MINUTES OF A REGULAR MEETING OF THE BOARD OF PARK COMMISSIONERS OF DECATUR PARK DISTRICT, MACON COUNTY, ILLINOIS, HELD AT DECATUR PARK DISTRICT ADMINISTRATION OFFICE 620 E. RIVERSIDE AVENUE, DECATUR, ILLINOIS AT 12:00 NOON ON THE 2nd DAY OF SEPTEMBER, 2015 The Board of Park Commissioners of Decatur Park District, Macon County, Illinois, met in a regular session on Wednesday, the 2nd day of September, 2015 at the hour of 12:00 Noon at the Decatur Park District Administration Office, 620 E. Riverside Avenue, Decatur, Illinois at which time and place there were present the following officers and members of said Board: Jack Kenny, President Bob Brilley, II, Vice President Chris Harrison, Commissioner Stacey Young, Commissioner Absent: Chris Riley, Commissioner A quorum of the members of the Board of Park Commissioners being present, President Kenny called the meeting to order and declared the Board to be in session for the transaction of business. The Pledge of Allegiance to the Flag of the United States was recited. NO. 15616 A motion to approve items 1 - 4 on the Consent Agenda was made by Commissioner Young and seconded by Commissioner Harrison. Upon call of the roll all voted aye. 1. 2. 3. 4. Minutes of the Previous Meeting Approval of the Purchase of a Boom Lift Approval of the Purchase of a Replacement Vehicle Bills for Approval DISCUSSION Commissioner Brilley asked for clarification regarding the bid process/buying locally versus State bid purchasing. Local dealers are aware of the State bid prices and are given the option of submitting a bid. The Park District does buy locally whenever possible, and staff reviews all options prior to bringing a proposal to the Commissioners for approval. Commissioner Brilley requested local prices as well as the State bid price on future vehicle purchase requests. CHIEF FINANCIAL OFFICER Staff has been busy working through the process of setting facility fees, bonds and taxes. These will be brought to the Commissioners in the fall. RECREATION & FACILITIES Fit 4 Fall began yesterday at the DISC. Anyone purchasing a new pass may enjoy 15% off through October 31. Decatur Games starts September 14. Twelve teams have registered so far, and our goal is 15. There are a variety of activities not just athletics. This is a great community event. Grandparents’ Day is September 13. With a paying child, grandparents can celebrate the day with discounted rates at Scovill Zoo and Overlook Adventure Park. MidState is bursting at the seams with the MYSL program. As of the end of August, 353 individuals have registered. Ten MidState club teams went to St. Louis for a tournament, with one team winning its division. Friday, September 4 is Swing Night from 7:00 – 9:00 at the Nelson Park large pavilion. GOLF Nine After 5 had modest numbers on the first night, August 20. However, 29 enjoyed the event last Thursday. The courses remain playable. Staff has been reseeding at Hickory Point and Red Tail Run. The creek at Hickory is dry and all holes should remain playable for the upcoming girls’ State tournament. Monticello High School hosted the “Sages Preview” on August 22 in preparation for the girls’ State tournament. They had 101 girls for this nice event! The Zoysia grass is in its second season at Scovill, with moderate success. Some areas are not growing as expected, and the seed company is looking into it. The wet month of June did not help, as Zoysia needs hot, dry weather. OPERATIONS The dry weather does help staff get projects done. Staff has been busy with tree trimming and filling playgrounds with safety surfacing. At the Beach House, the railings are almost done. This will complete the perimeter and Phase One will be done. Staff completed the replacement of roof deck boards last week at the Rotary Park pavilion. The two new Marley dance floors have been completed at the Arts & Recreation Center. Staff has been busy at the smaller parks, pulling out old playground equipment and poles and removing unused concrete. Much of the equipment was from the late 1980s – early 1990s and past its useful life. PDRMA does not recommend that it be given away. Staff takes the steel to be recycled. Work at the skate park continues. Some of the boards have become brittle and soft and need to be replaced. Staff will be checking to see if the framing supports in the substructure need to be reinforced, as well. AIRPORT The new north entrance doors are in and working very well. Staff has been busy mowing and edging in anticipation of Farm Progress Show traffic. Today may be a record day for the Airport, as planes are everywhere! ATTORNEY BOOTH There is a need for a closed session to consider pending litigation and two matters regarding the sale and/or lease of property. COMMISSIONER COMMENTS Commissioner Harrison heard great comments from people as he drove them in golf carts to their booths at the Farm Progress Show. He picked up many who had not been to Decatur. They were appreciative of the treatment they received while here. Zoo-rific Evening was spectacular! Great job by staff! Commissioner Harrison made and Commissioner Young seconded a motion that the meeting move into closed session to consider pending litigation and two matters regarding the sale and/or lease of property. All voted aye and the meeting moved into closed session at approximately 12:35 p.m. When the Commissioners returned into open session, Commissioner Young made and Commissioner Brilley seconded a motion that the meeting adjourn.
