.
STUDENTS SHOULD WEAR THEIR NAMETAGS ABOVE THEIR WAIST AT ALL TIMES. It is a
passport to all events and keeps the adults aware of who troublemakers are and where they are from.
Chaperones must wear nametags, also.
Do fulfill the responsibilities for which you volunteered or were assigned. Feel free to take breaks at other
times. There will be a lounge with coffee, goodies, and a place to prop up your feet when you need it.
Please keep your group aware of your whereabouts so they may check in and out as required. If you
smoke, please consider smoking in the privacy of your own room or in the lounge.
Please familiarize yourself with the major rules and code of conduct, as well as the consequences for
breaking these rules. You are an adult chaperone and have the authority to correct ANY delegate acting
inappropriately. If you notice misconduct on the part of any delegate from ANY school, please do the
following:
ï‚· Check his/her nametag and make note of the name and school.
ï‚· Reprimand him/her for his misconduct.
ï‚· Notify his/her sponsor as soon as possible verbally and with a note containing pertinent
information.
ï‚· If you even suspect the use of alcohol or any other illegal substance by any delegate, take
immediate action, but NOTIFY sponsor and State Chairs.
Wrap-up: It is MOST important that we all expect exemplary behavior from our delegates. We must be
consistent in the way we treat the students and deal with the disciplinary problems. This LJCL Convention
has been well organized and will be well attended by the best students in our state. We can expect little
trouble, even of the minor sort, if we let students know what is expected before they attend, if we follow
through with the discipline, and if we do not hesitate to send home unruly students. We trust you’ll find
this convention most enjoyable.

LJCL CAMPAIGN AND ELECTION RULES
(see Article IV of LJCL Constitution)
I.
Eligibility for Office
A.
Offices to be elected are President, First Vice President, Second Vice President, Secretary,
Parliamentarian, Historian, and Editor.
B.
Only members in good standing with state and national JCL organizations may run for
office.
C.
A candidate must be enrolled in Latin for his entire term of office or must have completed
four years of Latin or all of the Latin which his school offers.
D.
Candidates must have written permission from their parents and JCL sponsor to run for
office.
E.
Candidates must attend the LJCL Convention.
II.
Nomination for Office
A.
A candidate pre-files for office by completing the Candidates Nomination Form found in
the LJCL Convention registration packet and by returning it before the designated
deadline.
B.
A chapter may nominate only three persons for state office.
C.
If an appropriate number of candidates have pre-filed prior to the convention within the
stipulated time limit, that office is “closed” to any further Nominating at conventions.
D.
The Parliamentarian will notify candidates that s/he has received their nomination on time.
E.
The Parliamentarian will send each chapter a printed list of nominees for each office.
Between that time and the time of the Nominating Committee meeting at LJCL Convention,
any candidate on the printed roster may drop out or transfer to another state office by
notifying the Parliamentarian, but no new candidates will be allowed.
F.
If fewer than two candidates have pre-filed for an office, the LJCL Parliamentarian notifies
all chapters. Those that have not met the three-candidate limit may be ready to nominate a
candidate at the Nominating Committee meeting with the proper nominating letter.
G.
The only function of the Nominating Committee is to ensure, by due process, that the
number of candidates for each office is neither less than two nor greater than three.
H.
The Parliamentarian shall preside at the Nominating Committee meeting. The race for each
state office shall be reviewed. If more than three candidates have pre-filed for an office, the
committee shall, by vote, limit this number to three candidates. Candidates are permitted to
speak on their own behalf before this limiting vote.
I.
When nominating, a nomination delegate may give a short speech, limited to three
minutes, introducing his candidate. This candidate will then stand and either accept or
reject the nomination in a few words.
J.
Candidates for JCL office must be present. S/he may give a short speech during the
Nominating Committee meeting that is limited to two minutes.
K.
Committee members will vote by secret ballot. A simple majority is required.
L.
Any chapter not present at the Nominating Committee meeting will be given no votes in
the election. If only one delegate from a chapter is present, that chapter will be given only
one vote on the election.

