PREPARATION AND SUBMISSION OF BIDS 1.1 BIDDER IS SOLELY RESPONSIBLE TO SEE THAT ITS BID IS SUBMITTED IN PROPER FORM. BIDDER'S FAILURE TO FOLLOW THESE INSTRUCTIONS MAY CONSTITUTE CAUSE FOR REJECTION OF THE BID. 1.2 Sho-Me is making available to all Bidders a copy of all bid documents on www.shometech.com/sho-me-mo. Bidder should prepare their bid on the spreadsheet provided and submit their bid to RFP@shometech.com along with any necessary supporting material. Bidder should not send any promotional literature that is not specifically responsive to this RFP. 1.3 Each bid shall contain the following: 1. The bid transmittal form. 2. The spreadsheet(s) that include the details of the bid. 3. For attachments that require a Bidder’s signature, the following shall apply: (a) For bids by partnerships, signature with the partnership name followed by the signature of one or more of the general partners authorized to bind the partnership and a list of the names and addresses of all partners. (b) For bids by corporations/limited liability companies, signature with the legal name of the corporation/limited liability company followed by the signature and designation of the corporate officer(s) authorized to bind the corporation/limited liability company and a designation of the state of incorporation/formation. (c) The name of each person signing shall be typed or clearly printed below the signature. Upon request, Bidder shall furnish to Sho-Me satisfactory evidence of the authority of any person who signs on behalf of a partnership or corporation. 1.4 Each Bidder shall quote on all items in the Bid Schedule including options and addenda, if any, unless otherwise expressly stated in the Bid Document. Sho-Me will not entertain partial bids, unless the Bid Document expressly so provides. If the Bid Document states that certain items are optional, Bidder shall insert the words "no bid" in the space provided for any optional item on which it makes no bid. -3- 1.5 PROPOSALS FOR THIS PROJECT MUST BE MARKED “BID DOCUMENT ID SMM010” AND FILED WITH RFP@shometech.com BY 3:00 P.M. CDT, MONDAY, MARCH 28, 2011 (“BID DUE DATE”). BIDS RECEIVED AFTER THE BID DUE DATE WILL NOT BE CONSIDERED OR ACCEPTED. 1.6 Sho-Me reserves the right to provide addenda(s) or extend the Bid Due Date. ShoMe will provide any addenda(s) or give notice of the Bid Due Date extension on its web site www.shometech.com/sho-me-mo. 1.7 Subcontractors: 1. Any subcontractors utilized by the Bidder in execution of the project must be clearly expressed in the proposal. 2. Sho-Me recommends the utilization of small businesses, minority-owned firms, and women’s business enterprises, to the fullest extent possible, for any required subcontracting. 2. QUALIFICATIONS OF BIDDER Bidders and all subcontractors must accept the following criteria to be considered a responsible bidder and qualified to receive payment from funds authorized through The American Recovery and Reinvestment Act of 2009 (“ARRA”). The bidder must comply with the following: Bidders for a lower tier-covered transaction (except procurement contracts for goods and services under $25,000 not requiring the consent of a DoC (Department of Commerce) official) are subject to 15 CFR Part 26, therefore, applications for a lower tier covered transaction must include a Form CD512, “Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion-Lower Tier Covered Transactions and Lobbying”, completed without modification. The attached Form CD512 must be executed and included with the response to this RFP. 3. RESPONDENT RESPONSIBILITIES 3.1 Insurance - Workers' compensation and employers' liability insurance, as required by law, covering all its employees who perform any of the obligations of the Bidder under the contract is required. If any employer or employee is not subject to the workers' compensation laws of the governing state, then insurance shall be obtained voluntarily to extend to the employer and employee coverage to the same extent as though the employer or employee were subject to the workers' compensation laws. The Bidder, at its own cost and expense, shall procure and keep in force during the entire term of this contract, a policy or policies of insurance to insure and protect Sho-Me from all risks of liability assumed by the Bidder under this agreement, with limits of $1,000,000 as to any one claim and $1,000,000 as to any one occurrence for property damage, and with limits of $1,000,000 as to any one claim and $2,000,000 as to any one occurrence for personal injury and death. The Bidder shall deliver a proper certificate or certificates confirming said policy and coverage to Sho-Me and give Sho-Me a minimum 30 days notice in the event of cancellation. -4- Sho-Me shall be named as Additional Insured on all required policies of insurance. 