MINUTES OF ENVIRONMENT, PARKS, RECREATION & AMENITY MUNICIPAL
POLICY COMMITTEE MEETING HELD ON 30TH NOVEMBER, 2010

CONFIRMATION OF MINUTES:
On the proposition of Councillor Jim Ryan, seconded by John Lawrence the minutes of
the meeting held on the 24th June, 2010 were adopted.

MATTERS ARISING:
Councillor Jim Ryan queried what the Committee was responsible for and John
Lawrence suggested the need to set out a work programme for the group to bring to
the CPG for discussion. This was agreed by Councillor E O’Boyle.
John Lawrence outlined a number of projects undertaken by the last committee:Bonfire Aversion Policy
Vending Machine Policy
Presentation on Review of the Dundalk & Environs Plan in 2008
Presentation on County Draft Sports & Recreation Strategy
Presentation on Waste Management Plan – North East Region
Presentation on Sports Centre,
Signing up to a Nuclear Free Local Authority
Dundalk Tidy Towns Committee formation
Litter Task Force
Contribution to Ashling Park/Muirhevnamor District Park Development
Councillor J Ryan queried the regulations around growing of Leyland trees in estates
and it was agreed that Elias Mumbila, Park Superintendent would prepare a report on
this. Councillor J Ryan made reference to recent bye laws in Wexford.

SCHEDULE OF MEETINGS:
Councillor E O’Boyle apologised that there was no meeting held in September and it
was agreed that four meeting would be held during the year.

WORK PROGRAMME:
It was agreed to look at the formation of a Policy for Extinguishment of Right of Ways

TIDY TOWNS COMPETITION
John Lawrence explained the workings of the Tidy Towns Committee and advised that
the Town Council & the Committee take the Comments of the Adjudicators very
seriously.

PROVISION & MAINTENANCE OF PARKS
Councillor E O’Boyle sought an update on Clarke’s Forest Park development. He
was advised that this was on hold. Deerpark Developments were to contribute
towards Clarke’s Forest
Councillor E O’Boyle queried if a fence should be provided at the Castletown River
Park – opposite Dixons. John Lawrence advised that a price for erection of a fence at
this location had been received and he would advise the members of same.
Councillor E O’Boyle advised that a client has suggested to him he would go half way
with cost of fence. There is a problem with dog fouling at this location and fencing
could eliminate this.

ANY OTHER BUSINESS
Councillor E O’Boyle asked if Smarter Travel was still alive.
John Lawrence advised that the Go Dundalk Smarter Schools was up and running.
€1m approved to improve access to schools. No decision taken by the Government
yet on Dundalk Bid for €20+ million submission.

DATE OF NEXT MEETING
It was agreed that the next meeting of this Committee would take place at 6.00pm prior
to the monthly meeting on the 22nd February, 2011.
