MINUTES OF A MEETING HELD 6th OCTOBER 2014

14/2097 TO APPROVE THE MINUTES OF THE JULY MEETING
The Minutes were approved as a correct record.
Proposed by Councillor A. Jones.
Seconded by Councillor J. Pickett.
14/2098 MATTERS ARISING FROM THE MINUTES
Minute No. 14/2051b) – stone bridge on the Horseshoe Pass. Councillor Mrs Arnold
reported that the work to repair the bridge has now been completed.
4/2099 PLANNING MATTERS
Planning Application: 27/2014/1052 – Outbuilding at Dinbren Uchaf Farm.
Conversion of existing barn to holiday accommodation unit.
There were no objections to the Application.
14/3000 FINANCIAL MATTERS
a) Accounts for payment.
The Accounts were approved for payment as on the schedule attached to these
Minutes.
b) To approve the monthly Budget as presented by the Clerk
This was duly approved.
The Clerk informed members that she had applied for and received a £30 refund from
the Audit Commission. This money is available to all town and community councils
in Wales
c) Boundary Signs
The Council agreed to fund the erection of two boundary signs at a total cost of
£786.30, this amount to come out the £1.000 Projects Budget. It was also noted that
the income budget for the cemetery is in credit and will cover the cost of the two signs
if necessary.
d) To adopt the One Voice Wales Financial Regulations
The Financial Regulations were formally adopted by the Council.

14/3001 CEMETERY
a) Cemetery Extension
The Council has received a quotation of £276 from Len Evans, Plant Hire and
Groundwork Contractor for excavating trial holes. This was accepted by the Council.
The Clerk was asked to inform the Estate and confirm that access for the digger can
be via the route used by agricultural tractors using the field. Access via the pedestrian
gate, as suggested by Mr Shuttlworth, is not possible as this gate is too narrow.
Having ascertained that the current cost of agricultural land is in the region of £10,000
per acre, the Council now needs to confirm the value put on this area of land by the
Estate.
b) Burials
The Clerk informed members that there had recently been a burial and a burial of
ashes in the Cemetery.
c) Maintenance
Chris Morris has completed the autumn tidy up and has also cleared up the sawdust
from the recently removed diseased beech tree.
14/3002 BOUNDARY SIGNS
The Clerk reported that as soon as DCC receive the cheque, (see Financial Matters Agenda
No. 14/3000c), from the Community Council the process can begin for erecting the signs.
This could take a few weeks but it is hoped that the work can be completed before Christmas.
14/3004 CHAIN BRIDGE PROJECT
The contracts have now been signed and Schemec Ltd. will be starting work this week
14/3005 COMMUNITY PROBLEMS
a) Councillor Walton reported pot-holes in the road by the Old Police House/Maes yr
Uchain Lane on the right hand side of the road.
b) Councillor Pickett reported two pot holes in the road in Pentredŵr at the turning for
World’s End.
The Clerk to report these matters to the Department of Highways.
14/3006 MATTERS FOR THE NEXT AGENDS
Speed bumps in Pentredŵr.
14/3007 CORRESPONDENCE
