Contractor agrees to provide the Department of Mental Health, Coalinga State Hospital (CSH) with Canine Maintenance Training to the standards for Re-certification for two Canines and their Handlers as described herein: The services required are to assure that the departments two police canine(s) are physically fit and recertified to provide the highest reasonable service to Coalinga State Hospital and other police agencies as requested. Canines shall be trained to perform explosive detection, narcotics detection and/or tracking and trailing searches. 2. The services will be performed for Coalinga State Hospital, Police Services, which is located at 24511 West Jayne Avenue in Coalinga, California or at a training site determined by Coalinga State Hospital Police Services Department. 3. The services shall be provided Monday through Friday, excluding State Observed Holidays. Services may be required during weekend hours if deemed necessary. 4. Contractor shall provide monthly training and recertification of narcotics canine to detect odors including: Marijuana, hashish, opium, opiates, amphetamine, methamphetamine, ephedrine, cocaine (powder and base) and gunpowder. B. Contractor shall provide a minimum of eight hours of training to each individual K9 team for the purpose of recertification by means of scent detection training of narcotics, explosives and tracking. Also included will be any additional time required to maintain teams at re-certification standards or access to resolve any training issues. C. Tracking training shall consist of continual re-enforcement of tracking principles, including scent distinction, terrain, environment, weather conditions, tracking exercises, video documentation, and resolution of any performance issues. D. Contractor is to be available for consultation 24 hours a day, seven days a week. E. Explosive training and narcotics training for the canines will consist of continual re-enforcement of odors of all known and available explosives and narcotics. F. Contractor will train canine handler in basic care of canine handling and recognition of alerts as well as applicable duties of a law enforcement canine handler. G. Upon completion of training, handler and canine must successfully meet the standards for certification as established by California Narcotics Canine Association (CNCA). 6. STATE HOSPITAL REQUIREMENTS A. Contractor Orientation: Contractor shall be exempt from mandatory participation in Coalinga State Hospital’s orientation program. B. Security Clearance Process: All contractors and/or contractor’s employee(s) providing services through the sally port and into the security area of Coalinga State Hospital, and/or could compromise the safety and security of the facility, or the well-being of patients, including patient confidentiality, shall submit to a fingerprint and background check, if Coalinga State Hospital decides this is required. C. Security Search: The Contractor and or His/Her Agent will be subject to search of persons, vehicles, and equipment to enter and exit this Secure Treatment Facility, which may include legal identification, Social Security number, Date of Birth, and other information requested or required by Hospital Police or Department of Corrections Officers and Staff. D. Dress Code Standards: Contract service providers will be restricted from entering the security area if not properly attired, and are prohibited from wearing khaki and blue denim colored clothing while on State Hospital grounds. E. Contractor Obligations: Contractor must meet the obligation to its employees with regard to the Federal and State Hazardous Communications Standards set forth in 29 CFR 1910.1200; GISO, Section 5194; California Labor Code, Section 6360 - 6362; and any other applicable Local, State or Federal requirements. 2 of 2