3.2 Signage Requirements – It shall be the Contractor’s responsibility to display signage per the BTOP requirements found at: http://www2.ntia.doc.gov/files/Signage_Guidance_071310.pdf All award recipients from all funding rounds are required to display the Recovery Act logo on signage at construction sites. The July 2009 and January 2010 BTOP Notices of Funds Availability state the following requirement: All projects that are funded by the Recovery Act shall display signage that features the Primary Emblem throughout the construction phase. The signage should be displayed in a prominent location on site. Some exclusions may apply. The Primary Emblem should not be displayed at a size less than six inches in diameter. Sho-Me Technologies will provide the Recovery Act logo signs to the Contractor. 3.3 Bid Bond - For Contracts in excess of the simplified acquisition threshold, $150,000, a bid guarantee from each bidder equivalent to five percent of the bid price is required. The “bid guarantee” shall consist of a firm commitment such as a bid bond, certified check, or other negotiable instrument accompanying a bid as assurance that the bidder shall, upon acceptance of his bid, execute such contractual documents as may be required within the time specified. 3.4 Performance Bond - For Contracts in excess of the simplified acquisition threshold, $150,000, a performance bond on the part of the contractor for 100 percent of the contract price is required. A “performance bond” is one executed in connection with a contract to secure fulfillment of all the contractor's obligations under such contract with sureties listed by the United States Treasury Department as Acceptable Sureties. 3.5 Binding Authority - The Bidder shall have no authority to act for or bind the company and shall act for itself alone, it being the intention of this contract that the Bidder shall be and remain an independent Bidder and that nothing herein contained shall be construed as inconsistent with that status. As an independent Bidder, Bidder shall have no recourse whatsoever against Sho-Me for any loss, cost, expense, or damage arising out of any of the provisions or requirements of this agreement or Bidder's activities under this agreement. 3.6 Assignment or Subcontracting - The Bidder shall not assign or subcontract this agreement or any part thereof or sublet any of the work to be performed hereunder by the Bidder without first having obtained the written consent of Sho-Me. 3.7 Vehicle Safety - Sho-Me encourages contractors to enforce on-the-job seat belt policies and programs when operating company owned, rented or personally-owned vehicles. 3.8 Drug Free Workplace - All Contractors must maintain a Drug-Free Workplace according to “Governmentwide Requirements for Drug-Free Workplace published in the Federal Register on November 26, 2003, 68 FR 66534 3.9 Access to Records - For all negotiated contracts, except those for less than the simplified acquisition threshold, $150,000, awarded by Sho-Me; Sho-Me Technologies, the DoC, the Comptroller General of the United States, or any of their duly authorized representatives, shall have -5- access to any books, documents, papers and records of the contractor which are directly pertinent to a specific program for the purpose of making audits, examinations, excerpts and transcriptions. 3.10 Payment Bond – For Contracts in excess of the simplified acquisition threshold, $150,000, a payment bond on the part of the contractor for 100 percent of the contract price is required. A “payment bond” is one executed in connection with a contract to assure payment as required by state of all persons supplying labor and material in the execution of the work provided for in the contract with sureties listed by the United States Treasury Department as Acceptable Sureties. 