ASSISTANT DIRECTOR OF LIBRARIES MAJOR FUNCTION: Responsible professional administrative and supervisory work assisting with management of library services and activities. Work may involve responsibility for supervising any of the activities of the main and branch libraries and extension services. Work is performed under general guidance and limited supervision of the Library Director and is reviewed through conferences, reports and observation of results obtained. ESSENTIAL FUNCTIONS: Assists Director in fiscal planning and in formulating system-wide policies, in designing and preparing grant applications, supervising grants and preparing reports. Oversees technical services including acquisitions, cataloging, materials processing, collection maintenance and serials management. Assists in administration of library automation and telecommunications systems. Compiles statistical data and other information for various reports. Participates in selection, orientation, training, supervision and evaluation of employees. Assists in responding to citizen complaints and recommendations. Interprets library policies and services to patrons. Conducts research on feasibility, appropriateness and cost of conducting system wide programs, services and special projects. Manages special projects and services as assigned. Supervises and schedules professional, paraprofessional and clerical staff as directed. Represents library and county as directed at community meetings and activities and in various local, regional and national organizations. Performs reference work of difficult nature and occasionally answers correspondence on special reference subjects. Occasionally creates, conducts and evaluates Library programs. Develops and utilizes local, state, and national media and volunteer contacts. Monitors expenditures and disbursements from library accounts, reporting as required on budget status. Recommends policy and procedure changes to Director. Prepares grant applications, supervises grants and assists in preparation of grant reports. Conducts training for volunteers and staff. Keeps current in the library field by reading and by attending professional meetings. Approves leave requests. Responsible for library supervision and administration in absence of Director. ASSISTANT DIRECTOR OF LIBRARIES PAGE TWO OF FOUR NON ESSENTIAL FUNCTIONS: Monitors and maintains financial reports. Maintains payroll and personnel records in accordance with County procedures. Develops and maintains statistics on Library usage and creates reports as needed. Assists with reference, circulation and other public services as needed. Assists users in locating materials and in operating equipment, including computer hardware and software. Approves or coordinates Library displays, decorations and signage. Reviews and edits Library publications and publicity for clarity and consistency with Library goals and policies. WORK ENVIRONMENT: Majority of work is performed inside the Library, but position requires mobility to attend meetings outside the Library and beyond normal working hours. Job functions are performed under the general supervision of the Director. CUSTOMER SERVICE: Extensive contact with professional and support staff within the Library and County government. Extensive contact with general public, including representatives of community organizations. Works approximately 25% of the time with Library customers and 75% with staff. TRAINING AND EXPERIENCE: Minimum Requirements: MLS degree from an American Library Association accredited university is required as a minimum degree. Four years experience in library work with two years experience at the supervisory level. Employee should have a strong background in technical services. Library automation experience preferred. Experience working with the public outside of a library is useful but not essential. KNOWLEDGE, SKILLS AND ABILITIES: Extensive knowledge of public library operations. Knowledge of library supervision and management principles. Ability to plan, assign, direct and review the activities of a pubic library. Ability to generate ideas for new programs or procedures. Experience in teaching or training adults. Specific knowledge of equipment and automation systems used by Columbia County Public Library. Knowledge of cataloging rules and principles Excellent oral and written communication skills. Proficiency in modern office productivity software, including work processing, spreadsheets, database management and desktop publishing. Ability to demonstrate the willingness to uphold decisions and defend questions when necessary. Ability to identify and articulate hidden aspects, unseen relationships or implications of problems, issues, and systems.
