No. 63-2-6594181 to 83; Fax No. 63-2-659-4183 JOB DESCRIPTION Position Unit Reports to Level : : : : Monitoring & Evaluation Officer Planning, Monitoring & Evaluation Unit (PME Unit) Planning, Monitoring & Evaluation Manager (PMEM) 7 General Function: Based in the Country Program Office, the M&E Officer will provide support to regional offices and project partners in preparing project M&E plans and processes and ensure that these are properly implemented. The Officer will also assist in ensuring regular monitoring and evaluation of projects and maintain a database system at the CPO for timely and efficient information storage, processing and sharing. Also the Officer will be responsible for ensuring that project and organizational information are packaged, disseminated and utilized by appropriate users in conformity with Heifer’s agenda, systems and procedures, and are executed in timely and appropriate manner involving key staff of the Philippine Country Program Office. Responsibilities: 1. Help develop the overall framework for project M&E, which may include parameters for monitoring of project performance, monitoring and reporting mechanisms, forms, baseline data gathering, project reviews, participatory impact assessments, feed backing workshops and data storage / processing. 2. Guide/assist/orient program staff and project partners in the process of developing project M&E systems, procedures and practices in line with Heifer practices. 3. Review the quality of existing social and economic data in the project area, the methods of collecting it and the degree to which it will provide good baseline statistics for evaluation. 4. Conduct regular monitoring of projects to update, gather and validate information and provide feedback and document best practices and impact stories from the field. 5. Help plan, organize and undertake training with regional office staff and project partners on M&E skills, PSRP, computer based-data storage and other related aspects. 6. Assist in setting out the framework and procedures for the evaluation of programs and projects. 7. Assist in the review of reports and plans submitted by regional offices and project holders. 1 8. Assist in the conduct of semester and annual project evaluation/ reviews with regional offices and project partners. 9. Guide and supervise organizations or individuals that are contracted to implement special studies, surveys or evaluation of project impacts. 10. Develop information materials about the Philippine Country Program, such as project profiles, photo exhibits, video and slide presentations, posters, calendars, etc. 11. Assist PME Manager in preparing quarterly newsletter and annual report of the Philippine Country Program. 12. Operate and maintain the website of Heifer International Philippines; 13. Set up and utilize new media technology like Facebook, Twitter, etc. in close coordination with Communication Department in HQ. 14. Assist Executive Office in preparing press releases, news and event reports and ensure transmission to appropriate media. 15. Perform other duties and responsibilities that are mutually agreeable and consistent with the spirit of cooperation that Heifer International promotes to ensure the sustainability of the Philippines Program. Education and Experience College degree in Development Management and or Communication, Computer Science, Social Science, Statistics or related fields with at least three (3) years work experience in development organizations. The candidate should have at least two (2) years experience in project M&E processes and database management and familiar with holistic and integrated development approaches. Knowledge, Skills and Abilities Strong knowledge and experience in the field of specialization Strong knowledge and skills in database computer softwares and statistical procedures and analysis as well as in word processing, presentation tools, electronic mail and internet Experience in designing, managing and maintaining websites and new media like Facebook, Twitter, etc. Experience in writing stories, photography or publications is an added advantage Knowledge and skills in computer applications appropriate for public education, publication and material production Good oral and written communication skills in English Strong knowledge and experience in project management cycle Familiarity with basic issues associated with poverty, hunger, and environment Strong leadership, facilitation, presentation and interpersonal abilities Familiarity and experience with participatory tools and techniques for holistic and integrated approaches to rural and community development Sensitivity in working with multiple cultures and beliefs 2 Ability to speak some regional languages is desirable. Ability and willingness to work with flexible schedule. Willingness and ability to travel extensively, both local and international destinations.