3.11 Davis-Bacon Act, as amended (40 U.S.C. 276a to a–7)—All Contractors awarded construction contracts awarded of more than $2,000 must be in compliance with the Davis-Bacon Act (40 U.S.C. 276a to a–7) and as supplemented by Department of Labor regulations (29 CFR part 5, “Labor Standards Provisions Applicable to Contracts Governing Federally Financed and Assisted Construction”). Under this Act, contractors shall be required to pay wages to laborers and mechanics at a rate not less than the minimum wages specified in a wage determination made by the Secretary of Labor. In addition, contractors shall be required to pay wages not less than once a week. Department of Commerce Form CD-512 4.3 If a Bidder finds discrepancies in or omissions from the Bid Document, or if the intent or meaning of the Bid Document is unclear, obscure or ambiguous, or if a Bidder deems it necessary to qualify any condition or provision in the Bid Document, the Bidder shall at once forward to Sho-Me by e-mail to RFP@shometech.com. The Bidder making this request is solely responsible for its timely receipt. Sho-Me must receive all requests not later than six (6) calendar days before the Bid Due Date. Sho-Me will reply only in the form of addenda to be posted on its website at -6- www.shometech.com/sho-me-mo. Sho-Me shall neither be bound by, nor responsible for, any explanations, interpretations, clarifications, corrections or qualifications of the Bid Document other than those given in written addenda as specified in this paragraph. A BIDDER'S FAILURE TO FOLLOW THE PROCEDURE DESCRIBED IN THIS PARAGRAPH SHALL BE A BASIS FOR REJECTING THE BID. No interpretation, clarification, correction, qualification, amendment, or modification shall be valid unless set forth in an addendum signed by Sho-Me. Sho-Me shall not be bound by, and hereby objects to, any term, condition or other provision which is different from or in addition to that contained in the Bid Document or addenda. 5. ADDITIONAL INFORMATION 5.1 Purchase Order is Entire Agreement - The Purchase Order to be effected by the acceptance of the Proposal shall be deemed to include the entire agreement between the parties thereto, and the Bidder shall not claim any modifications thereof resulting from any representation or promise made at any time by any officer, agent or employee of Sho-Me Technologies, LLC (Sho-Me) or by any other person. This RFP will be acknowledged on a resulting Purchase Order as being included as part of said Purchase Order. A copy of the Terms and Conditions of the Sho-Me Purchase Order are attached. 5.2 Minor Irregularities - Sho-Me reserves the right to waive minor irregularities or minor errors in any Proposal, if it appears to Sho-Me that such irregularities or errors were made through inadvertence. Any such irregularities or errors so waived must be corrected on the Proposal in which they occur prior to the acceptance thereof by Sho-Me. 5.3 Bid Rejection - Sho-Me reserves the right to reject any or all Proposals. 5.4 Hold Harmless Agreement - Bidder shall indemnify and save Sho-Me and its officers, agents, directors and employees harmless from any and all claims for personal injury or property damage and any other claims in litigation which may derive from Bidder's activities under the terms of this agreement, including claims in workers' compensation, occupational diseases, or any other liability which may run from an employer to an employee. In case suit shall be filed against Sho-Me, either independently or jointly with Bidder, to recover for any claim or damage allegedly arising out of Bidder's activities under the term of this agreement, Bidder, upon notice by Sho-Me, shall defend Sho-Me, its officers, agents, directors and employees against such action, and, in the event of a final judgment being obtained against Sho-Me either independently or jointly with Bidder arising out of Bidder's activities under this agreement, Bidder will pay said judgment and all costs and attorneys fees and hold Sho-Me harmless therefrom. 6. SHO-ME'S MODIFICATION OF BID DOCUMENT 6.1 Sho-Me expressly reserves the right to modify any part of the Bid Document at any time prior to the date set for receipt of bids. Modifications, if any, will be in the form of written addenda which will be added to www.shometech.com/sho-me-mo. 6.2 The Bidder is solely responsible for recognition of any Bid Document modifications. -7- 7. MODIFICATION OF BIDS 7.1 A Bidder may modify its bid by request by e-mail at any time prior to the Bid Due Date. Any such revision should be indicated in the Subject line “Revised Bid for SMM010”. 7.2 Bidder is solely responsible for timely receipt by Sho-Me of any modification of its bid. 8. WITHDRAWAL OF BIDS 8.1 A Bidder may withdraw its bid by e-mail by indicating in the Subject line “Withdrawal of Bid for SMM010”. 8.2 9. Bidder is solely responsible for timely receipt by Sho-Me of any withdrawal of its bid. DESCRIPTION OF SPECIAL CONDITIONS 9.1 Equipment described within Part III is in support of the Sho-Me MO Project, a multiyear construction project that may result in Sho-Me issuing a single Purchase Order with multiple delivery dates or multiple Purchase Orders with a single delivery date. 9.2 Two Excel Spreadsheets at www.shometech.com/sho-me-mo titled “ShoMe_Shelter_RFP_Bid_Form.xlsx” and “Sho-Me_Generator_RFP_Bid_Form.xlsx” MUST be used to submit pricing. 