MINUTES OF A REGULAR MEETING OF
THE BOARD OF TRUSTEES OF THE VILLAGE OF AIRPORT DRIVE, MISSOURI
A regular meeting of the Board of Trustees of the Village of Airport Drive, Missouri was held
October 22, 2015 at the Village Municipal Building.
Chairman Paul Surgi called the Board of Trustees to order at 7:05 p.m. Members present were
James Paul, Terry Myers and David Bozung. Village Clerk Sue Hirshey was present to take the
minutes. Deputy Village Clerk Marilyn Thomas, Village Attorney Chuck Brown, Village
Engineer Jerald Norton, and Jasper County Deputy Paul Soole were also present. Franklin Stine
and Sergeant Melissa Roughton were absent. All present gave the Pledge of Allegiance to the
Flag of the United States of America. Attorney Brown gave the invocation.
MINUTES
Minutes of the Board of Trustees meeting held on September 24, 2015 having been previously
provided to the Board of Trustees, were discussed. Trustee Paul motioned to approve the
minutes previously provided. Trustee Myers seconded the motion. Motion passed unanimously.
TREASURERS REPORT
Clerk Hirshey presented the Treasurers Report: Board was provided Balance Sheet by Fund,
Cash Receipts Control Report, Combined Check Register, Accounts Payable Control Report,
Payroll Calculation Report, Current Statement of Revenues and Expenses, Recap of Sales Tax
Year to Date, Open Building Permits in Process, Open Variance/Zoning Deposits, and Carl
Junction Sewer Costs Worksheet. Trustee Bozung motioned to approve the Treasurers report
and to pay the bills. Trustee Myers seconded the motion. Motion passed unanimously.
PETITIONS AND COMPLAINTS
The Board reviewed bids to trim the trees hanging into the Village streets.

Trustee Paul motioned to accept the lowest bid from Coss Tree Service. Trustee Bozung
seconded the motion. Motion passed unanimously. Mr. Coss asked about the time frame to
complete the job. Trustee Surgi instructed Mr. Coss to finish before the end of the year.
Richard Salzer, President of the Jasper County Public Water District #1 spoke with the Board
regarding an easement for the drainage project in Fountain Estates. Engineer Jerald Norton had
submitted the plans to the Jasper County Water Board to construct a berm and grass swale on Lot
11 in Phase 3 to direct water into Cottrell Court. Mr. Salzer reported no water lines in the
proposed area and the Water Board had no objections to the plans. Mr. Norton agreed to prepare
paperwork for the easement for the Water Board’s next meeting on November 11, 2015.
Ryan Schoenfeld, owner of Airport Drive Express Lube at 5462 North Main Street Road,
explained his plans to increase the area paved on his lot to be able to sell used cars. Attorney
Brown stated the property was zoned correctly, but a Special Use Permit would have to be issued
by the Board of Adjustment to sell cars. Engineer Norton spoke on the need for water retention
area if all of lot would be covered by concrete or asphalt. Attorney Brown stated he would
make arrangements for a Board of Adjustment meeting.

