Public Interest Test Decision
Requested Information:
Q1 I request the Staffordshire County Council to provide a list of all correspondence
relating to Wilnecote Board Schools with regard to its status as a community asset.
Q2 I also request the following information regarding Wilnecote Board Schools
a. The office-holder who authorised the disposal
b. the valuation price of the land and the buildings
c. the details of any surveys done on the building or the land structural and nonstructural
d. the details of any pre-disposal planning application made (if any) by the Authority
or Housing and Care 21
e. the terms of any covenants, restrictions or other appropriate agreements designed
to secure a further capital receipt if/when subsequent development takes place
attached to the disposal
f. the criteria used to evaluate bids
g. Date the preferred bidder Housing and Care 21 submitted it's bid
h. Date the bids were formally assessed and preferred bidder was decided
h. Date the preferred bidder Housing and Care 21 was told it was successful in it's
bid
h. all correspondence between Housing and Care 21 and Staffordshire County
Council with regard to Wilnecote Board Schools
Q3. I request copies/summaries of the utility bills for Wilnecote Board Schools from
January 2012 to present day
Q4 I request to see copies of any legal advice given to Staffordshire County Council
with regard to the presentation of the bid by the local community under the name The
Arts Centre (Wilnecote) Ltd.
Q5 i request to see copies of any legal advice surrounding the capacity of Wilnecote
Board School as a community asset.

Panel discussion summary:
One email was subject to the panels discussions. This was sent by the bidder to
Staffordshire County Council.
The Interests of provider were discussed as in exception 12 (5) (f). The panel felt that
all of the points detailed within the subsections applied.
The panel determined that the exception in 12 (5) (e) should also be engaged.