III.
Rules for Campaigning
A.
At General Assembly II, each candidate will be allowed to give a two-minute campaign
speech.
B.
No other candidate may campaign until he has been approved at the Nominating
Committee meeting.
C.
Campaign materials, including posters and flyers, are restricted to those areas designated
by the Parliamentarian. All campaign material must be removed before leaving the
convention.
D.
Campaigning should be carried on in good taste. No mud-slinging.
E.
Time shall be provided during the convention for a Candidates’ Open Forum, presided
over by the Parliamentarian, and attended by at least ten percent of the delegation from
each school. The delegate will be allowed to question the candidates for each office.
Standard procedure is five minutes for each office.
F.
Any violation of the campaign rules will result in a candidate’s disqualification.
IV.
Rules for Elections
A.
The election for LJCL officers will be held at the final General Assembly.
B.
The Parliamentarian will conduct the elections and will explain the rules.
C.
Ballot(s) with the names of the candidates will be distributed to each member school that
was represented at the Nominating Committee meeting.
D.
There will be a short caucus before voting.
E.
Voting shall be done by secret ballot.
F.
A candidate must receive a majority of the votes, including abstentions or no votes, to be
elected to an office. In no candidate receives a majority of the votes, the newly elected
officers and state chairs cast the deciding votes.
G.
The names of the new LJCL officers will be announced before the conclusion of the final
General Assembly.

8. Club Sweepstakes
1st through 5th places overall will receive plates on their chapter’s awards plaque. The chapter that
is the first place winner will keep the torch trophy for one year. The same point system utilized in
individual sweepstakes will be used in club sweepstakes.

NJCL CONVENTION GUIDELINES
These guidelines are in addition to those published by the National Junior Classical League. NJCL
Convention delegates should read thoroughly those rules and regulations before attending NJCL
Convention.
1.
LJCL typically organizes an annual trip to NJCL Convention. All delegates in good standing
with LJCL and NJCL are eligible to apply for this trip. Delegates must secure the permission of
their sponsor to attend NJCL Convention.
2.
A scholarship to attend NJCL Convention will be awarded to the first place winner of the
Overall Sweepstakes at LJCL Convention. LJCL will pay all side trip costs as well as the cost of
the NJCL Convention packet for the winner of the scholarship. The recipient must attend the
NJCL Convention that occurs the summer after the LJCL Convention at which the Sweepstakes
is awarded. The award may not be deferred. The award will be given only to the first place
winner; in the event that the winner cannot attend NJCL Convention, no scholarship will be
paid. The award winner is responsible for completing all applications and registrations on both
the state and national levels. The delegate must order his/her own packet and will be
reimbursed by LJCL.
3.
The NJCL Convention packets and side trip expenses for the State Chair(s) will be paid by the
LJCL treasury. This includes a stipend for meals on the side trip (no more than $10 per lunch
and $20 per dinner). In the event that the State Chair(s) cannot attend NJCL Convention, they
may each designate another adult to fill in for them. All state and national costs for these
designees will be paid, provided that they (1) act in the capacity as official chaperones on the
trip and (2) assume the responsibility for planning and coordinating all aspects of the trip,
including being a contact person for parents and delegates. Chaperones who do not assist in
trip coordination must pay all their own trip costs.
4.
An official female chaperone is required for every twelve (12) minor females on the trip, and an
official male chaperone is required for every twelve (12) minor males on the trip. Adults serving
in official chaperone capacity must be at least 21 years of age and must be approved by the State
Chairs. They must agree to fulfill all obligations of chaperones as specified in the NJCL
Convention booklet.
5.
ALL DELEGATES, including all chaperones and those delegates making their own travel
arrangements, MUST send in their application to participate in the delegation along with a
deposit by the deadline specified in the NJCL Convention registration packet. Delegates are
responsible for communicating their wishes to travel to NJCL Convention with LJCL by
sending in their application in a timely manner. State Chairs will only accept completed
applications as intent to participate in the trip. Phone calls, word of mouth, or e-mails will not
hold delegates’ places on the trip.
6.
Late registrants will be placed on a waiting list and accommodated as space and time permits.
7.
Although this is often unavoidable, delegates and families should make every effort not to
schedule other trips during the time allotted for this trip. In such cases, delegates and parents
are fully responsible for coordinating travel plans so that they can meet up with the LJCL
delegation at a time that is convenient for the delegation. State Chairs will not change plans or
rearrange an itinerary to accommodate an individual delegate.
8.
NJCL will typically issue refunds for convention packets at half price if the request is received
by a certain date. LJCL will only refund all funds paid if an applicant is not accepted to attend
NJCL Convention.

