The Curious Case of Complexity in VET Systems

In the seminar he will reflect on why VET systems throughout Europe have become so complex, and the impact this has on their manageability in terms of both developing qualifications and ensuring such qualifications are both fit for purpose and understood by the market. He will argue that a major problem with the certification of vocational skills is the over involvement of the state and that there is a concomitant need, particularly for adults, to let the market play a greater role.

Biography

Geoff Hayward is Professor and Head of the School of Education at the University of Leeds. He is a visiting professor in the

Department of Sociology and Economics at the Autonomous

University of Barcelona, and the Department of Economics and

Business Studies at the University of Paderborn.

Geoff has wide experience in leading and managing large research projects including a systems analysis of VET provision for the LSDA, and the Nuffield 14-19 Review undertaking, in particular, analysis of systems performance and management. He helped devise the evaluation strategy for the English Diploma qualifications and provided advice to the then

DfES on the 1419 reform strategy. Geoff has worked for the Bundes Institut für

Berufsbildung advising on qualification frameworks, and recently provided a presentation to a BiBB conference on using administrative data sets to benchmark the performance of VET systems. He is regularly invited to present at international conferences on VET system performance. He has worked as a consultant/adviser for the NAO, UCAS, DCSF, DBIS and the LSN and was a governor of Oxford and Cherwell Valley College.
