Electronics Recycling Resources for
West Virginia Consumers
The following list of resources has been compiled by the National Center for Electronics
Recycling (NCER) to assist West Virginia consumers in finding viable options for reusing and
recycling their used electronics. The NCER provides this information as a public service and will
update the document periodically. All information provided below is subject to our disclaimer*.
Important Considerations

Reuse is Preferable, but Don’t Dump Your Junk!
The NCER encourages reuse of working, newer equipment as the first option for used electronic
equipment, and has listed several non-profit and other reuse programs below. However, many of
these programs are unable to handle broken or severely outdated equipment. It is always
advisable to call ahead to these programs to see if your used equipment meets that program’s
needs.
 Protect Your Data
If you are reusing recycling a laptop or desktop computer, your personal data could still be on
your hard drive. Most recyclers have hard drive wiping policies, but it is always in your best
interest to protect your personal information by erasing or destroying your hard drive. There are
many hard drive wiping software programs available. You can read more about the importance of
hard drive erasure as well as do a comparison of some of the more popular software programs by

1. NCER Sponsored Collection Events
Check www.ncerwv.org for locations of NCER-sponsored collection events in West Virginia. In
2006 and 2007, the NCER and its partners held events in 13 counties. Most events were held on
a Saturday for 5-6 hours.
2. Government-sponsored collections
In West Virginia, there are occasional recycling opportunities electronics run by local
governments. To find if an event is being held in your county, check the West Virginia Solid
Waste Management Board website at: http://www.state.wv.us/swmb/ecycle_info.htm.
Also, some of the state Solid Waste Authorities hold hazardous waste or spring clean-up events
and will accept broken and outdated computer and electronic equipment. Contact your local SWA

3. Donation Programs
The Tinkers Program
The Tinkers Program is operated by Parkersburg Child and Family Services, involves young
people in computer literacy and computer repair. Youth at the A.N. Gustke Shelter often take
advantage of the computer "know-how" the Tinkers offer during their stay. Those youth leaving
the shelter to return to their own homes may be able to receive free, refurbished computers to
take with them. The program accepts a minimum of Pentium III computers and working monitors,
keyboards and mice. Printers are discouraged unless they clearly work. Working hard drives,
sound cards and memory are accepted on a case-by-case basis. Contact Steve Tuck, Regional

e-Impact Program through Mission WV
The projects within the e-IMPACT program are listed below. To find out more about these

 Community Learning Labs - Funded through grants from the Appalachian Regional
Commission and the Claude Worthington Benedum Foundation, e-IMPACT is able to
provide rural communities with state-of-the-art computer labs.
 Build It, Keep It, Share It - e-IMPACT provides a youth computer education program in
rural communities throughout West Virginia. During one week training, youth are provided
with the tools, parts, and knowledge needed to build their own computer. At the end of
the training, the student is able to take the computer home with them.
 Technology Academy Small business owners and those looking to start an online
business can learn how to move into the world of e-Commerce at an upcoming training in
your community. The workshop will take small business owners step by step through a
learning process that will emphasize how to develop a profitable e-Commerce solution for
their business.
PCs For the People (Reuse Industries)
ReUse Industries is an Athens, OH based organization (within close proximity to Wood County
WV). They accept donations of used computers and components, which will be cleaned and
repaired (if necessary) on site, then put on sale to the public at a fraction of the cost for
comparable new equipment. PCs To The People is on the hunt for Windows-capable PCs
(Pentium III/equivalent or better), working monitors (17" or larger), keyboards, mice, and Internetcapable modems. They are also interested in working components such as standard RAM chips,
IDE hard drives, 3.5 inch floppy drives, CD/DVD drives, power cords, and the like. To donate,

4. Private company collectors
Although private recyclers prefer to handle larger quantities of equipment from business and
institutional customers, some will also handle smaller quantities from individuals.

5. Non-profit Collectors
Non-profit organizations such as Goodwill and the Salvation Army usually accept used electronic
equipment in working condition. However, it is always helpful to call ahead to ask if the
organization accepts the device you are interested in donating. Many times, these non-profits are
given equipment that cannot be resold or donated, which puts an extra financial burden on them
when they are forced to pay for proper disposal or recycling. Older computers (more than 5-7
years old) are many times not accepted by these organizations.
Goodwill of Kanawha Valley
Goodwill now accepts all non-working or outdated computers and components, printers, scanners
or fax machines and cell phones at Goodwill Industries of Kanawha Valley Inc. at 215 Virginia
Street, West Charleston, WV 25302. Contact Tim Morris, VP/COO, at 304-346-0811 with any

(and all accessories – mouse, keyboard, speakers), monitors, printers, fax machines, and cellular
telephones. At this time they are not capable of taking non-functioning televisions or Computer
Monitors with lead. Items that are not refurbished are dismantled and sent for recycling. GoodWill

Goodwill Industries of Pittsburgh, PA (for those in northern WV):
Goodwill Computers is a distinctive used-computer store conveniently located at 2600 East
Carson Street on Pittsburgh's South Side. It offers low-cost rebuilt computers, computer parts and
computer accessories. To donate your computer or computer related items, you can go to any of

eCycle program accepts all non-working or outdated computers and components, printers,
scanners or fax machines and cell phones at each of its retail stores and donation centers or at
the Industrial Contracts Center at 525 19th Street West, Huntington. For customers who simply
want a clean computer slate, Goodwill will clean computer hard-drives at $10 per computer.
Although the 8:00 am to 4:00 pm drop-off service is free, businesses may call the center
(304/429-3261) to discuss quotes for on-site equipment pick-up.

LG Take Back Program: One location in WV where up to five items bearing the LG,
ZENITH and or GOLDSTAR can be dropped off for free. Other brands can be dropped

Samsung Recycling and Take Back Programs: One location in WV accepts all
Samsung-branded consumer electronics ranging from televisions, DVD and VHS players,
audio equipment and home theater systems, to mobile phones, cameras, camcorders,
computer monitors, printers, and peripherals. Non-Samsung products may be accepted
as well for a fee.

MRM Manufacturer Program: Locations in WV will accept Panasonic, Sharp and
Toshiba brand consumer audio and video electronics products for recycling. Most MRM
drop-off sites accept all types and brands of consumer electronics for recycling. There
may be a charge for recycling other brands or products. At some locations, consumers
will need to obtain a voucher to drop off accepted manufacturer electronics. Please visit

Best Buy: As of February 15th, all Best Buy stores, including the three located in WV, will
accept most consumer electronics, including TVs under 32”. Best Buy charges $10 for
TVs, CRTs, monitors and laptops, which is offset with a $10 gift card. In addition, Best
Buy allows individuals to drop off old cell phones, inkjet cartridges and rechargeable
batteries for recycling with a drop box in the entryway of each store. The same drop box
provides self-mailer envelopes and labels for people who wish to send in their old inkjet
and toner cartridges from home.
