ALLEN COUNTY SOLID WASTE MANAGEMENT DISTRICT Board Meeting Monday, March 30, 2015 Present: Vice Chair: Don Gerardot, Secretary Therese Bloom, Nelson Peters, Russell Jehl Also Present: Tony Burrus: Director, District Attorney: William Fishering Call to Order Don Gerardot: Called the meeting to order at 10:03 a.m. Therese Brown: Approval of February Meeting Minutes Nelson Peters: 2nd Motion passed: 4/0/0 Yard Waste Contracts: Tony Burrus presented ACSWMD current year’s yard waste contracts between Republic Services and with the City of Fort Wayne. Only the dates had changed from the previous year. This program allows residents to compost their yard waste instead of disposing in the landfill. Tony noted that IDEM does require the utilization of registered facility or permitted landfills. Therese Brown: Motion to Approve of 2015 Yard Waste Contracts Nelson Peters: 2nd Motion passed: 4/0/0 Citizens Action Committee: Request for Parking for CAC members that attend required CAC meetings to be paid by the district. Therese Brown: Approval for paid parking for CAC members attending meetings. Nelson Peters: 2nd Motion passed 4/0/0 DIRECTORS Report: Tony Burrus: We continue to monitor two bills: There is a bill which essentially is a Christmas Tree environmental bill that will be effective July 1. The changes require all waste haulers, Solid Waste Districts, recyclers and cities who handle recyclables to report the materials to the State. We’d ask the calendar follow the calendar year v. the fiscal year. Additionally Bill 390 – Lake County Bill’s amendments require a District constructing landfills or waste-to-energy facilities to get the approval from the District’s Commissioners. Also requires that a District director only be employed by the District. As it happens, The Shelbyville Director is an employee of both the District and the waste industry – which could be considered a conflict of interest.