9.3 Alternative pricing models, although not encouraged, will be accepted. Sho-Me, in evaluating the bids, will consider all factors, whether specifically listed or not, which will affect the final cost to and benefits to be derived by Sho-Me. These factors include: proposal prices, time of completion, compliance with the bid document, the design and construction of the equipment, its performance, the cost of operation and maintenance and, if applicable, the character and location of Bidder's service facilities. 9.4 Each shelter will be delivered to Sho-Me’s specified site locations. Sho-Me’s Purchase Order Terms and Conditions specify delivery instructions completely; however the bid pricing should including delivery costs, on-site crane offload costs, and on-site setup costs itemized for each shelter as the terms designated include FOB Destination. 9.5 Payments under the Sho-Me MO Project are subject to funding availability from the National Telecommunications and Information Administration Broadband Technology Opportunities Program. Sho-Me shall pay for incurred eligible expenses and materials after submission of grant advance requests (including invoices from the successful bidder) to NTIA and subsequent funding from NTIA to Sho-Me. Sho-Me shall not be responsible for late payments caused by delays in funding from NTIA. OPTIONAL: 35kW Generators - 10 - Introduction 1.1 Objective 1.1a The objective of this document is to solicit bids that will provide Sho-Me Technologies, LLC (Sho-Me) with 15 prefabricated equipment shelters, each to be equipped with automatic transfer switch, -48VDC rectifier and batteries, pre-wired -48VDC power distribution panels at each 23 inch rack in fully equipped lineups, ladder racks and fiber guides. Each shelter must be delivered on schedule to various specified site locations for use in the Sho-Me MO fiber optic broadband network in Missouri. Sho-Me will specify certain equipment, but otherwise designate our preferred equipment to which contractor my offer an equivalent. Sho-Me desires one or more designs which will maximize utilization of floor space and rack space without compromising air flow. Bidders MUST offer at least one floor plan design. 1.2 Sho-Me Overview 1.2a Sho-Me is a subsidiary of Sho-Me Power Electric Cooperative in Marshfield, MO. Sho-Me operates an advanced optical network spanning electric transmission lines in Missouri. What began as an upgrade to its extensive internal communications has grown to encompass over 2,000 miles of fiber optic connectivity. With over 120 Points of Presence, Sho-Me boasts the highest coverage of optical bandwidth in the area. 1.2b The American Reinvestment and Recovery Act (ARRA) appropriated $7.2 billion for the Department of Agriculture’s Rural Utilities Service (RUS) and the Department of Commerce’s National Telecommunications Information Administration (NTIA) to expand broadband access and adoption in communities across the U.S., which will increase jobs, spur investments in technology and infrastructure, and provide long-term economic benefits. NTIA is providing grants to fund comprehensive broadband infrastructure projects, public computer centers and sustainable broadband adoption projects via its Broadband Technology Opportunities Program (BTOP). 1.2c Sho-Me applied to the program and was selected to be a grants recipient for its MoBroadbandNow “Sho-Me MO” Middle Mile Project. MoBroadbandNow, a private-public partnership, was launched in the summer of 2009 to compete for federal funds under the ARRA, in order to help expand broadband accessibility to 95 percent of the total population of Missouri, a market increase from the current projected accessibility of 79.7 percent. Sho-Me’s middle mile project will dramatically increase the prospects for competitive last-mile broadband services throughout rural, underserved and unserved areas of the State where 93% of the proposed service territory is economically distressed. The vast majority of Missouri is rural, with numerous small towns, isolated, rural communities whose very existence is threatened by the lack of affordable broadband services. If any of the specifications or requirements cannot be met, this must be identified in the response. 