CONNER, BOARD OF SUPERVISOR MEMBER ***** Re: Call to Order – 6:30 p.m. Chairman Jones called the meeting to order. ***** Re: Approval of Agenda Upon motion of Ms. Drummond, seconded by Mr. Finney, and unanimously carried, the Board approved the agenda as presented. Ayes: Drummond, Finney, Tyler, Jones; Nays: None. ***** Re: Redistricting Overview Mrs. Leslie Sullivan, Director of Planning, presented an overview of Map A and Map B attached. Variations in the maps are as follows: Option A Map The area located to the east of Lawrenceville, between Route 58 Business and the former Norfolk Franklin & Danville Railroad, has been redistricted from Sturgeon Election District to Totaro Election District. The area located in the extreme southeast corner of Meherrin Election District. The U.S. Census has this corner as being in Powellton Election District and should be in the Meherrin Election District. The boundary line should run along the easternmost portion of Pea Hill Creek to its intersection with Dromgoole Road; then follow Dromgoole Road to the Virginia/North Carolina border. Option B Map The annexation of property by the Town of Alberta in 2001, which included property from the Red Oak, Totaro, and Sturgeon Election Districts. This area includes the Southside Community Health Center, I-85 Business Center Park and undeveloped property. There are no registered voters in this area. Option B Map shows this annexed area for the Town of Alberta completely encompassed in the Red Oak Election District. The area located to the east of Lawrenceville, between Route 58 Business and the former Norfolk Franklin & Danville Railroad is shown in the Totaro Election District. The area located in the extreme southeast corner of Meherrin Election District. The U.S. Census has this corner as being in Powellton Election District and should be in the Meherrin Election District. Option B Map shows the boundary line along the easternmost portion of Pea Hill Creek to its intersection with Dromgoole Road; then follows Dromgoole Road to the Virginia/North Carolina border. ***** Re: Public Comment Period The Chairman opened the public comment period. The following individuals spoke: Anna Price requested the population data by district for Option B, including voting age population. Additionally, she asked where do the persons who were moved from the Sturgeon Election District to the Totaro Election District currently vote. George R. Smith questioned the status of the prison population diluting the minority vote. Ms. Woolridge stated that the prison population has been equally distributed among the five election districts. David Harrison asked if the racial breakdown of the prison population was considered in the disbursement to each election district. The Chairman stated that the prison population was equally distributed among the five election districts and the racial breakdown was not a factor since the prisoners do not vote. After all citizens were provided an opportunity to express their views, the Chairman closed the public comment period. Upon motion of Ms. Drummond, seconded by Mr. Finney, and unanimously carried, the Board authorized the advertisement of a public hearing on Option B as presented.
