The Tender Document is non transferable and Tender document fee non refundable. Post/Speed Post then the same should be addressed to Stores and Purchase Officer, Room No.52, IICB, 4 Raja S.C.Mullick Road, Jadavpur, Kolkata -700 032, and must ensure that the same should reach here before the closing date and time. IICB will not be responsible for receipt of late quotations through postal delay, etc. beyond the closing date and time. 3. QUOTATIONS MUST ONLY BE SUBMITTED ON OUR FORM (ANNEXURE B). You may enclose the same with your cover letter on your letter head. Self designed formats not matching with our specified Annexure B Form will be summarily rejected. Quotations will be opened on appointed date and time and all bidding parties are requested to be present at the time of opening of bids. Quotations will also be opened even if no bidder is present before Tender Opening Committee. 4. Earnest Money for lots of Annexure A is as under. Scrap Lots EMD Amount LOT 1 Rs. 75,000/LOT 2 & 3 Rs. 50,000/5. Parties must quote separately for each Lot. Combined Offers will not be accepted and bids of those offering combined price without separate lot wise price will be rejected summarily. 6. Firms should submit separate EMD for each lot in the shape of Demand Draft or Pay Order of a scheduled nationalized bank in favour of Director, IICB payable at Kolkata. Quotation received without EMD will be rejected summarily. Also offers of Firms not submitting separate EMD’s for each lot may also be rejected. EMD of un-successful bidders will be refunded within 10 days from the date of Award Letter and the EMD of Successful Bidder will be refunded only after the lifting of materials from IICB premises. The EMD of successful bidders will be forfeited if: a. They refuse to honour their bid/withdraws it after opening. b. Fails to submit the balance bid amount within the stipulated time period. c. Fails to lift the material within the stipulated time after depositing full bid amount. 8. The Tenderers whose offer is accepted by IICB should deposit should deposit 25% of the requisite amount in the form of Demand Draft/Pay Order within three days from the receipt of Award Letter and take delivery of materials within 07 days from the date of deposit of balance amount. This is important as lifting of scrap has to be done in a time bound manner. 9. If the Highest Bidder fails to pick up the materials then offer will be sent to the 2 nd Highest Bidder will be asked to match the price of the Highest Bidder and take delivery of the materials. Successful Bidder is liable to remove all the materials from IICB premises. at their own cost. If any, theft/fire/damage or any other type of mishappening occurs while removing the materials from IICB Premises, the same will be the full responsibility of the bidder and will be required to be borne by the him. IICB shall not be responsible for loss, damage or deterioration of the material due to any cause whatsoever thereafter. 12. Some of the items may require cranes for removal. Arrangements for cranes, manual labourers or any other item/services necessary for removing the materials has to be made by the Bidder, IICB will in no way help in the procurement of labourers, cranes or other machineries or bear any cost towards hiring of the same. 13. IICB reserves all the rights of withdrawing from sale any material at any stage without assigning any reason thereof. 14. Bidders shall quote rates both in figures and words, for each un-serviceable lot basis. When there is difference between the rates in figures and in words, the lower of the two shall be considered for the purpose of inter-se bid comparison. 15. Director, IICB reserves the right to accept in whole or any part of any quotation or to reject any or all the quotations without assigning any reason thereof. 16. Deviations in any terms and conditions mentioned at any stage are not acceptable. 17. Un-solicited bids would not be considered. 18. The materials will be allowed to be lifted between 11.00AM to 3.30PM on any working day. No picking, choosing, counting, matching/tallying with lists etc or sorting will be allowed in the premises for the disposal lots as the lots are being offered on ‘AS IS WHERE IS BASIS’. Whole lot would have to be picked up and a receipt for the same will have to be submitted before taking the delivery. 19. The lots will be awarded to the highest Bidder, meeting/exceeding the reserve price fixed by Director, IICB. If the highest bidder fails to remove the material by the stipulated period, IICB reserves the right to award to the next highest bidder. Director, IICB reserves the right to revise the reserve price. 20. The address given in the Tender shall be deemed to be the Purchaser’s address and correspondence sent on that address shall be considered to have been delivered to the Purchaser. No claim will be entertained for the reason of forfeiture of the sum deposited, in case the correspondence is returned back “Un-Delivered”. 21. The person authorized by the Purchaser will be allowed to take delivery. 22. The quotations submitted should be valid for a period of 45 days from the date of opening of bids.
