Public procurement accounts for some 19% of GDP in the European Union and offers an enormous potential market for innovative products and services. Innovative solutions can also provide significant quality and efficiency improvements to public services. Procurers in several EU countries have successfully pioneered new approaches for the procurement of R&D, innovative products and services, either at the nationally or in collaboration with procurers from other EU countries. This high-level event will offer an opportunity to hear first-hand from the European Commission and Member States how they are supporting the implementation of Public Procurement of Innovative Solutions (PPI) and Pre-Commercial Procurement (PCP). In other words, how public purchasers (and private procurers) are enabled to buy better value for money products and services while at the same time boosting innovation. From a European perspective, European Commission services will present future funding instruments (Horizon 2020, Structural Funds 2014-2020) to support public procurers in undertaking innovation procurement. Latest developments will be presented from national PCP and PPI cases around Europe; information will be shared about the process involved, the use of structural funds or other financing support to implement the procurement, lessons learned and outcomes achieved. New on agenda compared to previous events will be also the recent developments in the support of innovation procurement in central Europe, mainly based on Polish experiences from policy makers or practitioners involved in European buyers’ groups of innovative solutions. The second day of the event provides opportunities to network and exchange ideas for procurers and other stakeholders that are potentially interested in the first 2014-15 calls for proposals for PCP and PPI in Horizon 2020. You will meet policy makers from the European Commission and the European Parliament, as well as representatives from Member States such as public policy officials, procurement experts and other innovation procurement policy stakeholders as well as experts from industry and SMEs.
