Formal processes for managing minor infringements of order conditions include—

Community Justice Groups
Community Justice Groups developed in response to the recommendations of the Royal
Commission into Aboriginal Deaths in Custody relating to increased empowerment of
Indigenous communities. They have been introduced in a number of Indigenous
communities. One example of a Community Justice Group is Palm Island.
The Palm Island Community Justice Group was established in 1993 after an extensive
Island-wide community consultation. It is made up of respected persons from a wide
range of residents of Palm Island. It represents as much as possible the different
groupings on Palm Island.
The role of the Justice Group is to—

conduct community conferencing opportunities for juvenile offenders;
assist in dispute resolution;
provide appropriate Court recommendations;
integrate current law systems with elements of Murri Law traditions on Palm Island;
and
sponsor development ideas for at risk young persons and others.
The goal of the Justice Group is to work for a community where everyone respects family,
culture, others and themselves.
The Palm Island Justice Group meets weekly and representatives attend each court
sitting. Members act in a voluntary capacity and work in conjunction with other structures,
like Council and the criminal justice system generally, to promote the safety and security of
all Island residents.
According to the Queensland Magistrates Court Annual Report 2002-3, “magistrates refer
defendants to the justice group for its advice and recommendation. Their local knowledge
of the family and the history of the offender prove invaluable to the court when considering
sentencing options. The justice group regularly provides (oral) reports to the court.”

There is also regular liaison between the Justice Group and the Palm Island community
corrections representative. Members of the Justice Group may be involved in offender
supervision and local program delivery.