NJCL CONVENTION TRIP PLANNING CHECKLIST
State Chairs or their designees should decide as early as possible how they want to coordinate the trip.
They may choose to turn the entire matter over to a travel agent which should be done in the fall. If they
choose to plan the trip independently, the following checklist will be helpful:

for the side trip
Ensure that attractions are open on the days you wish to visit
Determine whether air or bus travel is needed (bus is preferable)
Block rooms at hotel (you will usually need about 20 rooms)
Reserve chartered bus; make arrangements to house bus driver in one of the blocked rooms to
take advantage of reduced rates
Determine price for side trip, based on funds needed for attraction tickets, accommodation,
travel, pre-convention housing, T-shirts and spirit items ($25), and tips and gratuities
Make NJCL Convention packet for distribution at LJCL Convention (includes Nationals packet
request, itinerary for side trip, application to travel with the LA delegation)

Delegates are housed by gender in groups of two. Try to room delegates with

changes to be made at convention.

No delegate may room with a delegate of the opposite gender. This includes
married chaperones and sponsors.
3.
SCL delegates are housed together. No SCL delegate may room with a JCL
delegate.
If pre-convention housing is required, send an LJCL check with rooming list to cover extra night
for all members of Louisiana delegation
Send out balance letters, rules and code of conduct, emergency contact forms, hold harmless and
medical authorization forms (to be notarized) , detailed itinerary and emergency phone tree to
all registered delegates; only minors need medical authorization and hold harmless forms
Make plans for fundraiser, if necessary

NJCL CONVENTION AND SIDE TRIP
RULES OF CONDUCT
These rules are in effect for all JCL delegates (students) attending the NJCL Convention and the
accompanying side trip. Chaperones and SCL delegates are not necessarily bound by these rules, but as
role models for students, they should make every effort to adhere to them as well. Adults should
remember their role and their responsibility and should always conduct themselves in such a way that is
in accordance with the standards of the Junior Classical League.
These rules are in place to ensure a safe and enjoyable trip for each delegate. They are in effect for the
duration of the trip. While at convention, delegates are expected to also abide by the convention rules
published by the National Junior Classical League. Failure to comply with the following rules may
result in the delegate’s being sent home at his/her own expense.

Possession and/or use of alcohol, illegal drugs, tobacco products, or weapons is strictly
forbidden.
At no time may a delegate leave a designated area, such as the hotel, a theme park, or any other
area designated by trip chaperones without the knowledge and permission of a chaperone.
At no time may a boy enter a girl’s hotel room, and vice versa.
Delegates must adhere to the nightly curfew established by the trip chaperones. After the
chaperones make final room checks, no delegate may leave his/her room except to find a
chaperone in an emergency.
Delegates must be respectful and considerate of other guests in the hotel. This means no
running or shouting in any part of the hotel at any time, no littering, and no water balloons.
While traveling on the bus, delegates must be respectful of the driver, and, for their safety,
adhere to any rules s/he sets.
All delegates will be on time for all events and departures.
Trip chaperones have absolute authority for the duration of the trip, including the convention
itself. They reserve the right to set additional rules and enforce them as they deem necessary.
All delegates will answer to and be respectful of all adults.
Remember that you are a representative of your school, your state, and JCL!
