Board Meeting
Tuesday March 26, 2013

Don Gerardot: Called the meeting to order at 10:35 a.m.

Annual Report
Tony Burrus: The Allen County Solid Waste Management District Annual Report is included in your
packet. It highlights the activities of the District to the Board. You’ll see that we are trying like everyone
else to raise recycling levels. The technical staff and I recently attended a conference recently and realized
that everyone across the Midwest is suffering the same; and are also making efforts to keep the recycling
levels up.
Yard Waste Contracts
Tony Burrus: In the packets are pages of the changes to our yard waste contracts. We have available the
entire packets for your convenience. The differences are included: specifically the dates running from April
7, 2013 to Dec. 7, 2013. Again we have an obligation of 7.25 per ton.
Therese Brown: Are there bids put out? Or is this a service?
Tony Burrus: We are providing a service through the registered compost sites. When the law went into
effect with yard waste, the district at one time said no yard waste to the landfill. Since then the law has
changed. This is the best way to manage the yard waste materials. It has to go to a registered compost site.
There are two sites that are registered and permanent. And this doesn’t conflict with their existing
programs. It was a very positive partnership.

Director’s Report:
Tony Burrus: I’m happy to report that nothing substantial is on the radar regarding the Solid Waste
Districts at the legislators. We’ve requested that the State Board of Accounts report and the DLGF report be
moved to the same due date since both reports contain the very same information. At this time one is due on
February 1st and the other on March 1st.
We recently attended the National Residential Recycling Conference and came back with ideas and
confirmed our issues are felt similarly across the country - and there doesn’t seem to be a lot of answers.
By our next meeting, we’ll have an agreement similar to a host agreement from Earth First.
