Summary of the broad purpose of the position: The ITS Electronics Technician is accountable to the Unit Manager, ITS Infrastructure for: project managing technically complex ITS installation and maintenance projects, in particular closed circuit TV and ITS communications systems project managing the installation and/or maintenance of metropolitan and country traffic signal, ITS and miscellaneous electronic infrastructure as required undertaking the assessment and testing of ITS equipment or concepts, development of tender documents and assessing contract tenders for ITS equipment providing assistance/support to the ITS Maintenance group and electronics workshop, as required which contributes to the achievement of Corporate and Agency objectives. 2. Reporting/Working relationships The ITS Electronics Technician: reports to the Unit Manager, ITS Infrastructure Electrical Assets Section has close working relationships with engineering, technical, administrative and operational staff, in particular the Supervisor ITS Maintenance Group supervises staff from time to time as required liaises with a range of customers, suppliers and stakeholders, including specialist Sections within the Agency, government and private service providers, Local and interstate Government, Police and members of the public 3. Special Conditions The position is located at the Electrical Assets Section, Walkley Heights. Must be available to provide support outside normal office hours and some interstate and intrastate travel may be necessary. Field work will be necessary, including working at heights and in confined spaces, and the incumbent is required to be physically capable (carrying and installing heavy electronic equipment, removing equipment from vehicles, and carrying to worksite, etc). Contribute to the installation and operation of Intelligent Transport Systems by: a) undertaking or providing specialist technical services in the evaluation of concept plans, development of tender documents and assessment of contract tenders for ITS equipment b) project-managing ITS projects comprising complex technical components, particularly closed circuit TV and ITS communications systems c) investigating emerging ITS technologies, planned and existing ITS assets, and proposing improvements where required. Contribute to the safe, efficient and effective maintenance of Intelligent Transport Systems, Rural Traffic Signals Networks and various electronic systems by: a) undertaking timely investigation, analysis, modification, testing and repair of Intelligent Transport Systems, miscellaneous electronic systems and devices b) developing and implementing an effective maintenance and fault response programme for CCTV, ITS and miscellaneous electrical/electronic infrastructure by effectively utilising both Departmental and contract resources c) project-managing maintenance programmes, maintenance contracts, and providing technical advice/training as required d) developing and maintaining an effective asset management database CCTV assets. Essential Minimum Requirements 1. 2. Educational/Vocational Qualifications a) Possession of a recognised qualification approved as being appropriate to the career group or the classification standards (e.g. Diploma or Advanced Diploma in Electrical/Electronics). b) Accreditation from the Australian Communications & Media Authority (e.g. Cabling license) or equivalent. Personal Abilities/Aptitude/Skills/Experience/Knowledge a) Proven experience in the area of ITS infrastructure design, maintenance and fault diagnosis, including: diagnosing and repairing electronic faults up to a complex level, and documenting work in a clear and precise manner communications and data cabling, to a level which would allow Australian Communications & Media Authority (ACMA) accreditation to be achieved installation, maintenance and/or fault finding of video, CCTV, data acquisition and/or process control/monitoring systems (e.g. SCADA, PLC based systems). b) Proven knowledge of the principles and practices of the Electronic Industry and standard electronic design, manufacturing, maintenance and fault finding techniques. c) Sound experience in producing comprehensive documents such as contract documents, system appraisal/condition reports, etc. d) Demonstrated interpersonal and verbal and written communication skills including the ability to successfully liaise, negotiate and establish good working relationships with a range of people that assists in gaining their cooperation and support. e) Proven ability to investigate and analyse technically complex problems, formulate and implement solutions, exercise technical judgement where procedures are ill-defined and learn new technologies. f) Demonstrated ability to work under limited technical direction, as an individual or member of a team, work with initiative, drive and flexibility, make sound and timely decisions and to plan, organise and coordinate work to achieve results to specified time, cost and quality criteria, often in an environment of conflicting priorities. g) Sound working knowledge of personal computers, computer systems and office software including Excel and Word. h) Demonstrated commitment to the principles and practices of Equal Employment Opportunity, Customer Service and Ethical Conduct, and an understanding of, experience in, and ability to manage to the spirit and principles of the Premier’s Safety Commitment and the legislative requirements of the Occupational Health Safety and Welfare Act, utilising AS/NZS 4360 Risk Management, or to an equivalent set of standards.” 3 ITS Electronics Technician TGO3 2. Personal Abilities/Aptitude/Skills/Experience/Knowledge a) Possess flexibility and the ability to make decisions and develop and adopt work practices to meet changing work requirements and situations. b) More detailed knowledge or experience related to electrical/electronic systems such as: Electronics design and manufacturing and other communication systems and technologies including hard wired and radio voice and data networks. Traffic signal and road lighting installation and maintenance including cable location technology and practices. Intelligent Transport Systems, particularly the Adelaide Coordinated Traffic System (ACTS) or similar. Mechanical and metalwork design and fabrication for one-off or short run requirements, such as brackets, equipment frames, enclosures, switching mechanisms, etc. Electronic vehicle detection, monitoring and/or classification systems.
