EXPRESSIONS OF INTEREST ARE SOUGHT
by the Parish of St Helier from a recycling partner capable of finding environmentally sound and
cost-effective end uses on- or off-Island for the recycled materials it is producing at its depot at
Mont a l'Abbé.
The Parish of St. Helier has been running a trial 'zero waste' recycling scheme in the Havre des Pas
area for over three years. At present, the recycled materials collected are delivered to various local
recycling companies, while the kitchen waste collected is being processed into compost at the
Parish depot. Details of the outputs of this trial and the recycling rates achieved are available from
the Parish.
Between July and October 2010 the Parish is proposing to trial a new scheme of approximately
twice as many dwellings, which will result in the production of five types of recyclables. These
will be presented in clean dry bales at the Parish depot at Mont a l'Abbé, ready for onward despatch
to environmentally sound end-users on- or off-Island. Subject to the trial being successful, it is
intended to extend the collection of recyclables across the whole parish, with the following potential

The Parish is seeking a recycling partner to be responsible for the transport of its recyclables to endusers both during the period of the new trial and for a negotiable period afterwards.
In assessing any expressions of interest the Parish will take into account the financial proposal, ie,
revenue from sale of recyclables less transport costs, any relevant environmental considerations, eg,
carbon footprint, end uses of materials, etc., and the sustainability and reliability of the proposal.
