R3 SUPPLEMENT 2100-2004-1 EFFECTIVE DATE: June 1, 2004 DURATION: This supplement is effective until superseded or removed 2150 Page 2 of 4 FSM 2100 – ENVIRONMENTAL MANAGEMENT CHAPTER 2150 – PESTICIDE-USE MANAGEMENT AND COORDINATION 2150.45 – FOREST SUPERVISORS AND DISTRICT RANGERS Forest Supervisors shall ensure compliance with the relevant sections of FSM 2150, FSH 2109.14, and FSH 6709.11, and shall appoint a Forest Pesticide Coordinator. The Forest Pesticide Coordinator is responsible for coordinating pesticide uses and providing advice and assistance to line officers. The responsible Line Officer will: 1. Sign the approval block on Pesticide-Use Proposals, Form FS-2100-2, if delegated as defined below in 2151.04a and in FSH 2109.14 Section 13. The Forest Supervisor or the delegated line officer will approve the environmental analysis document other than in rare exceptions where the Regional Forester could retain the decision authority for an exception identified under FSM 2151.04a. 2. Maintain for the Forest a current list of certified applicators, categories in which they are certified, their certification numbers, and date of certificate expiration (Responsible Official: Forest Supervisor). 3. Ensure that a post-treatment evaluation report is completed within nine months of pesticide project completion (FSM 2155.1). Keep the post-treatment evaluation in the project folder. 4. Ensure that applicators contracted to do work on National Forest System lands are certified with the state(s) in which that Forest is located. 2151 - REVIEW AND APPROVAL OF PESTICIDE USE. Send Pesticide-Use Proposals requiring Regional Forester approval (FSM 2151.04a) accompanied by the supporting environmental analysis documentation to the Regional Forester. The environmental analysis documentation will then be submitted for review and approval by the line officer having delegated authority. The Director of Forest Health Protection will coordinate Regional Office review of pesticideuses requiring Regional Forester approval. The Regional Pesticide Coordinator will oversee interdisciplinary or specialist review for the Director as necessary. 2151.04a - Field Level Line Officers. Forest Supervisors may approve pesticide uses not specifically excluded in FSM 2151.04a. (Note: The delegation for the excluded authorities is found at R3 Supplement. 2300-99-2 Exhibit. 1 #9). To retain this authority, a Forest Supervisor must maintain expertise at the Forest level. Forest Supervisors must have a Forest Pesticide Coordinator or Specialist(s) trained and certified under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). Forest Supervisors are authorized to delegate this approval authority to District Rangers. To retain this authority, a District Ranger must maintain expertise at the District level. District Rangers must have a District Pesticide Coordinator or Specialist(s) trained and certified under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). Their certification in specific use categories will determine what pesticides may be approved by the District Ranger. Review FSH 2109.14 Chapter 10 for national direction concerning planning, concurrence, and approval requirements for all pesticide projects. 2154 - TRAINING AND CERTIFICATION. 2154.1 – Training Forest Health Protection Staff is responsible for providing or coordinating pesticide applicator certification training for Forest and District Pesticide Coordinators, Crew Leaders, and Contract Inspectors. A minimum of one regional training course per year will be conducted or made available to insure that the proper level of training is maintained. FHP Director is responsible for approving alternative courses in lieu of regional training. 2157 - PESTICIDE STORAGE, TRANSPORTATION, SPILLS, AND DISPOSAL. The Regional Office Engineering staff should be consulted for guidance concerning pesticide transportation, storage building design and construction, and disposal of pesticides. 2158 - REPORTS. 1. Pesticide-Use Report, Form FS-2100-1: Each Forest will submit a consolidated report of pesticide use for all functions (including, but not limited to range, wildlife, insect and disease, silviculture, recreation, construction, and right-of-way maintenance) during the preceding fiscal year to the Regional Office by October 1. A negative reply is required when there is no use of pesticides to report. 2. Certified Forest Service Applicator Report, Form FS-2100-4: Completed Certified Forest Service Applicator Reports are due in the Regional Office by October 1 each year. 3. Forward a current list of Forest personnel who are certified pesticide applicators to the RO by October 1 each year. Include the following information: name, certification number, categories of certification, and date of certificate expiration.