2.0b Bidders MUST provide total pricing of 15 prefabricated equipment shelters, equipment pre-installation, shelter transportation and delivery, crane offloading, and on-site setup as per the “Delivery Schedule” in this document. 2.0c Bidders MUST provide a firm order-to-delivery date listed in section 3.0, “Sho-Me’s Delivery Schedule”, to Sho-Me’s project site locations. Sho-Me’s Purchase Order Terms and Conditions specify delivery instructions completely; however the bid pricing SHALL include itemized delivery costs, pre-installed equipment, crane offload, on-site setup, itemized per shelter, as the terms designated include FOB Destination. 2.0d Bidders MUST describe provisions of all warranties of the shelters, HVAC, all equipment installed inside the shelter. 2.0e Bidders MUST describe how its shelter design features eliminate the possibility of water intrusion into the shelter and restrict the possibility of moisture intrusion. - 12 - 2.1 Prefabricated Equipment Shelters 2.1.1 GENERAL DESCRIPTION 2.1.1a A quantity of fifteen (15) prefabricated equipment shelters, and pre-installed equipment MUST be furnished as specified herein. 2.1.1b Sho-Me desires “12 ft.W X 20 ft.L X 10 ft.H” sized shelters. Sho-Me recognizes slight variations in actual measurements used within the shelter industry, however, Sho-Me’s interior floor space dimensions MUST be at least 10’5” W x 18’11”L and an interior ceiling height MUST be at least 9’0”. (Diagram and photo of typical) 2.1.1b All equipment MUST be new; factory tested and MUST be installed in the shelter prior to delivery to the site. 2.1.1c Each shelter’s date of manufacture SHALL not be greater than 12 months before scheduled delivery date. - 13 - 2.1.2 REFERENCE STANDARDS 2.1.2a Unless otherwise modified herein, materials, design and constructions procedures MUST be in accordance with ANSI/NFPA-70, The National Electrical Code and all federal and Missouri state building codes. 2.1.2b Evidence of Missouri state certification MUST be affixed to the breaker panel. These drawings may be used for obtaining building permits where required. Drawings MUST be sealed by a registered professional engineer licensed in the State of Missouri. 2.1.3b Each shelter MUST be designed for secured installation onto a concrete slab foundation. 2.1.3c Bidder MUST supply specifications for concrete slab foundation. For example, recommended concrete pad size and depth for support of shelter, and overhang of building for anchoring, etc. 2.1.3d Shelter MUST be equipped with the features contained herein. 2.2 Shelter Structural Design Loading 2.2a The equipment shelter floor at a minimum MUST be designed per ASCE 7-88 Uniform Distributed Load. 2.2b foot (PSF). The minimum floor loading design MUST support at least 200 lbs. per square 2.2c foot area. The concentrated floor load MUST be at least 2800 pounds over any 2.5 square 2.2d The equipment building roof MUST be designed per ASCE 7-88 Roof Load Specification of 200 pounds per square foot. 2.2e The minimum wall loading design MUST be at least 34 lbs. per square foot (PSF). - 14 - 2.2f The equipment building wind loading specification MUST be per ASCE 7-88 Basic Wind Speed Specifications. The minimum wind loading design MUST be 50 lbs. per square foot (PSF) or 130 miles per hour (MPH). 2.3 Shelter Requirements and Specifications 2.3.1 FLOOR 2.2.1a The floor section MUST be constructed with steel reinforcement. 2.2.1b All surfaces MUST be smooth, flat and level, so as not to impact plumb of rack lineup. 2.2.1c The interior floor surface SHALL be commercial grade asphalt tile, light in color (beige, tan, or white), with each tile measuring 12” x 12” x 1/8”. 2.2.1d A 4-inch base molding MUST be installed around all perimeter walls. 2.3.2 ROOF 2.3.2a The roof section of the equipment building MUST provide at least a 1/8” per foot drainage slope to prevent accumulation of water. 2.3.2b Roofing MUST be designed to prevent penetration by ice as if falling from a tower at the site. Bidders MUST describe in 1,500 words or less the characteristics of their roof, measures of protection from water intrusion, warranted life of the roof materials, and required maintenance in their proposals. 2.3.2c Fireproof interior ceiling protection MUST offer a minimum 2-hour fire rating. 2.3.2d Ceiling insulation MUST offer R-13 (minimum) rating and all insulation MUST be non-combustible, with a vapor barrier. 2.3.2e The roof section SHOULD provide a 2” overhang on all sides and MUST leave no exposed roof to wall joints. 2.3.3 WALLS 2.3.3a Bidders MUST describe the construction of the walls such as concrete thickness, framing dimensions, rebar, fiber, wood use and any industry standard specifications used. 2.3.3b Fireproof interior wall construction MUST provide a minimum 2-hour fire rating. 