COUNCIL BILLS
A council bill to place limitations on the retail sale of methamphetamine precursor drugs
was discussed. A prescription would be required to purchase all forms of pseudoephedrine,
pseudoephedrine hydrochloride and all combinations of the chemicals. The council bill
presented was based on an ordinance pass by the City of Joplin. The Board asked Attorney
Brown to draft a council bill similar to Webb City’s for review at the November meeting.
A council bill amending Chapter 210, to permit public displays of fireworks for public or
private displays by a licensed operator, only with Board approval, was discussed. Trustee
Bozung motioned to have the first reading of Council Bill 18-15 by title only. Trustee Myers
seconded the motion. Surgi; yea, Paul; yea, Bozung; yea, Myers; yea. Attorney Brown read
Council Bill 18-15 by title only. Trustee Myers motioned to approve the first reading of Council
Bill 18-15 by title only and have the second reading of Council Bill 18-15 by title only. Trustee
Bozung seconded the motion. Surgi; yea, Paul; yea, Bozung; yea, Myers; yea. Attorney Brown
read Council Bill 18-15 by title only. Trustee Paul motioned to approve the second and final
reading of Council Bill 18-15 by title only and adopt Ordinance 18-15. Trustee Bozung
seconded the motion. Surgi; yea, Paul; yea, Bozung; yea, Myers; yea. Ordinance 18-15 was
adopted.
OTHER BUSINESS
Two proposals from Enviroline Co. Inc. were discussed. The first proposal dated September
14, 2015 was to modify the Fountain Road lift station from a simplex to a duplex. The amount
of the quote was $3663.00 and included installation of a second WG20-21 2hp, 230v,1ph Myers
Grinder Pump and control panel. The second proposal was for the following equipment only:
WG20-21 2hp, 230v, 1ph Myers Grinder Pump $1680.00, Start Kit $200.00, and SM25NO Float
Switch 55.00, at a total cost of $1935.00. Trustee Bozung motioned to accept the first proposal,
to have the pump installed. Trustee Myers seconded the motion. Motion passed unanimously.
El Charros Restaurant had picked up an application for a liquor license. Clerk Hirshey asked if
the Board would like to increase the number of “By the Drink” liquor licenses for future use.
Trustee Bozung wished to take under advisement, no action taken.
Attorney Brown and Engineer Norton noted their approval of the Wal-Mart Neighborhood
Market sewer relocation and accepting the new sewer line and easement. Trustee Myers
motioned to release the existing sewer easement; and to allow the temporary check dams A & B,
built according to submitted plans, to remain as permanent features. Trustee Bozung seconded
the motion. Motion passed unanimously.
Task Order 15-05 was discussed. Trustee Bozung motioned to approve Phase 1 of Task Order
15-05, to inspect 78 manholes, pull the lids, look for debris, check for infiltration, determine the
GPS location and reseal the lids for $8000.00. Trustee Paul seconded. Motion passed
unanimously.
CLERK’S REPORT
Budget meeting set for November 5 at 6 pm. Residents Keith Stammer, Heather Couk, Mark
Rains and Janie Liles plan to attend. Packet will be distributed October 26th. Trustee Myers
was unable to attend. Residents Mark Johnson and Debie Heckart were also unable to attend.
Sonic re-opened on Saturday, October 17, 2015.

Carl Junction will pick up leaves for the same rate as last year, $104.53 per hour for the smaller
truck and $117.03 for the larger truck. Last year the Village paid $2133.22 for leaf pick up.
Trustee Paul motioned to request the City of Carl Junction to pick up the fallen leaves for this
year. Trustee Bozung seconded the motion. Motion passed unanimously.
Empire District Electric’s Community Development Manager reported no known guideline to
number of lights on a street, totally up to customer. Joplin’s policy is to place a light at
intersections and on any block longer than 300 feet.
Property at 5175 Cottrell Court was mowed by Marvin Heckart. A statement for the amount due
of $30.00 was sent to property owner on October 7, 2015, payment was received October 19.
A suggestion had been made to put outdoor Christmas lights on the Municipal Building.
Trustees Paul motioned to have Clerk Hirshey purchase Christmas Lights and ask Marvin
Heckart to install them on the outside of the Municipal Building. Trustee Bozung seconded the
motion. Motion passed unanimously.
Trustees Paul and Bozung agreed to monitor road conditions regarding scheduling snow
removal. The Board instructed Clerk Hirshey to contact Justin Garvin to confirm he would still
plow the snow for the same rate as last year, $995.00 each time all streets were plowed.
Southwest Regional Workshop “How to Avoid Trouble” was to be presented by the Missouri
Municipal League in cooperation with the Mel Gilbert Law Firm in Ash Grove on October 29th.
Chairman Signature was required on documents in Green Folder. Communications: Items in
Gray Folder for information and possible discussion was available.
REMINDERS
Board of Trustee Work Session and Regular Meetings, November 19, at 6:30 p.m. and 7:00 p.m.
respectively.
Chairman Surgi will be unavailable for one to two weeks starting November 9th.
The office will be closed on Wednesday, November 11, 2015 in observance of Veteran’s Day.
ADJOURNMENT
Trustee Myers motioned to adjourn meeting. Trustee Bozung seconded the motion. Motion
passed unanimously. Meeting adjourned at 8:15 p.m.
