Historic Preservation Commission (HPC) Boston, Georgia Meeting Minutes (Oct 1, 2012) The meeting convened and was called to order at 7:11 p.m.o n August 6, 2012. Sandi Shaw was informed by the Mayor, Danny Groover, Chairman Tom D’Isepo has given the mayor a letter of resignation from the HPC. Mr. D’Isepo gave no reason for his resignation. Present: Sandi Shaw, Nancy Hoffman and Brandon were present: constituting a quorum. Ann Faulkner is recovering from medical treatment and was not present. There was no public attendance at this meeting. Sandi Shaw was appointed acting chair for this meeting by the members. Order of Business: Sandi suggested this RESOLUTION OF APPRECIATION which was adopted by the commissioners. WHEREAS, Tom D’Isepo was instrumental in researching and preparing the materials needed for the Boston City Council to establish the first Downtown Boston Historic District, and WHEREAS, Tom D’Isepo was the force behind the adoption of the Boston Historic Preservation Commission, and WHEREAS, Tom D’Isepo successfully maintained the commission’s materials on the City of Boston website, thus establishing better city government practices for others to follow, LET IT NOW BE RESOLVED that the HPC expresses appreciation to Tom D’Isepo for these contributions to the City of Boston. Sandi will propose to the City Council that they take a similar action. Sandi Shaw updated the commissioners on an informal meeting held by the request of the Mayor on September 24 with the Mayor, Danny Groover, the City Attorney, Rachel Beverley and herself to discuss how to handle contributions designated for Boston’s preservation efforts. Mr. D’Isepo was invited but did not attend. Ms. Beverley stressed that any fundraising associated with an event be done or endorsed by the city itself for liability reasons but that pure donations and grants would be received by the city and meet IRS requirements for tax deductions. The Mayor invited the HPC to send its chairman of the commission to request that the council to set up a designated fund for preservation at the next meeting. In a follow-up conversation Brent Runyon confirmed to Ms. Shaw that Landmarks can be the organization to handle fundraising for events such as a home tour designated for preservation as they have for Metcalfe. The HPC commissioners concurred with Ms. Shaw that the fundraising efforts, including a home tour, need to be postponed until spring to assure that a well-defined system is in place to accept donations. Page 1 of 2 Nancy Hoffman gave a report on her visit with Sandi Shaw to the Thomas County Historical Museum on September 26. They met with Ann Harrison, Director and reviewed Boston archives stored there. The museum offered to copy some of our historical photos and slides at no cost in trade for helping them add to their collection. Brandon Godwin said the 2007 Landmarks’ application for Historic Place, provided by Ann Harrison from the archives, will help him in his work on cataloging Boston’s historic housing stock. Additional meetings with the museum are anticipated with the goal to continuing to expand educational materials for the HPC. Tabled items: Election of new chairman, discussion of possible new members to recommend to the council, adoption of the minutes from the August meeting, and review of the welcome new owners and tenants letter.
