June 7, 1944 Minutes of a regular meeting of the Orem City Council held June 7, 1944 at 8:30 P.M. in the Orem City Hall with the following members present: Mayor B. M. Jolley, and Councilmen Roy H. Gappmayer, Geo. F. Wells, Murvel Walker, and James G. Stratton, with Mayor B. M. Jolley in charge of the meeting. Others present were Hugo Price, City Engineer; A. H. Christensen, City Attorney; J. Erval Christensen, T. Val Christiansen, Orrel DeLange, Water Supt, and Leo Broadhead, Road Supvr. It was moved by Councilman James G. Stratton that the following committee be appointed to go over the proposition of special improvement districts to find ways and means to raise sufficient funds for the sewer project, seconded by Councilman Geo. F. Wells and passed. Hugo Price, V. Emil Hansen, Councilman James G. Stratton, Mayor Jolley, and. A. H. Christensen were appointed. A meeting is to be called for June 14, 1944 in the Orem City Hall with the F.H.A. and the City Council in order to obtain a better understanding between the F.H.A. the Subdividers, and Orem City with regards to various matters, i.e., roads, sidewalks, and sewer. Moved by Councilman James G. Stratton that Porter Walter be released from any further responsibility with regards to the cemetery, seconded by Councilman Roy H. Gappmayer, and passed. It was moved by Councilman James G. Stratton, seconded by Councilman Geo. F. Wells, that Frank Ferguson and Lloyd Sundquist be hired to work on cemetery and parks at the rate of 80¢ per hour. Mr. Stratton is to determine where they should work and when. Mayor Jolley asked Mr. Hugo Price, City Engineer, and Emil Hansen, City Recorder, to review the Special Improvement Ordinance and see that all rules and regulations are followed in the future. The Recorder was instructed to publish the following new sprinkling regulations in the next "Orem-Geneva Times": "East of the highway--7 to 9 a.m.; West, of highway--7 to 9 p.m.; also signs are to be ordered saying "Trespassers will be prosecuted", and these will be posted on the fence around the new reservoir. It was moved by Councilman James G. Stratton, seconded by Councilman Murvel Walker and passed that the Water Dept. secure metal arms to be placed at the top of the fence around the new reservoir with the arms extending outward and wire to be stretched from the one arm to another in order to prevent anyone from crawling over the fence. A petition was presented by Fred Nielsen, Mgr. of the Shamrock Cafe asking for permission to sell beer. After due consideration, it was moved by Councilman Murvel Walker, seconded by Councilman Roy H. Gappmayer, and passed that Mr. Nielsen's application be granted and on being put to the Council by the Mayor, the following were the results: Geo. F. Wells Roy H. Gappmayer Murvel Walker James G. Stratton Aye " " Nay The above proposition was considered passed. The following people met with the committee from the City Council to discuss certain questions that have arisen with regards to the license ordinance. Lowell Varley of Orem I.G.A., S. T. Small of Jim's Place, Even Wilberg of Orem Feed and Grocery, Ward Ireland of the Orem Motor Co., Ed Simmons of the Simmons Lumber and Hdwe. Co., Mrs. Frank Smith of the Mohawk Service Station, Mrs. Durham of the Lincoln Trailer Court, Fred Nielsen of the Shamrock Cafe, also Mrs. Volker. After some discussion the above people felt that a just fee for licenses should be on the following basis: Groceries--75¢ per thousand; service station--65¢ per thousand; Lumber yards--75¢ per thousand, and feed stores and mills--40¢ per thousand. Mayor Jolley stated he would present these recommendations to the City Council for their further consideration. Meeting adjourned June 14 on motion of Councilman Roy H. Gappmayer, seconded by Councilman Murvel Walker, and passed.