2.3.3c Wall insulation of an R-11 (minimum) rating and all insulation MUST be noncombustible, with a vapor barrier. 2.3.3dThe interior walls MUST be covered with a white HDPE laminate. - 15 - 2.3.3e Interior walls MUST be designed to allow mounting of electrical and electronic equipment using standard fasteners. 2.3.3f The exterior wall outer finish MUST be a durable, maintenance-free and weatherresistant finish with an aesthetically pleasing earth tone. 2.3.3g The exterior wall MUST meet Test UL 752 Level 4 standards. 2.3.4 DOOR 2.3.4a The door frame MUST be 16 gauge galvanized steel, primed painted, and secured/cast into the wall panel with drip strip over door. 2.3.4b The pre-hung door MUST consist of 36”x 84”x 1¾” 18-gauge galvanized steel, installed flush with door check, reinforced, insulated, primed and finished to match the appearance of the shelter. 2.3.4c The door MUST be provided with an adjustable magnetic weather stripping with an adjustable saddle, a door sweep, a door stop with tie-back and stainless steel nonremovable ball bearing hinges. 2.3.4d The door MUST be equipped with a single cylinder deadbolt lockset with interchangeable construction core (SFIC type) compatible with Best Lock or Falcon Lock. 2.3.4e Bidders SHOULD install HES Series 5000- Electric Strike 501-Face Plate option. 2.3.4f Bidders SHOULD install DHI 2-86-F Lever handle Lockset with unique keyed cores (not contractor cores). Three sets of keys shall be provided to Sho-Me upon delivery. 2.3.4g The lockset MUST be protected on the exterior by heavy guage stainless steel anti-prying latch guard plate. 2.3.1h A steel awning primed and finished to match the appearance of the shelter MUST be installed over each door to prevent water dripping into the shelter. 2.3.5 EXTERIOR WALL PENETRATIONS 2.3.5a Four cable entry port holes are required for four-inch diameter PVC conduit feed throughs. The four penetrations MUST consist of two holes on each long sidewall approximately 14 inches above the floor and separated at least 12 feet apart (depending upon structural clearance within the walls). Each port hole exterior MUST be covered with galvanized steel plate, sealed with elastomeric caulk and secured with screws. 2.3.5b One pre-drilled hole MUST be provided with weatherproof bell box and EMT stubbed through made ready for feed through of security camera wiring on-site (located where exterior light is normally installed near door). - 16 - 2.3.5c One pre-drilled three-quarter inch PVC lined wall penetration hole MUST be provided, at 45 degree angle, less than 12 inches above the floor, and under the Master Ground Bar made ready for feed-through connection to the exterior ground system. 2.3.5d All openings in the shelter structure for the provision of entry or exit of cables, equipment, ventilation, etc. MUST be sealed with elastomeric caulk to prevent the invasion of the shelter interior by insects, rodents and external moisture. 2.3.5e Properly sized port holes MUST be punched out and pre-drilled through the wall for future on-site connections from inside automatic transfer switch for power, alarms and battery charger to a stationary Cummins generator. 2.4 Electrical Specifications 2.4a All electrical equipment supplied MUST be UL listed. 2.4b The entire electrical installation and wiring MUST be in strict compliance with the latest approved edition of the National Electrical Code and all Missouri state, and applicable county, city codes and ordinances. 2.4c Main utility AC power MUST enter the shelter through an entrance elbow, which can be rotated to accommodate connection to conduit from the power company feed. 2.4d A main cutoff switch MUST be provided inside the shelter, an automatic transfer switch for on-site generator, and a distribution panel which provides for branch circuit breakers. 2.4e The supplied AC power will be 200A, 120/240VAC Single Phase. 2.4.1 SURGE PROTECTION One RAYCAP/ACData Model #L52XXR Type 1 protection device MUST be installed inside each shelter at the breaker panel. 2.4.2 BREAKER PANEL AND METER LOOP 2.4.2a Shelters are to be provided with a Square-D QO Series 200A, 40-position (minimum) load center. 2.4.2b Panel SHALL be installed at one end of the equipment area within five (5) feet of the primary power entry port from meter loop. 2.4.2c Breakers MUST be Square-D “high magnetic” or high inrush current type. 2.4.2d Panel MUST be labeled with breaker assignments. - 17 - 2.4.3 RECEPTACLES 2.4.3a At least ten surface mounted, grounded, duplex 120VAC 20A receptacles MUST be provided and evenly spaced around the exterior walls. 