CALL FOR PROPOSALS
The Foundation for Civil Society is an independent Tanzanian organization whose vision is to
have a Tanzania where citizens are empowered to realize their rights and engage in change
processes that enhance their quality of life.
The Foundation for Civil Society in partnership with WEKEZA is inviting applications from
officially registered non-governmental, non- partisan, non for profit organizations from Kigoma
and Tanga regions only. Expected applicant must have skills, knowledge and experience in
Education sector, Child labour and Youth Employment.
Background
WEKEZA is the Project of Support to Tanzania’s Time Bound Programme on the elimination of
Worst Forms of Child Labour in the country. The project targets regions where there is high
prevalence of child labor in agriculture (sisal and tobacco subsectors) and domestic service.
WEKEZA is funded by the USDOL Office of Child Labor, Forced labor and Human trafficking
and is implemented by a consortium of Six partners - International Rescue Committee (the lead
agency), World Vision, Foundation for the Civil Society (FCS), Tanga Youth and Development
Association, Kiota Women‘s Health and Development (KIWOHEDE) and the Institute of
Development Studies of the University of Dar Es Salaam.
1.0.
Scope Of Work
The Project is being implemented in two regions of Kigoma and Tanga. In Kigoma region,
WEKEZA will be implemented in Kigoma Municipal, Kasulu and Uvinza district. While in
Tanga region, the project targets Tanga Municipal, Korogwe and Muheza district.
2.0.
Qualifications of the targeted CSO
CSO applying for this assignment shall have the following qualifications:

Community-based, child-centered with significant experience in implementing child
protection programmes
At least five years experience in implementing education sector interventions aimed at
improving access, enrollment and retention
Familiarity with the implementation context, especially programming for vulnerable
children
Experience in developing networks and partnerships at community level
Established relationships with District Leaders and Officials

In-depth knowledge on the mechanisms of education systems and educations policy
development in Tanzania.
Proven conceptual, analytical and technical skills including the ability to provide advice
on educational policy and strategic planning and management.
Capacity to efficiently and successfully communicate (orally and in writing)
Professional experience in monitoring and evaluation of project activities and report
writing
Applicants must prove their capability to deliver project medium and short term results as
stipulated in WEKEZA three key result areas shown in this call for proposals.
Key result area 1: Civil society support targeting activities in the education sector in Tanga
region (Korogwe, Muheza, Tanga Municipality) and Kigoma region (Kigoma Municipality,
Kasulu and Uvinza Districts) – Budget limit per district USD 5,000
Expected Output are:
Output 1.1: Increased enrollment of children engaged or at risk of engaging in child labor in
formal and non-formal education
Output 1.2: Improved teaching and learning outcomes for children engaged in or at risk of
engaging in child labor in formal and non-formal education
Output 1.3: Enhanced community, and government capacity, contributions, and accountability
for education
Key result area 2: Civil Society support for Youth Employment activities in Kigoma region
(Kigoma Municipality, Kasulu and Uvinza Districts) - Budget limit USD 20,000
Expected Outputs are;
Output 3.1: Youth have the necessary skills to access or create employment opportunities
Output 3.2: Youth access market-relevant vocational training and apprenticeship opportunities
Output 3.3: Youth own and operate their own micro-franchise businesses
Key result area 3: Civil Society support for child labour awareness-raising in partnership with
FCS and KIWOHEDE in two regions; Tanga (Korogwe, Muheza, Tanga Municipality) and
Kigoma (Kigoma Municipality, Kasulu and Uvinza Districts) - Budget limit per region USD
20,000
Expected Outputs are;
Output 5.1: Improved local government capacity to deliver services to address child labor
Output 6.1: Understanding of child domestic labor and other child labor issues increased local
level
FCS would like to invite civil society organizations who meet the above qualifications to submit
Technical and cost proposals no later than April 5th 2013.

3.0.
Timelines
The assignment will last for one year initially with plans for renewal upon successful
completion. Planned start and completion dates are April 2013 to March 2014.
4.0.
Budget limit
Proposed project budget limit is USD5,000 per year for education, USD20,000 per year for Youth
Employment and USD20,000 per year for Awareness rising depending on the experience of the
CSO. The budget should be in TZS and should be detailed as per FCS grants application
guideline available at the FCS office and the FCS website
5.0.

If you consider your organisation and intervention to be eligible for support under this call for
proposal, full Application format including Annex 1-4 i.e detailed budget template, Monitoring
plan, Key performance indicators and work plan to be attached with the proposal. These

6.0.
Mode of submission
The application should be submitted in soft copy formatted in PDF or word in English
language to wekezaproject@thefoundation-tz.org
7.0.
Deadline for submission of application
Deadline for submitting applications is on or before 5th April, 2013
9.0 Assessment and Selection of application
Application will be examined and assessed by the FCS in collaboration with WEKEZA team
according to the following criteria’s;
 Relevance of intervention-relevance of the proposal to the particular needs and
constrains of the target region(s) and of target groups and final beneficiaries
 Relevance of proposal to the objective and priorities of the call for proposals
 Coherence of the intervention ,does it reflect the problem identification and analysis
 Feasibility and consistence of proposed intervention in relation to the objectives and
expected results
 Operational and financial capacity
 Effectiveness and feasibility of the intervention(is the framework clear and feasible)
 Budget and cost effectiveness of the intervention(ratio between the estimated costs and
the expected results)

Applicants will be notified by the FCS in writing on the decision concerning their application
