2. Introduction to the Course in Underpinning Skills for Industry
Qualifications
In the VET sector there are many different categories of students who may require additional
time and specialised teaching if they are to successfully complete a vocational,
industry-specific qualification and become competitive in the job market. Each group of
students has unique characteristics and requires special consideration.
At the same time, the VET sector faces the problem of making the full range of qualifications
found in Training Packages available to a wider section of the community. There is now a
national imperative to deepen the qualification base and increase the proportion of the adult
population holding higher level qualifications.
The Course in Underpinning Skills for Industry Qualifications has been developed by the WA
Department of Training and Workforce Development to enable RTOs in receipt of public
funding to access resources to provide specialised teaching and additional time for students
undertaking industry qualifications who have been identified as having additional educational
support needs.
2.1
Additional educational support needs
There are a number of factors that can indicate that a person will benefit from additional
educational support. These factors include the:

educational and learning profile of the candidate

linguistic, cultural, intellectual or social resources available to the candidate

delivery mode used for the qualification in which the candidate is enrolled and

the opportunity afforded the candidate to develop educational skills in lower level
qualifications.
Where there are factors related to the candidate's attributes, these may be linguistic or
cultural; associated with life events or life chances; connected to a disability, a mental illness
or an acquired injury; or be a result of a person’s lack of familiarity with the kind of
cognitive, social or other practices that provide a grounding for learning and employment in a
complex, technological Western society. In many instances, a number of factors will be interrelated. Students enrolled in a vocational qualification are eligible to enrol in USIQ when it
can be shown that they are in a situation or have at least one indicator (outlined in the course
accreditation document) that puts them at educational risk. Course, program or contract
managers are required to complete the USIQ Delivery Agreement Form for each USIQ
program that is delivered.
2.2
Implementing an educational support program
Course, program or contract managers are required to make a determination that delivering
USIQ is the most educationally appropriate and cost-effective strategy to provide candidates
with the resources they need to successfully complete their vocational qualification.
2.3
Improving VET outcomes
Course, program or contract managers are required to complete the Program Outcomes
Report that will document the outcomes of course delivery to justify the additional
expenditure and demonstrate the efficacy of the program design and delivery. This Report
will be made available to the Department on request. Course, program and contract managers
are required to consider outcomes evidence before making further requests for funds or
authorizing further enrolments in USIQ. Where there is no evidence that a USIQ program has
improved student outcomes in the vocational course, there is no justification for further
expenditure.

3. Terms and Conditions of Agreement to register to deliver USIQ
Approval to deliver USIQ will be granted to RTOs that agree to implement the USIQ
Business Rules.
The Department of Training and Workforce Development requires RTOs delivering USIQ to:

Select staff with the specialist skills and knowledge to address the identified needs of the
learner cohort.

Ensure that course, program and contract managers administer USIQ in compliance with
the requirements set out in the USIQ Business Rules.

Liaise with the Department to provide feedback and information on the implementation of
the course.

Nominate a staff member to provide a single contact point between the provider and VET
Curriculum Services for disseminating or collecting information.
For RTOs in states other than Western Australia, changes may be negotiated to the USIQ
Business Rules where necessary to meet local systems, including student management,
finance and auditing requirements. Where this is the case, RTOs should contact the Senior
Literacy Officer, DTWD, to discuss suitable amendments to the USIQ Business Rules.