2.4.2b All wiring MUST be installed in surface mount EMT conduit. 2.4.2c Receptacles MUST be installed 18 inches above finished floor and labeled with their breaker number. 2.4.2d Horizontal runs of conduit SHALL be installed a minimum of 7 1/2 feet above the floor whenever possible with vertical connections to the surface mounted devices to minimize interference with installing equipment against the wall. 2.4.2e Two 20A GFIC receptacles with weatherproof metallic covers MUST be installed on the exterior of the shelter located at opposite end walls of the shelter. 2.4.2f Each GFIC receptacle MUST be dedicated to its own 20A breaker. 2.4.4 LIGHTING 2.4.4a Interior lighting MUST be installed using fluorescent fixtures using two standard fourfoot tubes per fixture sufficient to provide a level of 75 foot-candles at 3 feet above the floor. 2.4.4b The switch for the light fixtures MUST be located inside and on the latch side of the entry door. 2.4.4c Light fixtures MUST be installed to the front and rear of electronic equipment racks to provide sufficient lighting for service personnel to perform equipment maintenance. 2.4.4d Emergency lighting fixture MUST be installed over doorway and consist of twin bulb, battery and exit sign. 2.4.5 HVAC 2.4.5a Each shelter MUST be equipped with a minimum of 2 Marvair or Bard 3-ton commercial grade, external, vertical, wall-mount air conditioning units installed with a standard lead/lag controller to cycle between both units. 2.4.5b Each unit MUST contain a time delay startup relay, low ambient control, and a forced air 5kW resistive heat strip. 2.4.5c Separate circuit breakers for each unit MUST be installed and labeled in the main breaker panel. - 18 - 2.4.5d The HVAC equipment MUST have controls which will maintain the interior temperature of the shelter between 55 and 75 degrees Fahrenheit when outside temperatures range from -5 degrees Fahrenheit to 115 degrees Fahrenheit. 2.4.5e Relative humidity MUST be maintained at a range of 50% to 70% relative humidity. 2.4.5f The exterior portions of the HVAC units MUST be weather/rodent/tamper proof. 2.4.5g Condensation drain lines MUST be sufficient length to drain off of pad. 2.4.6 INTERIOR GROUNDING SYSTEM 2.4.6a Bidder MUST provide and install a single point interior ground system with a single #2 AWG stranded wire provided with proper connections to the shelter and connected to a ¼” x 4”x 20” copper Master Ground Bus Bar (MGB). 2.4.6b MGB SHOULD be installed on the wall midway between the ladder rack and ceiling. Sho-Me anticipates first visit to be used to familiarize bidder with Sho-Me standards. Second visit intended to verify build-out compliance to Sho-Me standards; such as grounding, bracket, cabling and rack placement. Last visit intended to be final acceptance. These visits are intended to be on the first shelter in the production series, thus establishing precedence for standards of subsequent shelters. 2.9 Delivery Schedule, Crane Offload, Setup and Installation 2.9a The successful bidder MUST be responsible for delivery and installation of each shelter and its associated appurtenances to the following Sho-Me sites in Missouri and per ShoMe’s schedule. Sho-Me will conduct a fair, impartial, and comprehensive evaluation of all responses. If applicable, a contract will be awarded, taking into consideration the best interest of Sho-Me. The criteria for selecting a Respondent may include: Demonstrated understanding by Respondent of the requirements herein; Responsiveness to the requirements herein, including the adequacy and creativity of the proposed solution; Ability, capacity and skill of Respondent to perform the requirements herein; Experience of Respondent in providing a related solution and quality of services/products provided for other clients; Character, integrity, reputation, judgment, experience, and efficiency of Respondent; Quality of Respondent’s services for other clients; Proposed price and schedule, and; Such other information that may be secured and that has a bearing on the decision to award the contract. Sho-Me reserves the right to evaluate the long term value of the shelters. Sho-Me generally seeks to make a contract award without any further discussion with the Respondents regarding the responses received. Sho-Me is considering separate bids for the specified generators, delivery, offload onto shelter pad, setup installation, one-hour load testing, and on-site certified training for four people.
