Minutes of the ordinary meeting of the Parish Council held Whitegate Primary School, on
Monday 13th July 2015 at 7.30pm.
Members of the public present: Councillor Mike Baynham, Teresa Finney; David Finney, Roy
Hunt, Pat Hunt, Norma Forth, Ann Hogg, Jan Boulting, Mike Harvey, Helen Harvey, Robert
Stoker, Marian Chadwick, Rodger Chadwick, Sue Glover, Andy Glover, Carol Carr, Gail
Jackson, Richard Jackson and Roger Brighouse.
Members of the council present: Cllr Rayner (Chair), Cllr Lowe, Cllr Roston, Cllr Cliffe, Cllr
Leech, Cllr Baldini.
A group of residents from Foxwist Green attended the meeting to express concern about the
project proposal for the land near the Old Post Office known as the Moss. The Parish Council
listened to the concerns as outlined by a resident on behalf of the group.
A proposal for development of this area had been presented by the new landowner at the June
parish council meeting. No planning application has yet been submitted and the landowner is
keen to get early views from the community.
The minutes of the June PC had led to a misunderstanding. Whilst the parish council is keen
to promote a supply of smaller housing which is reflected in the draft Whitegate & Marton
Neighbourhood Plan (NP), it does not endorse this as yet undefined project proposal.
This led to a discussion about the draft NP which is required to be broadly consistent with the
CWAC Local Plan (Part 1) which is now in force. The NP planning team is still working to
define the implications of the CWAC Local Plan (Part 2) which is still at the consultation stage.
It was agreed to hold a separate public meeting to discuss the draft NP and the feedback
received from recent consultation with parish residents. This meeting will be scheduled for
September 2015.
Cllr Baynham reiterated the parish council’s comments.
Agreed actions:1) Clarify misunderstanding; 2) arrange NP meeting in September 3) feedback
to new landowner on concern of residents (GC).

2.Minutes
2.1 To approve the minutes of the ordinary parish council meeting held on Monday 8th

3. Matters arising from the minutes of the ordinary meeting on 8th June 2015.
3.1 Action log compete. Noted HGV’s still going down Mill Lane, need to check status of new
signage, agreed to call forward for September.
3.2 ICO to review in September
3.3 Noted letter from WI regarding the varnish on the bench, Cllr Leech will make
arrangements. Clerk to respond back to WI.

4. Clerks report and correspondence
4.1 No comments
4.2 Cllr Rayner drafted a response to the Open spaces questionnaire, all agreed content.

5. Planning
5.1 914/15 agreed the following responses to applications:15/02390/FUL, CD Grant, 25 St Mary’s Drive, single storey and side extension - object to this
application and will ask for the application to be called-in for consideration by the CWAC
Planning Committee. The PC are concerned that the proposed development alongside the
separation boundary wall will significantly impact the character of the development and
adversely affect the neighbouring property. – Cllr Baynham spoke regarding this application
and has asked a Senior Planner to visit and discuss with concerned neighbours as this does
meet current rules, and therefore won’t be called in.

15/02311/ful Petty Pool Farm – land re-contouring for agricultural improvements through
importation of soil forming materials - The Parish Council objects to this application. There is
no information on the composition of the 'inert soil and soil forming materials' as well as no
system to monitor the importation of the materials over an extended period of time (2 years).
Until these are specified we recommend that the application is refused.
15/02333/ful Barn at Cassia Green Farm – conversion of garage to living accommodation and
alterations for windows/doors – no objections
15/02604/S73 – Cottage at Vale Farm, Whitegate Lane for removal of condition 1 and 2 for
retention of a mobile home. Object to removal of conditions, we believe the conditions are
appropriate and if they are legally enforceable should continue to apply.
15/02635/ful – 32 St Marys Drive for replacement sun room – No objection, appears the roof
and guttering may overhang the neighbouring property.
15/02615/ful – Byeways, Dalefords Lane for first floor extension and two storey rear extension
– No objection
5.2 Noted the following refusal: None
5.3 Updates: Granted/declined/public speaking/enforcement. Clerk to make further enquiries
regarding Totties Hall farm

5.4 Neighbourhood Plan update: consultation nearing completion, received some feedback
and need to call another meeting of steering group to agree way forward and pull evidence
together. If there is a material change to the NP, there would be a cost implication if send
around again.
6. Finances
6.1 The bank statement for the current account showed a balance of £14,027.29. There were
two cheques to be cleared through the bank. The current account balance remaining will be
£8,846.64 (£11,960.96) including savings account. 915/15 agreed the following payments:Page 440/15
6.2 Agreed to transfer funds from closure of the Community Projects Group for £722.56 to
Whitegate Station Community Group towards funding of the outside furniture and planters.

the Kick Start funding and balance of Parish Council contribution).

7. Road Safety update
7.1 Community Green Space update - There has been a significant change of officers at
CWAC (Tree officer, planner and highways officer), and therefore actions agreed previously
have had to be renegotiated, it is hoped that a decision will be available by end of July. There
may be a condition to include a drainage trench to avoid surface runoff into Petty Pool brook.
7.2 General Road Safety updates – none.
8. Parish Issues
8.1 Re-use of Whitegate Station update – launch weekend was a huge success, with 180
orders taken. Lots of volunteers put hard work in to prepare the building, and a thankyou is
planned.
8.2 Parish Defibrillators update and agree purchase of exterior storage boxes – Confirmed
donations received from WI £50, Rec Room £400, School £200, Pre-school £100, Football
Club £50. This has covered the costs of the machines. 916/15 agreed to order two exterior
boxes to store the defibrillators in costing £249 each. Head teacher has also given permission
for the box to be installed on exterior wall (post box has been relocated). Decision taken not to
fund the third unit due to the costs involved with funding the exterior box. Cllr Leech agreed to
order and pay online, and will reclaim next month.

8.3 General Updates – Resident made suggestion about paid person to do odd jobs, cleaning
signs, litter picking etc… parish council agreed that they would ask volunteers in the first
instance. Cllr Cliffe to respond back to resident.
