GREATER MANCHESTER POLICE JOB DESCRIPTION POST TITLE: Web Manager DEPARTMENT/DIVISION/BRANCH: Corporate Services, Corporate Communications SECTION/UNIT: Web Unit GRADE: J RESPONSIBLE TO: Deputy Director, Corporate Communications RESPONSIBLE FOR: A team of Web Developers and a Web Editor and project management responsibility for a network of portfolio updaters and publishers AIM OF JOB: To develop, maintain and review Greater Manchester Police’s Internet and Intranet activity and related sites to maximise the benefits to the Force of the relevant technology and communications opportunities To develop and provide web based systems and services via the external website To take the lead in maximising the business potential of electronic communication, and other media, while complying with relevant legislation and policies MAIN DUTIES AND RESPONSIBILITIES To lead and manage the Web Unit, identifying appropriate staffing levels, supervision and deployments. To appoint and manage external contractors for the provision of web services. To manage the development of web based in-house systems and services for use on the Internet and Intranet systems, liasing with other key business areas of the Force. To represent the Force at national level at The National Police Web Managers' Group and network with other staff in similar roles. To be responsible for the ongoing development, implementation and monitoring of the Internet/Intranet Communication Strategy for the Force. Manage, co-ordinate and develop the Greater Manchester Police Intranet and Internet sites, and associated sites including development of associated policy and guidance, to maximise the effectiveness of external and internal communications. Identify and manage the development of facilities for easy site maintenance and further updates that will future proof the Internet and Intranet systems. Web Manager, Corporate Communications August 2009 To further develop the Internet and Intranet and associated new media sites as a major part of the Force's Corporate Communications Strategy. To manage and develop a range of e-services which will assist GMP in providing a better service to the Internet community. To strategically manage the Force Internet and Intranet ensuring its strategic direction meets National e-Government directives, ACPO requirements and NPIA standards. To ensure that GMP websites comply with RNIB guidelines and adheres to the Disability Discrimination Act 1995. Take editorial responsibility for website content, developing and maintaining quality control systems, to ensure data integrity/accuracy, consistency, appropriateness and timeliness of information, compliant with Force police and relevant legislation e.g. Data Protection, Human Rights. Lead a Force-wide problem-solving Intranet/Internet user group to ensure website development is co-ordinated, meets the needs of the Force and complies with the IT policy and operational strategies. Provide a full consultancy service to identify customer needs and advise on all aspects of website development, or application of other new media solutions, to meet force vision and communication objectives. Market and promote the Intranet and Internet, monitoring access to the Force website, in order to evaluate the effectiveness of the service provided and ensure target audiences are being reached. To evaluate - quantitatively and qualitatively - the use and success of the Internet and Intranet by carrying out regular web based surveys and devising relevant action plans. To proactively measure performance and carry out benchmarking with other organisations/ Forces. Keep up to date with developments in electronic communication and other new media, in order to ensure that the Force adopts the most effective means of communication available. Liaise closely with the IT Department, who have technical responsibility for the service, in order to represent the interests of users; and with members of the Corporate Communications to ensure electronic communication is integrated with other corporate communications channels. To manage a network of Intranet and Internet publishers, including ensuring the provision of training for staff. To participate and represent the branch at key Force meetings – ISSG, ISFG, GMPA meetings and other relevant meetings. To ensure that Internet and Intranet activity contributes to corporate objectives, in particular marketing communications objectives, but also operational and crime reduction activities. To manage and administer the Web Unit budget to ensure value for money. To work as part of the Corporate Communications Branch team. Web Manager, Corporate Communications August 2009 SPECIALIST KNOWLEDGE/ SKILLS AND ABILITIES Essential Desirable Knowledge of publishing techniques for Intranets and the Internet. Knowledge of a variety of internal and external communications techniques. Ability to manage and train Intranet publishers. Ability to produce material in suitable styles for Intranet and Internet use i.e. in plain language and using appropriate visual images and style. A creative and innovative approach to use of Intranets and the Internet. Awareness of how an Intranet, Extranet and the Internet can be used to achieve policing objectives. Awareness of the need for appropriate professional standards for Intranet and Internet use, including corporacy issues, and knowledge of how to develop and monitor those standards. TRAINING/EXPERIENCE REQUIRED Essential Desirable Significant management of an Intranet/Internet or a significant input into an Intranet site. Experience of publishing onto an internal Intranet for a large organisation. Experience of successfully delivering training to staff, enabling them to use Intranet and/or Internet technology. A minimum of two years’ experience of publishing onto Intranet sites or the Intranet. Experience of publishing onto Intranet sites or the Internet. Experience of producing material and designing Intranet or Internet sites using Lotus Domino. Proven experience of legal knowledge, accessibility issues and current legislation in providing web services. Experience of delivering strategic web services. Experience of developing, implementing and evaluating strategies in respect of Internet/Intranet issues. Experience of managing staff. Educated to A level standard or equivalent.
