People credited with this unit standard are able to: operate safely whilst conducting a survey in an urban environment; operate safely whilst conducting a survey on a construction site; operate safely whilst conducting a survey in a rural area; access and leave a property safely; and maintain security and safety in a surveying office. Elements and performance criteria Element 1 Operate safely whilst conducting a survey in an urban environment. Performance criteria 1.1 Information about survey operations is communicated to client, landowner and/or occupier, and neighbours in accordance with workplace procedures. Range 1.2 Approved personal protective equipment is identified and worn at all times during operations in accordance with company procedures and/or site safety plan. Range 1.3 secured – while travelling, when unattended. Safety precautions for working on roadways are demonstrated in accordance with road controlling authority requirements. Range 1.5 includes but is not limited to – travelling to the site. All surveying equipment is secured in accordance with workplace procedures and/or the traffic management plan. Range 1.4 communication – verbal, written; confrontation is avoided. includes but is not limited to – parking of the vehicle used by the candidate to reach the site; requirements may include – approved traffic management plan. Safety precautions for working near overhead power lines are demonstrated in accordance with workplace procedures and the asset owner’s safety requirements. New Zealand Qualifications Authority 2016 8798 version 6 Page 3 of 5 1.6 Safe practices for excavating, placing new marks, and reinstating buried marks are demonstrated in accordance with workplace procedures. Range 1.7 excavation includes – locating buried services, ensuring public safety, backfilling, covering an open excavation, covering an open access chamber, covering survey standard marks. Safety precautions for working near animals found in urban environments are demonstrated in accordance with workplace procedures. Range animals include but are not limited to – a dog, livestock. Element 2 Operate safely whilst conducting a survey on a construction site. Performance criteria 2.1 Construction site briefing is obtained in accordance with workplace procedures and the Health and Safety in Employment Act. 2.2 Safety equipment specified in a site induction is used in accordance with the site safety plan. 2.3 Specialist equipment is used safely in accordance with manufacturer's instructions and, where required, operator's licence. Range 2.4 equipment may include but is not limited to – powder actuated tool; evidence is required of at least two items of equipment. Actions to be taken in the event of a workplace accident are demonstrated in accordance with workplace procedures and the Health and Safety in Employment Act. Element 3 Operate safely whilst conducting a survey in a rural area. Performance criteria 3.1 Information about survey operations is communicated to client, landowner and/or occupier, and neighbours in accordance with workplace procedures. Range 3.2 communication – verbal, written; confrontation is avoided. Safety precautions for working near electricity conductors are demonstrated in accordance with workplace procedures and the asset owner’s safety requirements. Range electric fence, power pylon. New Zealand Qualifications Authority 2016 8798 version 6 Page 4 of 5 3.3 Safety precautions for working near animals in rural environments are demonstrated in accordance with workplace procedures. Range 3.4 animals – two types of farm stock. Risks are identified and controlled and the survey is undertaken in accordance with workplace procedures. Range in a team with a minimum of two people or the risks of working alone are identified and controlled. Element 4 Access and leave a property safely. Range property – private, public, urban or rural. Performance criteria 4.1 The survey team’s intended whereabouts are notified in accordance with workplace procedures. 4.2 Access to the property meets the requirements of legislation and workplace procedures. Range legislation includes but is not limited to – s 53 Cadastral Survey Act 2002, s 110 Public Works Act 1981. 4.3 The land owner is notified, and requested to identify safety hazards on site in accordance with workplace procedures. 4.4 Arrangements are made that ensure that animals are restrained and/or removed from the work area in accordance with workplace procedures. 4.5 During property access, discretion is exercised and behaviour and activities avoid confrontation and maintain safety. Range activities – notification, greetings; behaviour – privacy of others is respected, self-control is maintained, cultural protocol is observed. 4.6 The property is treated with respect during access in accordance with ss 6 and 8 Trespass Act 1980. 4.7 The property is left in safe, tidy condition at the end of the working day. Range within the responsibility of the candidate; may include but is not limited to – backfilled excavation, hazard warning tape. Performance criteria 5.1 A surveying office is kept secure in accordance with workplace procedures and within the candidate’s responsibility. Range 5.2 privacy, locks, surveying data. Hazards in a surveying office are controlled in accordance with the Health and Safety in Employment Act and within the candidate’s responsibility. Range hazards may include but are not limited to – threatening behaviour, electrical equipment, plan printers, drafting station ergonomics, copiers. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards. Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The AMAP also includes useful information about special requirements for organisations wishing to develop education and training programmes, such as minimum qualifications for tutors and assessors, and special resource requirements.
