Compliance • Compulsory Documents (Valid & Original Tax Clearance Certificate) • Please ensure that the bid document is signed where required • Completed proposal should be submitted Evaluation Criteria Mandatory Requirements The following specific requirements must be met by the bidders and it will be expected of bidders to supply proof or confirm their commitment where applicable. • The bidder must confirm that they have read and understood the terms and conditions set out in the attached Service Provider Agreement (Annexure H) which terms and conditions the bidder accepts, in the event that the RAF awards contract to the bidder pursuant to this bid. The bidder must confirm that they have complied with the requirement set out in the footnote to clause 1.7 of schedule of Annexure H by submitting with the bid: A. A Proposal B. A Project Implementation Plan C. A Pricing Schedule • Failure by the Fund and the successful bidder to conclude a contract within 14 days following the issuing by the Fund of the award letter to the successful bidder, will result in the bid being deemed to be non-responsive which will then entitle the Fund to consider other responsive bids and award the tender to another bidder or bidders. Evaluation Criteria Mandatory Requirements The following specific requirements must be met by the bidders and it will be expected of bidders to supply proof or confirm their commitment where applicable. • The bidder must provide a letter of accreditation or certificate from all solution vendors whose solution(s) the bidder proposes to implement, to confirm that the bidder can supply, install and support the proposed solution. Please attach a copy of the letter(s) or certificate. • The bidder must provide proof that the resource(s) to be utilized on the project are certified by the solution vendor(s). Please attach a copy of the accreditation letter(s). NB:FAILURE TO COMPLY WITH ALL OF THE MANDATORY REQUIREMENTS WILL LEAD TO DISQUALIFICATION Technical / Functional Requirements Technical criterion will be evaluated against the following detailed requirements: Track record (30 pts) Bidders are requested to send the attached reference questionnaires to at least three (3) of their clients where similar services were rendered and attach the completed reference check questionnaires to the bid response. Proposal (30 pts) The bidder must provide a Proposal which provides details of the proposed EPPM solution. Project Implementation Plan (40 pts) The bidder must provide a Project Implementation Plan which details the timeline for the service and products to be provided to RAF. Technical / Functional Requirements Bidders scoring 60 points or more out of 100 points on functional / technical criteria will be further evaluated on Price and BEE.
