Heifer International Job Description Job Title: Department: County Program: Reports to: Grade: Regional Program Officer-Southern Philippine Office Asia/South Pacific Program Philippines Regional Program Manager 6 Function: To provide leadership in facilitating and coordinating program development and project management in livestock husbandry and animal health according to the five-year Strategic Plan of the Philippine Country program following holistic and integrated approaches; to ensure quality of technical content and management process of the projects in the field that are undertaken by partners. Responsibilities: A. Verify new project proposals, visit proposed sites, help in deciding appropriate animal species, and work out plans for passing-on-the-gift. B. Review project proposals prior to submission to the Executive Committee for decision. C. Assist partner organizations in local purchase of livestock and shipment to project sites where appropriate. D. Organize and facilitate capacity building activities for project partners in coordination with Training Officer and Planning, Monitoring and Evaluation Officer. E. Support Regional Program Manager in developing and nurturing good working partnerships and linkages with NGOs, government agencies, local institutions, veterinary and livestock associations, and other like minded organizations. F. Follow-up timely submission by partners of reports to Heifer Philippines G. Facilitate reporting of projects by project partners. H. Assist Regional Program Manager in developing and writing concept papers and project proposals for umbrella projects. I. Identify and assess suitability of like-minded organizations and agencies as partners of Heifer. J. Operationalize the Monitoring and Evaluation plan of projects. K. Visit and monitor projects periodically in assigned geographic area to ensure effective implementation and accountability. L. Coordinate with Regional Program Manager periodic planning, monitoring and evaluation of field projects. M. Maintain regular communications and reporting to the Regional Program Manager. N. Extend social mobilization and some technical support across regional offices in inter-disciplinary manner. O. Coordinate international and local visits to the region. P. Seek continued growth in the knowledge of Heifer International programs and issues of hunger and poverty. Q. Perform other job-related duties as requested. Education and/or Experience: College graduate in Agriculture or Animal, Veterinary, environmental or social work required; plus at least three (3) years work experience in development organizations. And at least one (1) year experience in working with multidisciplinary teams. Exposure in field-based holistic programs and participatory approaches preferred. Knowledge, Skills, and Abilities: a.) Strong knowledge and experience in animal science and social mobilization. b.) Very good oral and written communication skills in English. c.) Strong knowledge and experience in project management cycle. d.) Familiarity with basic issues associated with poverty, hunger, and environment. e.) Strong leadership, facilitation, presentation and interpersonal abilities. f.) Familiarity and experience with participatory tools and techniques for holistic and integrated approaches to rural and community development. g.) Strong knowledge and skills in networking with like-minded organizations and partnership building. h.) Ability to cooperate effectively and harmoniously with project partners and like-minded organizations within region. i.) Computer proficient in word processing, spreadsheets, presentation tools, electronic mail and internet (Microsoft preferred). j.) Ability to speak some regional languages is desirable. k.) Ability and willingness to work with flexible schedule. l.) Ability and willingness to travel extensively, both domestically and internationally. m.) Excellent interpersonal skills with the ability to work cooperatively, tactfully and diplomatically with a culturally diverse group of people. n.) Ability to foster and maintain a spirit of unity, teamwork and cooperation. o.) Sensitivity in working with multiple cultures and beliefs, and to gender equity.
